PUBLIC WATER SUPPLY (PWS) PERMITS Under the Pennsylvania Safe Drinking Water Act (35 P. S. §§ 721.1—721.17), the following parties have applied for PWS permits to construct or substantially modify public water systems.
Persons wishing to comment on permit applications are invited to submit statements to the office listed before the application within 30 days of this public notice. Comments received within this 30-day comment period will be considered in the formulation of the final determinations regarding an application. A comment should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held after consideration of comments received during the 30-day public comment period.
Following the comment period, the Department will make a final determination regarding the proposed permit. Notice of this final determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to the Environmental Hearing Board.

AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.
The Department received applications for Plan Approvals or Operating Permits from the following facilities.
Copies of the application, the Department's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate Department Regional Office. Appointments for scheduling a review must be made by calling the appropriate Department Regional Office. The address and phone number of the Regional Office is listed before the application notices.
Persons wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the Department's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.
A person wishing to request a hearing may do so during the 30-day comment period. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P. S. §§ 4001—4015), 25 Pa. Code Chapters 121—145, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

09-0110F: Riverside Construction Materials, Inc. (7900 North Radcliffe Street, Bristol, PA 19007; Attn: Mr. Tim Kurz) for the installation of a replacement dual cement load-out station and the installation of an additional load-out station. This facility is a non-Title V facility, located in Bristol Township, Bucks County. Riverside Construction Materials will replace an existing dual cement load-out station, identified as the Truck Load-Out #1 With Dust Collection (Source ID 108), with a new dual cement load-out station, to be designated as Source ID 110. Riverside Construction Materials also proposes to install an addition cement load-out station on an existing Dome #2 (Source ID 105), to be designated as Source ID 111. The new dual cement load-out station, Source ID 110, with have two loading bins, each configured with a dust collection system for transferring material into the loading bins. Each bin will have a loading spout that is equipped with a dust collection system to minimize fugitive emissions. The new cement load-out station, Source ID 111, will consist of one large loading bin, configured with a dust collection system for transferring material into the loading bin. The loading bin will have two identical loading spouts, each with a dust collection system for minimizing fugitive emissions. Total potential emissions of PM from Source ID 110 are approximately 6.38 TPY. Total potential emissions on PM from Source ID 110 are approximately 3.65 TPY. The Plan Approval will contain monitoring, recordkeeping, and operating conditions designed to keep the facility operating within the allowable emissions and all applicable air quality requirements.
Northcentral Region: Air Quality Program, 208 West Third Street, Williamsport, PA 17701

17-00021A: West Branch Area School District (516 Allport Cutoff, Morrisdale, PA 16858-9725) for the construction of a 5.8 MMBtus/hr Hurst FB-900 biomass-fired boiler and for the installation of a Clarage, Inc. high efficiency, multiple cyclone at their facility located in Morris Township, Clearfield County.
The Department of Environmental Protection's (Department's) review of the information submitted by West Branch Area School District indicates that the air contamination sources to be constructed will comply with all regulatory requirements, including monitoring, record-keeping, and reporting requirements, and pertaining to air contamination sources and the emission of air contaminants including the National Emission Standards for Hazardous Air Pollutants for Industrial, Commercial, and Institutional Boilers Area Sources, 40 CFR Sections 63.11193 through 63.11237, 25 Pa. Code Chapter 123 and the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12. Based on this finding, the Department proposes to issue a plan approval for the proposed construction.
The emissions from the proposed biomass-fired boiler will not exceed the following limits: 0.20 lb/MMBtu and 5.08 TPY NOx, 0.16 lb/MMBtu and 4.06 TPY CO, 0.017 lb/MMBtu and 0.43 TPY VOCs, 0.025 lb/MMBtu and 0.64 TPY SOx, 0.20 lb/MMBtu and 5.08 TPY PM/PM10/PM2.5.
In addition to the emission limitations, the following is a brief description of the types of conditions the Department intends to place in the plan approval in order to ensure compliance with all applicable air quality regulatory requirements.
The biomass-fired boiler shall be fired only on virgin wood chips; the boiler water temperature will be monitored and will modulate the boiler's fuel feed and combustion air rates to ensure good combustion; the boiler and multiple cyclone shall be operated in accordance with the manufacturers' specifications and good air pollution control practices; the multiple cyclone shall be equipped with instrumentation to monitor the pressure drop across the unit; the conveyance of biomass fuel and the removal of ash shall be conducted to prevent fugitive emissions.
The facility is a State Only facility. If the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specification of the application for Plan Approval 17-00021A, the requirements established in the plan approval will be incorporated into State Only Operating Permit 17-00021 pursuant to the administrative amendment provisions of 25 Pa. Code § 127.450.
All pertinent documents used in the evaluation of the application are available for public review during normal business hours at the Department's Northcentral Regional office, 208 West Third Street, Suite 101, Williamsport, PA 17701. 19-00002A: Foam Fabricators, Inc. (7050 Columbia Boulevard, Bloomsburg, PA 17815) for the modification of an expandable polystyrene foam operation at the Bloomsburg facility located in South Centre Township, Columbia County. The respective facility will become a major facility for which a Title V operating permit has not been issued.
The Department of Environmental Protection's (Department) review of the information submitted by Foam Fabricators, Inc. indicates that the air contamination sources to be modified will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the best available technology requirements (BAT) of 25 Pa. Code §§ 127.1 and 127.12. Based on this finding, the Department proposes to issue a plan approval for the proposed modification.
The emission from each proposed source included in this project will not exceed the following limits: NOx—10.87 tons; CO—9.48 tons; VOCs—85.00 tons; SOx— 0.08 ton; PM10—1.03 ton; HAPs—0.26 ton.
In addition to the emission limitations, the following is a brief description of the conditions the Department intends to place in the plan approval in order to ensure compliance with all applicable air quality regulatory requirements.
1. The volatile organic compound emissions from the facility shall not exceed 85.00 tons in any 12 consecutive month period.
2. The expandable polystyrene beads used at this facility shall not contain more than 6.0% pentane, by weight.
3. The permittee shall maintain accurate and comprehensive records of the type and amount of expandable polystyrene beads used at the facility on a daily basis and calculate the emission of volatile organic compound on a monthly basis. Records of the monthly volatile organic compound emission calculations shall be submitted to the Department on a quarterly basis.
4. The total combined emission of volatile organic compound emissions from the natural gas-fired heat radiators shall not exceed 2.70 tons in any 12 consecutive month period.
5. The total combined emission of volatile organic compound emissions from the degreasing operation shall not exceed 2.70 tons in any 12 consecutive month period.
6. The degreasing operation shall be operated in compliance with all applicable requirements specified in 25 Pa. Code § 129.63.
7. The permittee shall submit an application for a Title V operating permit in accordance with the requirements specified in 25 Pa. Code §§ 127.411 and 127.503 within 120 days from the date of plan approval issuance.
8. All conditions contained in State Only Operating Permit 19-00002 remain in effect unless superseded or amended by conditions contained in this plan approval. If there is a conflict between a condition or requirement contained in this plan approval and a condition or requirement contained in State Only Operating Permit 19-00002, the permittee shall comply with the condition or requirement contained in this plan approval rather than the conflicting condition or requirement contained in State Only Operating Permit 19-00002.
The facility will become a major (Title V) facility. If the Department determines that the sources are modified and operated in compliance with the plan approval conditions and the specifications of the application for Plan Approval 19-00002A, the requirements established in the plan approval will be incorporated into a Title V Operating Permit pursuant to 25 Pa. Code §§ 127.411 and 127.503.
All pertinent documents used in the evaluation of the application are available for public review during normal business hours at the Department's Northcentral Regional office, 208 West Third Street, Suite 101, Williamsport, PA 17701. 14-00033A: Spectra Wood, Inc. (2651 Carolean Industrial Drive, State College, PA 16801-7506) for the construction of three surface coating spray booths (Source IDs P107, P108 and P109) to be incorporated in the wood furniture finishing operation at the State College facility located in College Township, Centre County.
The Department of Environmental Protection's (Department) review of the information submitted by Spectra Wood, Inc. indicates that the air contamination sources to be constructed will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including 25 Pa. Code § 129.52 for the surface coating operation, 25 Pa. Code §§ 129.101—129.107 for the wood furniture manufacturing operation, and the best available technology requirements (BAT) of 25 Pa. Code §§ 127.1 and 127.12. Based on this finding, the Department proposes to issue a plan approval for the proposed construction.
The emission from the proposed sources included in this project will not exceed the following limits: VOCs—17.83 tons; PM10—7.45 tons; HAPs—0.39 ton; Acetone—0.61 ton.
In addition to the emission limitations, the following is a brief description of the conditions the Department intends to place in the plan approval in order to ensure compliance with all applicable air quality regulatory requirements.
Pursuant to the best available technology provisions of 25 Pa. Code §§ 127.1 and 127.12, the volatile organic compound emissions from the spray booths (IDs P107, P108 and P109) shall not exceed 17.83 tons in any 12 consecutive month period. Additionally, the total combined emissions of hazardous air pollutants shall not exceed 0.39 ton in any 12 consecutive month period. The concentration of particulate matter emissions from the exhaust associated with each spray booth shall not exceed 0.01 grain per dry standard cubic feet at any time. The volatile organic compound content of any sealers used in Source IDs P107—P109 shall not exceed 1.9 pound of volatile organic compounds per pound of coating solids, as mixed for application. The volatile organic compound content of any topcoats used in Source IDs P107—P109 shall not exceed 1.8 pound of volatile organic compounds per pound of coating solids, as mixed for application. The volatile organic compound content of any stains used in Source IDs P107—P109 shall not exceed 11.9 pounds of volatile organic compounds per pound of coating solids, as mixed for application. The volatile organic compound content of any washcoats used in Source IDs P107—P109 shall not exceed 14.3 pounds of volatile organic compounds per pound of coating solids, as mixed for application. The volatile organic compound content of any basecoats used in Source IDs P107—P109 shall not exceed 2.2 pounds of volatile organic compounds per pound of coating solids, as mixed for application. The only solvents which shall be used for cleanup purposes shall be acetone and Sherwin Williams R7K120 ''lacquer thinner'' as described in the application and supplemental materials submitted for this plan approval. As an alternate to Sherwin Williams R7K120 ''lacquer thinner'', other material having an equivalent, or lower, volatile organic compounds or hazardous air pollutant content, as determined by the Department). Additionally, no more than 186 gallons of acetone and 210 gallons of lacquer thinner (and/or alternate material) may be used in any 12 consecutive month period. The only oils which may be applied to wood in Source IDs P107—P109 are mineral oil, linseed oil, or an alternate oil which has a vapor pressure of less than 1 millimeter of mercury at 20 Degree Celsius. All coating/finishing materials used in Source IDs P107—P109 shall be applied using high volume low pressure (HVLP) or air-assisted airless spray technology. All volatile organic compound-containing or volatile hazardous pollutant-containing materials (coating/finishing, clean up materials, etc.) shall be stored in closed containers when not in actual use; spray gun lines shall be cleaned by flushing solvent through the lines and into closed containers; all used cleaning rags shall be stored in closed containers and shall never be ''treated'' so as to unnecessarily promote the evaporative loss of solvents to the atmosphere. Source IDs P107—P109 shall be equipped with a full set of spray booth filters (each with a minimum control efficiency of at least 99%) at any time the booth is in use. Additionally, Source IDs P107—P109 shall be equipped with instrumentation to continuously monitor the differential pressure across the spray booth filters.
The wood furniture finishing operation associated with Source IDs P107—P109 shall comply with all applicable requirements of 25 Pa. Code § 129.52 and 25 Pa. Code §§ 129.101—129.107.
The permittee shall maintain accurate and comprehensive records of the following: The identity and amount of each individual coating/finishing material and coating/finishing material additive used each month; the identity and amount of each cleanup solvent used each month; the identity and amount of each individual ''wood oil'' (mineral oil, etc.) used each month.
Additionally, the permittee shall maintain product composition sheets for all coating/finishing materials, coating/finishing material additives, ''wood oils'' and cleanup solvents used in Source IDs P107—P109. At a minimum, the sheets shall identify the amount of volatile organic compounds, the amount of hazardous air pollutants and the amount of solids contained in each of the respective materials.
The facility will remain as a minor facility. If the Department determines that the sources are modified and operated in compliance with the plan approval conditions and the specifications of the application for Plan Approval 14-00033A, the requirements established in the plan approval will be incorporated into a State Only Operating Permit pursuant to 25 Pa. Code § 127.411.

Code §§ 127.44(b) and 127.424(b), that the Pennsylvania Department of Environmental Protection (DEP) intends to issue Plan Approval 10-368D to MarkWest Liberty Bluestone, LLC for the construction of additional sources at their existing Bluestone Gas Processing Plant facility located at 440 Hartmann Rd., Jackson Township, Butler County. The Plan Approval will subsequently be incorporated into the facility's Operating Permit through an administrative amendment in accordance with 25 Pa. Code § 127.450.
Plan Approval No. 10-368D is for the construction of two (2) 200 MMCFs/day capacity cryogenic natural gas processing plant(s), a deethanizer, fractionator, and associated process heaters and storage tanks, and three (3) additional emergency generators. Additionally, the facility proposes to remove one existing process heater, modify an additional existing process heater, replaces the existing flare, remove ten (10) existing natural gas-fired compressor engines, and replace them with electrically-driven compression. Based on the information provided by the applicant and DEP's own analysis, the subject facility will have the potential to emit approximately 22.11 tons of carbon monoxide, 21.51 tons of nitrogen oxides, 10.24 tons of volatile organic compounds (VOCs), 3.21 tons of particulate matter, 1.04 ton of sulfur oxides, and 1.42 ton of total Hazardous Air Pollutants (HAP) per year.
The Plan Approval will contain additional testing, monitoring, recordkeeping and work practice requirements designed to keep the facility operating within all applicable air quality requirements. The facility will also be subject to the requirements of New Source Performance Standards, 40 CFR Part 60, Subparts OOOO, for Onshore Natural Gas Processing Plants, IIII, for Stationary Compression Ignition Internal Combustion Engines, and JJJJ, for Stationary Spark Ignition Internal Combustion Engines.

20-123F: Lord Corporation (124 Grant Street, Cambridge Springs, PA 16403), Notice is hereby given in accordance with 25 Pa. Code §§ 127.44(b) and 127.424(b) that the Department of Environmental Protection (DEP) intends to issue a plan approval to Lord Corporation for the installation of one surface coating application booth (adhesive), one natural gas fired drying/staging oven, and one thermal oxidizer at their existing Cambridge Springs Plant in Crawford County.
The facility currently operates in accordance with Title V Operating Permit No. TV- 20-00123. This plan approval will, in accordance with 25 Pa. Code § 127.450, be incorporated into the Title V operating permit through an administrative amendment at a later date. This project is subject to 25 Pa. Code § 129.77 concerning non-compliant coatings. The regenerative thermal oxidizer will have a control efficiency of 85% or more.
Best Available Technology for the source will be contained in the plan approval including the use of an RTO to control VOC and HAP emissions. Emissions from the source are as follows: NOx 2.5 tpy, CO 2.1 tpy, SOx 0.02 tpy, VOC 1.97 tpy, and PM-10/PM-2.5 0.2 tpy. This project has been reviewed for PSD/NSR applicability. PSD/NSR program action will not be triggered. This Plan Approval will contain emission restrictions along with testing, monitoring, recordkeeping, reporting, work practice, and additional requirements, which will satisfy 25 Pa. Code § 127.12b (pertaining to plan approval terms and conditions). These conditions include, but are not limited to, the following abbreviated conditions:
Work Practice
1. The RTO and Drying Oven shall operate using only natural gas as a fuel source.
2. The control device (C151) shall be operated and maintained as recommended by the manufacturer and in accordance with this plan approval.
3. A copy of the RTO manufacturer's operational and maintenance literature shall be maintained onsite with the control device at all times and shall be readily available.
4. The permittee shall perform operational inspections at a minimum of once daily on days which the control device is to be used (C151).
5. The permittee shall maintain written procedures for performing the operational inspection of the control device (151) and its associated equipment.
6. The permittee shall adhere to the RTO's approved indicator range so that operation within the range shall provide reasonable assurance of compliance. The permittee, with prior Departmental approval, may conduct a performance test to determine a new indicator range. The Department, at its discretion, may approve or deny a request to adjust the above indicator ranges.
7. The RTO's minimum chamber temperature shall be the three-hour average chamber temperature during the most recently approved performance test or 1,500°F, whichever is higher.
8. The permittee shall utilize approved QA/QC practices that are adequate to ensure continuing validity of data and proper performance of the control device (C151).
9. The permittee shall maintain all monitoring equipment and stock spare parts as necessary for routine onsite repairs.
10. The permittee shall ensure that at least 90% of the approved monitoring data has been properly and accurately collected.
11. The permittee shall ensure that the RTO has reached its minimum chamber temperature prior to placing any affected source on line.
12. The permittee shall perform monthly external inspections of the control system and annual internal inspections of the RTO.
Monitoring
1. A manometer (or equivalent) shall be maintained to monitor the pressure differential across the spray booth filter.
2. A manometer (or equivalent) shall be maintained to monitor the inlet pressure of the RTO.
3. The permittee shall continuously monitor the chamber temperature of this RTO whenever the source is in operation.
4. The permittee shall continuously monitor the airflow (or fan amperage/frequency) for the RTO.
Testing
(a) A stack test shall be performed in accordance with the provisions of Chapter 139 of the Rules and Regulations of the Department of Environmental Protection. The stack test shall be conducted to determine the overall VOC control efficiency (using EPA Method 25A as appropriate) at the outlet of the RTO.
(b) A test shall be performed to demonstrate 100% capture efficiency of emissions generated in the surface coating booth. Testing is to be performed using EPA Method 204.
Recordkeeping
1. The permittee shall maintain records of all preventative maintenance, repairs, and inspections performed on the sources, monitoring equipment, and control devices.
2. The permittee shall maintain records of the following operational parameters (these records may be done with strip charts recorders, data acquisition systems, or manual log entries): 1. Inlet pressure of the RTO (daily), 2 Pressure drop across the RTO (daily), 3 RTO Chamber temperature (continuously), 4 The RTO airflow (or fan amperage) as measured in Hz (continuously), 5 Pressure drop across the spray booth's particulate filter (daily).
3. The permittee shall monitor and record the spray booth's inlet duct pressure/vacuum at a minimum of once daily when in use. The inlet duct pressure/vacuum shall be within +/- 20% of the pressure/vacuum measured during the latest successful capture efficiency test. The permittee shall maintain a log of when the position of any ductwork damper between the surface coating booth and control devices has been changed.
4. The permittee shall record all excursions from the specified operational parameters for the control devices, the corrective actions taken in response to an excursion, and the time elapsed until the corrective actions have been taken.
5. The permittee shall maintain records of all monitoring downtime incidents (other than downtime associated with zero and span or other daily calibration checks, if applicable). The permittee shall also record the dates, times and durations, probable causes and corrective actions taken for the incidents.
6. The permittee shall maintain records sufficient to demonstrate compliance with the restrictions and conditions of this plan approval. At a minimum, the permittee shall maintain daily records of the gallons of coating used, the coating density before and after the addition of diluents, the gallons of diluents used, the density of the diluents, the gallons of water contained in the coating, the MSDS of each VOC/HAP containing material consumed, and the weight percent of both the organic volatiles and HAPs in the coating.
Emission Restrictions
1. No person may permit the emission of particulate matter into the outdoor atmosphere in a manner that the concentration of particulate matter in the effluent gas exceeds 0.02 grain per dry standard cubic foot.
2. The RTO shall maintain a capture efficiency of 100%.
3. The RTO's VOC control efficiency shall be greater than 85% by weight. Compliance with this requirement will be demonstrated by performing stack testing.
4. Combined pre-control VOC emissions from Sources 150 and 151 shall not exceed 40 tpy.
Reporting
1. The permittee shall report all excursions and corrective actions.
2. The permittee shall report all monitoring downtime incidents.
Additional
1. Issuance of an operating permit is contingent upon satisfactory compliance with conditions numbered above, upon the source and control devices being constructed and operated as stated on the application, and upon the satisfactory demonstration that the emissions from the source will not be in violation of applicable Rules & Regulations of the Department of Environmental Protection.
2. The permittee shall develop and implement a Quality Improvement Plan (QIP) as expeditiously as practicable within 60 days if any of the following occurs: For properly and accurately collected data, accumulated excursions exceed two percent (2%) of the data for VOC, Six (6) excursions occur in a six (6) month reporting period, or the Department determines after review of all reported information that the permittee has not responded acceptably to an excursion.
3. The permittee shall provide a copy of the QIP to the Department once it is developed.
4. The QIP shall include procedures for evaluating the control performance problems. Based on the results of the evaluation procedures, the permittee shall modify the QIP and provide the Department with a copy.
5. Following implementation of a QIP, the Department will require reasonable revisions to the QIP if the plan has failed to either:
(a) Address the cause of the control device performance problem.
(b) Provide adequate procedures for correcting control device performance problems in as expeditiously as practicable in accordance with good air pollution control practices for minimizing emissions.

43-196D: General Transportations—Grove City Plant (1503 W. Main Street Extension, Grove City, PA 16127-2513), for the modification of test cells #5 & #6 to allow for testing of newer engine models in Grove City Borough, Mercer County. This is a Title V facility. The public notice is required for sources required to obtain a Plan Approval in accordance with 25 Pa. Code § 127.44. This plan approval will, in accordance with 25 Pa. Code § 127.450 or § 127.505, be incorporated into the Title V operating permit at a later date.
Plan approval No 43-196D is for the proposed modification of Test Cell #5. Plan approval 43-196C, issued on October 26, 2012, was for the installation of a control system for Test Cell #5 and the construction of Test Cell #6 with the control system. Test Cell #5 will not include a control system. This project will result in projected actual emissions of 45.92 tpy for NOx, 3.24 tpy for CO, 1.41 tpy for VOC, 0.92 tpy for PM, 0.92 tpy for PM10, 0.92 tpy for PM2.5, 0.12 tpy for SOx, and 14,520 tpy for CO2(e). This Plan Approval will contain conditions, which will satisfy the requirements of 25 Pa. Code § 127.12b (pertaining to plan approval terms and conditions) and will demonstrate Best Available Technology (BAT) for the source including, but are not limited to, the following:
• Existing test cells 1—4
• All the conditions from plan approval 43-196C issued on October 26, 2012, remain in effect.
• Source 132E (Diesel Engine Test Cell 5):
• The following air contaminant emission limits are approved for the test cell.
• The company shall limit the emissions of nitrogen oxides (calculated as NO2) to 36.88 tons, or less, in a 12 month rolling period. [This condition replaces the following condition from plan approval 43-196C: The company shall limit the emissions of nitrogen oxides (calculated as NO2) to 7.85 tons, or less, in a 12 month rolling period.]
• The company shall limit the emissions of carbon monoxide (CO) to 3.01 tons, or less, in a 12 month rolling period. [This condition replaces the following condition from plan approval 43-196C: The company shall limit the emissions of carbon monoxide (CO) to 0.20 ton, or less, in a 12 month rolling period.]
• The company shall limit the emissions of sulfur dioxide (SO2) to 0.05 ton, or less, in a 12 month rolling period. [This condition replaces the following condition from plan approval 43-196C: The company shall limit the emissions of sulfur dioxide (SO2) to 0.065 ton, or less, in a 12 month rolling period.]
• The company shall limit the emissions of PM10 to 0.76 ton, or less, in a 12 month rolling period. [This condition replaces the following condition from plan approval 43-196C: The company shall limit the emissions of PM10 to 0.135 ton, or less, in a 12 month rolling period.]
• The company shall limit the emissions of VOC to 1.24 ton, or less, in a 12 month rolling period. [This condition replaces the following condition from plan approval 43-196C: The company shall limit the emissions of VOC to 0.135 ton, or less, in a 12 month rolling period.]
• The annual emission limit for the pollutants listed above includes the emissions from start-ups and shutdowns.
• The following short-term air contaminant emission limits are approved for this test cell.
• Deleted [The company shall limit the emissions of ammonia to 10 ppmdvs, or less.]
• The company shall limit the emissions of nitrogen oxides (calculated as NO2) to 0.389 pound per gallon.
• The company shall limit the emissions of carbon monoxide (CO) to 0.045 pound per gallon.
• The company shall limit the emissions of sulfur dioxide (SO2) to 0.00021 pound per gallon when burning ULSD and 0.0043 pound per gallon when burning Certification Fuel.
• The company shall limit the emissions of PM10 to 0.017 pound per gallon.
• The company shall limit the emissions of volatile organic compounds (as methane) to 0.025 pound per gallon.
• Compliance with the short-term emission limits shall be determined by the average of the 3 runs conducted during the stack test that is required by this plan approval.
• The short-term emission limits apply at all times expect during start-up and shutdown periods.
• The company shall limit the sulfur content of the fuel combusted in the engine to a maximum of:
• For ULSD: 15 ppms
• For Certification Fuel: 300 ppms
• The company shall limit the amount of fuel combusted in this test cell to 478,180 gallons in a 12 month rolling period.
• The company shall perform an initial stack test within 180 days of the start-up of the test cell to determine the emissions of PM10, nitrogen oxides, sulfur dioxide, volatile organic compounds, and carbon monoxide. In addition to the initial stack test, the facility shall conduct subsequent performance testing within six (6) to twelve (12) months prior to the expiration date of the operating permit, for PM10 (both filterable & condensable), NOx, SOx, VOC, and CO using the methods above and in accordance with the provisions of Chapter 139 (relating to sampling and testing).
• Deleted [The company shall, prior to the testing of the engine and at the end of the testing, monitor the amount of fuel combusted.]
• Deleted [The company shall continuously monitor the temperature of the influent to the selective catalyst reduction system when an engine is operating in the test cell.]

• The company shall, at least once per day, during daylight hours, when an engine is operating in the test cell, perform a Method 22-like visual observation to determine if there are any visible emissions from the stack of the test cell. If any emissions are detected by a Method 22-like procedure, a Method 9 test shall be performed immediately. If a Method 9 certified observer is not available at the time emissions are detected by the Method 22-like procedure, the Method 9 test shall be performed within 24-hours, except that the Method 9 test may be performed within 48 hours if emissions are detected on a Saturday, Sunday, or holiday. If a Method 9 test cannot be performed immediately, the rationale for testing at a later time shall be documented and these records kept for a period of five years. The Department shall be notified, in writing, of any such occurrence immediately. The approved frequency is Method 22 like visual observation at least once per 24-hour period when in operation and Method 9 if emissions are detected by Method 22 like visual observation.
• All recordkeeping shall commence upon startup of the source. All records shall be kept for a minimum of five (5) years and shall be made available to the Department upon request.
• The permittee shall record the following operational data from the source (these records may be done with strip charts recorders, data acquisition systems, or manual log entries):
• Deleted [Inlet & Outlet Temperature of catalyst bed for both the SCR and the DOC-daily defined as once per calendar day]
• Deleted [Inlet Temperature of SCR-daily defined as once per calendar day]
• Visible emission check-daily defined as once per calendar day
• Deleted [The company shall keep a copy of the control device manufacturer's specifications for: the (DPF) diesel particulate filter; the (DOC) diesel oxidation catalyst; & the (SCR) selective catalytic reduction system]
• Deleted [The permittee shall maintain a record of all preventive maintenance inspections of the control device. These records shall include, at a minimum, the dates of the inspections, the name of the person performing the inspection, any problems or defects identified, any actions taken to correct the problems or defects, and any routine maintenance performed.]

• The permittee shall perform a daily visible emission (VE) observation of the stack. The VE observation shall be 60 seconds in length and if any visible emissions are observed, a Method 9 observation shall be conducted to determine compliance with the opacity limitations.

23-00089: FPL Energy Marcus Hook, L.P. (100 Green Street, Marcus Hook, PA 19061) for renewal of a Title V Operating Permit in Marcus Hook Borough, Delaware County. There have been no source changes at the facility since the operating permit was issued in 2009. Sources at the facility include three (3) combined cycle natural-gas fired combustion turbines with duct burners, one (1) cooling tower with twelve (12) cells, and a parts washing unit. FPL Energy Marcus Hook is a major facility for NOx, VOC, CO, and PM. The renewal of the permit does not authorize any increase in air emissions of any regulated pollutants above previously approved levels. The permit includes monitoring, recordkeeping, and reporting requirements designed to address all applicable air quality requirements
The turbines are subject to Phase II (Title IV) Acid Rain requirements of 40 CFR Part 72. The facility shall hold sufficient SO2 allowances for each affected unit in accordance with 40 CFR 72.9(c)(1). The applicable requirements are incorporated into a Title IV permit (ORIS No. 55801) issued under separate cover concurrently with the Title V Operating Permit. All monitoring, recordkeeping, and reporting shall be in conformance with 25 Pa. Code § 127.531 and the Acid Rain Permit application.

40-00002: Transcontinental Gas Pipe Line Co. LLC (2800 Post Oak Blvd., Houston, TX 77056) The Department intends to issue a renewal Title V Operating Permit for a gas transmission station in Buck Township, Luzerne County. The facility's main sources include (1) natural gas fired boiler, (17) natural gas fired space heaters, (5) natural gas fired compressors, (1) emergency generator, (1) parts washer/degreaser and (2) gas turbines. These sources have the potential to emit major quantities of regulated pollutants above Title V emission thresholds. The proposed Title V Operating Permit contains all applicable requirements including Federal and State regulations. In addition, monitoring, recordkeeping and reporting conditions regarding compliance with all applicable requirements are included.

The sources at the facility include two (2) natural gas/#2 fuel oil fired boilers. The permittee shall demonstrate compliance through site level emission limitations and fuel usage restrictions. The proposed State Only (Synthetic Minor) Operating Permit contains applicable requirements for emissions limitations, monitoring, record keeping, reporting and work practice standards used to ensure facility compliance with Federal and State air pollution regulations.

Potential Emissions before limitations as reported by the facility in the permit application include: NOx—74.89 tpy, CO—131.12 tpy, VOC—75.72 tpy, SO2—0.13 tpy, PM—2.21 tpy, and HAP—35.86 tpy. The facility is using oxidation catalyst control devices on four (4) compressor engines to limit emissions of Carbon Monoxide (CO), Volatile Organic Compounds (VOC), and Hazardous Air Pollutants (HAPs). COAL AND NONCOAL MINING ACTIVITY APPLICATIONS Applications under the Surface Mining Conservation and Reclamation Act (52 P. S. §§ 1396.1—1396.19a); the Noncoal Surface Mining Conservation and Reclamation Act (52 P. S. §§ 3301—3326); The Clean Streams Law (35 P. S. §§ 691.1—691.1001); the Coal Refuse Disposal Control Act (52 P. S. §§ 30.51—30.66); and The Bituminous Mine Subsidence and Land Conservation Act (52 P. S. §§ 1406.1—1406.20a). Mining activity permits issued in response to such applications will also address the applicable permitting requirements of the following statutes: the Air Pollution Control Act (35 P. The following permit applications to conduct mining activities have been received by the Department. A copy of the application is available for inspection at the district mining office indicated before each application. Notices of requests for 401 Water Quality Certifications are included in individual application notices, as noted.
Written comments or objections, or requests for an informal conference, or a public hearing, as applicable, on a mining permit application and request for Section 401 water quality certification application may be submitted by any person or any officer or head of any Federal, state or local government agency or authority to the Department at the address of the district mining office indicated before each application within 30 days of this publication, or within 30 days after the last publication of the applicant's newspaper advertisement as provided by 25 Pa. Code §§ 77.121—77.123 and 86.31—86.34.
Written comments or objections regarding a mining permit application should contain the name, address and telephone number of persons submitting comments or objections, application number and a statement of sufficient detail to inform the Department on the basis of comment or objection and relevant facts upon which it is based.
A request for an informal conference or a public hearing, as applicable, on a mining permit application, as provided by 25 Pa. Code § 77.123 or § 86.34, must contain the name, address and telephone number of the requestor; the application number; a brief summary of the issues to be raised by the requestor at the conference; and a statement whether the requestor desires to have the conference conducted in the locality of the proposed mining activities.
When an NPDES number is listed, the mining activity permit application was accompanied by an application for an individual NPDES permit. A separate notice will be provided after the draft NPDES permit is prepared.

MINING ACTIVITY NPDES DRAFT PERMITS This notice provides information about applications for a new, amended or renewed NPDES permits associated with mining activity (coal or noncoal) permits. The applications concern industrial waste (mining) discharges to surface water and discharges of stormwater associated with mining activities. This notice is provided in accordance with 25 Pa. Code Chapters 91 and 92a and 40 CFR Part 122, implementing provisions of The Clean Streams Law (35 P. S. §§ 691.1—691.1001) and the Federal Clean Water Act (33 U.S.C.A. §§ 1251—1376).
The Department of Environmental Protection (Department) has prepared a draft NPDES permit and made a tentative determination to issue the NPDES permit in conjunction with the associated mining activity permit.
Effluent Limits for Coal Mining Activities
For coal mining activities, NPDES permits, when issued, will contain effluent limits that are the more stringent of technology-based (BAT) effluent limitations or Water Quality Based Effluent Limits (WQBEL).
The BAT limits for coal mining activities, as provided in 40 CFR Part 434 and 25 Pa. Code Chapters 87—90 are as follows:

A settleable solids instantaneous maximum limit of 0.5 ml/l applies to: surface runoff (resulting from a precipitation event of less than or equal to a 10-year 24-hour event) from active mining areas; active areas disturbed by coal refuse disposal activities; mined areas backfilled and revegetated; and all other discharges and drainage (resulting from a precipitation event of greater than 1-year 24-hour to less than or equal to a 10-year 24-hour event) from coal refuse disposal piles. Similarly, modified BAT limits apply to iron, manganese and suspended solids in surface runoff, discharges and drainage resulting from these precipitation events and those of greater magnitude in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Exceptions to BAT effluent limits may be applicable in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Effluent Limits for Noncoal Mining Activities
The limits for noncoal mining activities as provided in 25 Pa. Code Chapter 77 are pH 6 to 9 and other parameters the Department may require.
Discharges from noncoal mines located in some geologic settings (for example, in the coal fields) may require additional water quality based effluent limits. If additional effluent limits are needed for an NPDES permit associated with a noncoal mining permit, then the permit description specifies the parameters.
In addition to BAT or WQBEL limits, coal and noncoal NPDES permits establish effluent limitations in the form of implemented Best Management Practices (BMPs) identified in the associated Erosion and Sedimentation Plan, the Reclamation Plan and the NPDES permit application. These BMPs restrict the rates and quantities of associated pollutants from being discharged into surface waters in this Commonwealth.
More restrictive effluent limitations, restrictions on discharge volume or restrictions on the extent of mining that may occur are incorporated into an NPDES permit when necessary for compliance with water quality standards and antidegradation requirements (in accordance with 25 Pa. Code Chapters 91—96).
The procedures for determining the final effluent limits, using a mass-balance equation or model, are found in Technical Guidance Document 563-2112-115, Developing National Pollutant Discharge Elimination System (NPDES) Permits for Mining Activities. Other specific factors to be considered include public comments and Total Maximum Daily Load(s). Additional discharge limitations may apply in the event that unexpected discharges occur.
Discharge rates for surface mining activities are precipitation driven. Discharge rates for proposed discharges associated with underground mining are noted in the permit description.
Persons wishing to comment on an NPDES draft permit should submit a written statement to the Department at the address of the district mining office indicated before each draft permit within 30 days of this public notice. Comments received within the comment period will be considered in the final determinations regarding the NPDES permit applications. Comments must include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based.
The Department will also accept requests or petitions for a public hearing on NPDES permit applications, as provided in 25 Pa. Code § 92a.82(d). The request or petition for a public hearing shall be filed within 30 days of this public notice and contain the name, address, telephone number and the interest of the party filing the request, and state the reasons why a hearing is warranted. A public hearing may be held if the Department considers the public interest significant. If a hearing is scheduled, a notice of the hearing on the NPDES permit application will be published in the Pennsylvania Bulletin and a newspaper of general circulation within the relevant geographical area. When a public hearing is held, the Department will consider comments from the public hearing in the final determination on the NPDES permit application.
