The permittee shall, within 2 years of the effective date of this permit, provide for effective dechlorination of the chlorinated effluent. Dechlorination processes employed shall remove total residual chlorine in the final effluent down to levels which are generally below detectability, and which will not cause in-stream levels of TRC to exceed 0.02 mg/l at any time in any part of the receiving stream. Prior to installation of dechlorination devices, the permittee shall obtain approval from the Department for the design of such devices.
