Public Meeting/Hearing on Proposed Redesignation of Trout Run

   The Department of Environmental Protection (DEP) and the Environmental Quality Board (EQB) will jointly hold a public meeting/hearing to respond to questions and to receive testimony on a proposal to redesignate the Trout Run basin, from its source to the inlet of the Blairsville Municipal Authority Reservoir, from Cold Water Fishes (CWF) to Exceptional Value (EV). DEP studied this stream as a result of a petition submitted in September 1995 by the Blairsville Municipal Authority. The EQB approved DEP's recommendation for redesignation on January 20, 1998. The proposal was published at 28 Pa.B. 1635 (April 4, 1998) and the Latrobe Bulletin for public comment on April 4, 1998.

   During the public comment period the EQB received requests to conduct a public hearing regarding Trout Run. The public meeting/hearing will be held as follows:

   The public meeting will begin at 6:30 p.m. with DEP explaining the proposal and responding to questions. The EQB public hearing will follow at approximately 7:30 p.m. at which time witnesses may present testimony to the EQB regarding the proposed redesignation. The hearing will be fact-finding in nature where interested persons may present information to the EQB for consideration prior to taking action on the final recommendation that DEP will develop some time next year.

   Written comments, suggestions or objections regarding the proposed redesignation may also be submitted to the Environmental Quality Board, P. O. Box 8477, Harrisburg, PA 17105-8477 (express mail: 15th Floor, Rachel Carson State Office Building, 400 Market Street, Harrisburg, PA 17101-2301). Comments must be received by September 15, 1998. Comments received by facsimile will not be accepted. Electronic comments may be submitted to RegComments@a1.dep.state.pa.us. In addition to written or electronic comments, interested persons may submit a summary of their comments to the EQB. The summary cannot exceed one page in length and must also be received by September 15, 1998. The one-page summary will be provided to each member of the EQB in the agenda packet distributed prior to the meeting at which the final regulation will be considered.

   Persons wishing to present testimony at the hearing are requested to contact Kate Coleman at (717) 787-4526 at least 1 week in advance of the hearing to reserve atime to present testimony. Oral testimony is limited to 5 minutes for each witness and one designated witness for each organization. Witnesses are requested to submit three written copies of their testimony to the hearing chairperson.
