Availability of Technical Guidance

   Technical Guidance Documents are on DEP's World Wide Web site (http://www.dep.state.pa.us) at the Public Participation Center. The ''July 1998 Inventory'' heading is the Governor's List of Non-regulatory Documents. The ''Search the Inventory of Technical Guidance Documents'' heading is a database of the Inventory. The ''Final Documents'' heading is the link to a menu of the various DEP bureaus and from there to each bureau's final technical guidance documents. The ''Draft Technical Guidance'' heading is the link to DEP's draft technical guidance documents.

   DEP will continue to revise its documents, as necessary, throughout 1998.

Ordering Paper Copies of DEP Technical Guidance

   Persons can order a bound paper copy of the latest Inventory or an unbound paper copy of any of the final documents listed on the Inventory by calling DEP at (717) 783-8727.

   In addition, bound copies of some of DEP's documents are available as DEP publications. Persons should check with the appropriate bureau for more information about the availability of a particular document as a publication.

Changes to Technical Guidance Documents

   Here is the current list of recent changes. Persons who have any questions or comments about a particular document should call the contact person whose name and phone number is listed with each document. Persons who have questions or comments in general should call Joe Sieber at (717) 783-8727.

Draft Technical Guidance

   DEP ID: 391-2000-024 Title: Field Data Collection and Evaluation Protocol for Deriving Daily and Hourly Discharge Coefficients of Variation (CV) and Other Discharge Characteristics Description: This guidance document presents recommended data collection and analysis procedures that can be used to determine two different discharge CV's (Hourly and Daily) and the average monthly effluent concentration for each parameter of concern. The discharge CV's and the average monthly effluent concentrations derived from these data become data inputs in the Department's computer application PENTOXSD. Draft Technical Guidance--Substantive Revision

   DEP ID: 274-0300-002 Title: Source Testing Manual Description: This guidance will improve the VOC program and correct reporting/testing inconsistencies and improve quality assurance (QA) procedures for related reference methods. Anticipated Effective Date: January 1, 1999. Deadline for Submittal of Comments: December 7, 1998. Contact: Rick Szekeres at (717) 772-3938.

Final Technical Guidance

   DEP ID: 562-3900-402 Title: Citizen's Requests: Receiving, Tracking, Investigating, Appealing and Filing Description: Describes how the Bureaus of District Mining Operations and Mining and Reclamation will process, investigate, track and file citizens' requests. Effective Date: November 30, 1998 Contact: Joe Meehan at (717) 783-9388.
