Final Reports

   The following final reports were submitted to the Department of Environmental Protection under the Land Recycling and Environmental Standards Act, the act of May 19, 1995 (P. L. 4, No. 2).

   Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (the act) require the Department of Environmental Protection to publish in the Pennsylvania Bulletin a notice of submission of any final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.

   For further information concerning the final report, please contact the Environmental Cleanup Program in the Department of Environmental Protection Regional Office under which the notice of receipt of a final report appears. If information concerning a final report is required in an alternative form, contact the community relations coordinator at the appropriate Regional office listed. To rehabilitate, operate and maintain the Lindbergh existing bridge which carries Marple Avenue across the Darby Creek (Lansdowne, PA Quadrangle N: 10.6 inches; W: 5.65 inches). Work consists of the following:

   1.  Replacing removed portions of superstructure with new concrete deck, sidewalk, parapets, prestressed concrete box beams, floorbeams and expansion joint;

   2.  Remove deteriorated and damaged portions of the arch bents, and reconstruct as required to accommodate the new superstructure;

   3.  Regrade and stabilize abutment embankments;

   4.  Performing miscellaneous structural and cosmetic repairs to abutment breastwalls and approach span fascia girders.

   E15-505.  Encroachment. Department of Transportation, 200 Radnor-Chester Road, St. Davids, PA 19087-5178. To remove an existing 29-foot single span deteriorated bridge and to construct and maintain a single span prestressed concrete bridge, having a clear span of 36 feet and an under clearance of 6.75 feet across Birch Run on Five Point Road, (S. R. 3079, Section 56S), (Coatesville, PA Quadrangle N: 9.9 inches and W: 16.7 inches) in Highland Township, Chester County. This permit was issued under section 105.13(e) ''Small Projects.'' This permit also includes 401 Water Quality Certification.

   E46-273.  Encroachment. Department of Transportation, 200 Radnor-Chester Road, St. Davids, PA 19087. To amend and reissue permit No. E46-273 by performing the following activities: (1) To rehabilitate, operate and maintain the bridge which carries Route 29 across the Schuylkill River. This bridge has five clear normal spans of 103 feet each with an underclearance of 12 to 28 feet. The original deck superstructure will be removed. The lower portion of the bridge piers, abutments and foundation will remain in tact. (2) To rehabilitate, operate and maintain an adjacent box beam bridge carrying Route 29 across the Schuylkill Canal having a normal span of 50 feet with an underclearance of 12 to 14 feet. (3) To install, operate and maintain a temporary causeway with a top elevation of 79.0 feet (Mean WSEL = 75.0 feet) consisting of multiple pipes ranging from 12" to 36" in diameter and maintain a temporary minor road crossing of the Schuylkill Canal for driveway access. This site is situated where Route 29 crosses the Schuylkill River and Canal (Phoenixville USGS Quadrangle N: 1.9 inches; W: 1.25 inches) in Phoenixville Borough, Chester County and Upper Providence Township, Montgomery County.

   E48-232.  Encroachment. City of Bethlehem, 10 East Church Street, Allentown, PA 18018. To remove the existing structure and to construct and maintain a two-span concrete, adjacent box beam bridge, having normal spans of 55.65 feet and an average underclearance of approximately 6.15 feet on a 54 degree skew across Monocacy Creek with a 24-inch R.C.P. stormwater outfall through the western abutment and a 36-inch R.C.P. stormwater outfall through the eastern abutment. The bridge is located along S. R. 1002 (West Union Boulevard) (Catasauqua, PA Quadrangle N: 0.1 inch; W: 1.5 inches) in the City of Bethlehem, Northampton and Lehigh Counties.

To construct a 15-foot diameter above ground mineral oil storage tank (No. 227) and to maintain tank Nos. 227 and 231 within the regulated floodway of South Branch Bear Creek in the Refinery Processing Area of the Karns City Facility of Penreco approximately 1,400 feet north of the intersection of S. R. 1010 and S. R. 268 (Chicora, PA Quadrangle N: 22.1 inches; W: 13.9 inches) located in Karns City Borough, Butler County.    E24-194.  Encroachment. James B. and Barbara A. Tillia, R. D. Box 1286, Wampum, PA 16157. To construct and maintain a private steel beam bridge using the existing abutments from an old railroad bridge having a single clear span of 35 feet, 5 inches and an approximate underclearance of 8.5 feet across Little Toby Creek approximately 1,000 feet upstream of the confluence of Brandy Camp Creek near the Village of Challenge (Brandy Camp, PA Quadrangle N: 6.5 inches; W: 8.5 inches) located in Horton Township, Elk County. This permit was issued under section 105.13(e) ''Small Projects.'' This permit also includes 401 Water Quality Certification.

   E25-534.  Encroachment. Presque Isle Yacht Club, Inc., P. O. Box 1075, Erie, PA 16512-1075. To construct approximately 160 feet of new bulkhead and backfill no more than 4 feet lakeward of the existing bulkhead extending from the liftwell to the clubhouse along the north side of the clubhouse. To construct approximately 350 feet of new bulkhead approximately 12.5 feet behind the existing bulkhead extending from the liftwell landward along the east side of the clubhouse. To remove the existing bulkhead and to excavate the 12.5-foot wide by 350-foot long area behind the existing bulkhead to a depth of 11.5 feet below mean water elevation along the east side of the clubhouse.
