Selection or Drawing of Horses; Re-draw Provision

[Saturday, October 14, 2017]The State Horse Racing Commission (Commission) provides notice that on July 26, 2017, it issued an Order adopting specific ''re-drawing'' procedures relating to the selection or drawing of horses in Standardbred horse races. The ''draw'' is the process by which horses are selected to start in specific races and post positions for each race. This Order was adopted under the authority of 3 Pa.C.S. § 9311(h) (relating to State Horse Racing Commission), under Administrative Doc. No. 2017-11.
The general purpose of the Order is to: (1) confirm the finality of the process of drawing horses into a specific racing event; (2) maintain the integrity of the selection or drawing process; and (3) establish an equitable and uniform process when there is conclusive evidence that an otherwise eligible horse has been mistakenly or inadvertently omitted from that race through clerical error.
In summary, the Order calls for the re-drawing of horses by the racing secretary's office in overnight races and stakes races when an otherwise eligible horse has been mistakenly or inadvertently omitted from the draw.
