   Northeast Fence & Ironworks, City of Philadelphia, Philadelphia County. James Burnett-Herkes, RT Environmental Services, Inc., 215 W. Church Rd., King of Prussia, PA 19406, has submitted a Notice of Intent to Remediate site soils contaminated with PCBs, heavy metals, and petroleum hydrocarbons, and groundwater contaminated with heavy metals.    Perrine Oil Property, Routes 18 and 518, Bobby's Corners, Hermitage, City of, Mercer County, has submitted a Notice of Intent to Remediate site soils and groundwater. The site has been found to be contaminated with BTEX. Applicant proposes to remediate the Site Specific Standard. A summary of the Notice of Intent to Remediate was reported to have been published in the Herald on October 11, 1996.

   Dunkin Donuts, City of Williamsport, Lycoming County. J. B. The applicant proposes to reuse the site as a Special Industrial Area. Based upon identification of contamination as detailed in the Baseline Environmental Report, all immediate, direct or imminent threats which would prevent the property from being occupied for its intended reuse will be remediated. Reasonably Available Control Technology; Public Hearing

   The Department of Environmental Protection has made preliminary determination to approve a Reasonably Available Control Technology (RACT) Plan and proposes to revise the State Implementation Plan (SIP) for the Conestoga Wood Specialties, Inc. at 245 Reading Road, East Earl Township, Lancaster County.

   The proposed SIP revision does not adopt any new regulations. It incorporates the provisions and requirements contained in RACT Plan Approval No. 36-2017A for the existing facility to comply with current regulations. The preliminary VOC RACT determination for the surface operation is a high solids topcoat and sealer system coating reformulation.

   The preliminary RACT determination, when finally approved, will be incorporated into a Plan Approval/Operating Permit for the facility and will be submitted to the U. S. Environmental Protection Agency (EPA) as a revision to Pennsylvania's SIP.

   An appointment to review the pertinent documents at the Southcentral Regional Office may be scheduled by contacting Mary Disanto at (717) 540-5018 between 8 a.m. and 3:30 p.m., Monday through Friday, except holidays.

   One public hearing will be held for the purpose of receiving comments on the proposal. The hearing will be held on November 22, 1996, at Goodville Fire Hall, 1606 Main Street, Goodville, PA 17528 from 1 p.m. until all scheduled comments on the proposal are received.

   Those wishing to comment are requested to contact Susan Frank at (717) 541-7969 at least 1 week in advance of the hearing to schedule their testimony. Commentators are requested to provide two written copies of their remarks at the time of the hearing. Oral testimony will be limited to a maximum of 10 minutes per individual. Organizations are requested to designate an individual to present testimony on behalf of the organization. MINING ACTIVITY APPLICATIONS

   Applications under the Surface Mining Conservation and Reclamation Act (52 P. S. §§ 1396.1--1396.19a); the Noncoal Surface Mining Conservation and Reclamation Act (52 P. S. §§ 3301--3326); The Clean Streams Law (35 P. S. §§ 691.1--691.1001); the Coal Refuse Disposal Control Act (52 P. S. §§ 30.51--30.66); The Bituminous Mine Subsidence and Land Conservation Act (52 P. S. §§ 1406.1--1406.21). Mining activity permits issued in response to such applications will also address the applicable permitting requirements of the following statutes: the Air Pollution Control Act (35 P. S. §§ 4001--4015); the Dam Safety and Encroachments Act (32 P. S. §§ 693.1--693.27); and the Solid Waste Management Act (35 P. S. §§ 6018.101--6018.1003).

   The following permit applications to conduct mining activities have been received by the Department of Environmental Protection. A copy of the application is available for inspection at the District mining office indicated above each application. Where a 401 water quality certification is needed for any aspect of a particular proposed mining activity, the submittal of the permit application will serve as the request for such certification.

   Written comments or objections, or requests for informal conferences on applications, may be submitted by any person or any officer or head of any Federal, State or local government agency or authority to the Department at the same address within 30 days of this publication, or within 30 days after the last publication of the applicant's newspaper advertisement, as provided by 25 Pa. Code §§ 77.121--77.123 and 86.31--86.34 (relating to public notices of filing of permit applications, opportunity for comment, and informal conferences).

   Where any of the mining activities listed below will have discharges of wastewater to streams, the Department will incorporate NPDES permits into the mining activity permits issued in response to these applications. Such NPDES permits will contain, at a minimum, technology-based effluent limitations (as described in the Department's regulations--25 Pa. Code §§ 77.522, 87.102, 88.92, 88.187, 88.242, 89.52 and 90.102) for iron, manganese, suspended solids, settleable solids, alkalinity and pH. In addition to the above, more restrictive effluent limitations, restrictions on discharge volume or restrictions on the extent of mining which may occur will be incorporated into a mining activity permit when necessary for compliance with water quality standards (in accordance with 25 Pa. Code Chs. 93 and 95). Persons or agencies which have requested review of the NPDES permit requirements for a particular mining activity within the above-mentioned public comment period will be provided with a 30-day period to review and submit comments on those requirements.

   Written comments or objections should contain the name, address and telephone number of persons submitting comments or objections, application number and a statement of sufficient detail to inform the Department on the basis of comment or objection and relevant facts upon which it is based. Requests for an informal conference must contain the name, address and telephone number of requestor, application number, a brief summary of the issues to be raised by the requestor at the conference and a statement whether the requestor desires to have the conference conducted in the locality of the proposed mining activities.

   In addition to permit applications, the Bureau of Dams, Waterways and Wetlands (BDWW) and the Regional Office Soils and Waterways Sections have assumed primary responsibility for processing requests for certification under section 401 of the Federal Water Pollution Control Act (33 U.S.C.A. § 1341(a)), for projects requiring both a Dam Safety and Encroachments Permit, and a United States Army Corps of Engineers (ACOE) permit. Section 401(a) of the Federal Water Pollution Control Act requires the State to certify that the involved projects will not violate the applicable provisions of 33 U.S.C.A. §§ 1301--1303, 1306 and 1307, as well as relevant State requirements. The project is within the Treesdale development approximately 4,400 feet southwest of the intersection of SR 0228 and Warrendale Road (SR 3019). The project will include creation of an 0.2 acre wetland adjacent to impoundment #1 in Treesdale (D10-102A) above the normal pool elevation of 1,068.0 feet. The impacted and created wetlands are in the Breakneck Creek Watershed (WWF) (Mars, PA Quadrangle N: 10.1 inches; W: 3.3 inches) located in Adams Township, Butler County.

   E16-096. Encroachment. Department of Transportation, District 10-0, P. O. Box 429, Route 286 South, Indiana, PA 15701. To remove the existing two-span pony truss bridge and to construct and maintain a prestressed concrete spread box beam bridge with each clearspan measuring 80 feet, with an average underclearance of approximately 13 feet, on a 90-degree skew across Redbank Creek (TSF). The project is located across Redbank Creek on S. R. 0028 between the Borough of New Bethlehem and the Borough of South Bethlehem on the boundary between Clarion and Armstrong Counties (New Bethlehem, PA Quadrangle N: 0.25 inch; W: 11.9 inches) located in Borough of New Bethlehem, Clarion County.

   E40-454.  Encroachment. Joseph DelBalso, 386-388 Market Street, Kingston, PA 18704. To place fill in approximately 0.09 acre of PEM wetlands on Lot 14 of the Durkee Farms subdivision. The project is located approximately 1,000 feet east of the intersection of West End Road (S. R. 2005) and Lyndwood Avenue (Wilkes-Barre West, PA Quadrangle N: 19.8 inches; W: 6.5 inches) in Hanover Township, Luzerne County (Baltimore District, Army Corps of Engineers).

   E48-241.  Encroachment. Sawmill Golf Course, 5630 Sullivan Trail, Easton, PA 18040. To place approximately 6,000 cubic feet of fill in the floodway of Little Bushkill Creek (HQ-CWF, MF), impacting approximately 0.10 acre of wetland, for the purpose of constructing a golf green. The project is located at the Sawmill Golf Course, approximately 0.2 mile southeast of the intersection of S. R. 0191 and S. R. 1005 (Wind Gap, PA Quadrangle N: 2.6 inches; W: 2.8 inches) in Plainfield Township, Northampton County (Philadelphia District, Army Corps of Engineers).

   E54-224.  Encroachment. Borough of Tamaqua, 320 East Broad Street, Tamaqua, PA 18352. To repair and maintain a two-span masonry arch bridge, having a span of approximately 35 feet and an underclearance of approximately 14 feet, across the Little Schuylkill River (CWF). Work will include pressure mortar repairs of joints and placement of grouted riprap at the base of the arches. The bridge is located on East Mauch Chunk Street (Tamaqua, PA Quadrangle N: 8.8 inches; W: 12.9 inches) in the Borough of Tamaqua, Schuylkill County (Philadelphia District, Army Corps of Engineers).

   E54-225.  Encroachment. Schuylkill Economic Development Corporation, P. O. Box 659, 915 Progress Avenue, Pottsville, PA 17091-0659. To construct and maintain two parallel, 96-inch diameter, C.M.P. stream enclosures, 130 feet in length in the channels of a tributary to the west branch of the Schuylkill River. This project is for a four lane roadway within the proposed Highridge Business Park and is located in the southeastern corner of the intersection of Interstate 81 and S. R. 901 (Minersville, PA Quadrangle N: 17.1 inches; W: 10.8 inches) in Foster Township, Schuylkill County (Philadelphia District, Army Corps of Engineers).

   E58-214.  Encroachment. Department of Transportation, Engineering District 4-0, P. O. Box 111, Scranton, PA 18501. To remove the existing structure and to construct and maintain a 22.0-foot × 8.5-foot precast concrete box culvert on an 86° skew in Martins Creek (CWF). The project is located along S. R. 2055, approximately 0.1 mile west of its intersection with S. R. 0011 (Montrose East, PA Quadrangle N: 1.6 inches; W: 0.5 inch) in Brooklyn and Harford Townships, Susquehanna County (Baltimore District, Army Corps of Engineers).
