   EA03-002SW.  Environmental Assessment. Department of the Army, Pittsburgh District--Corps of Engineers, William S. Moorhead Federal Building, 1000 Liberty Avenue, Pittsburgh, PA 15222-4186. To replace deteriorating chamber walls with precast concrete panels, replace erosion protection for the downstream river wall at Lock and Dam 7 and perform scour hole excavation and protection with disposal of the demolition and excavated material in Allegheny River Pool 7. This site is located in the Allegheny River, Mile Marker 45.7 Lock and Dam 7 (Kittanning, PA Quadrangle N: 12.5 inches; W: 4.2 inches) in East Franklin Township, Armstrong County.

   EA16-002NW.  Environmental Assessment. Hedin Environmental, 195 Castle Shannon Blvd., Pittsburgh, PA 15228. To construct and maintain a passive wetland treatment system to restore water quality from an acid mine seep discharge to Little Hefren Run (CWF). This system will include a 400 ton Anoxic Limestone Drain, a 4,000 square foot settling pond, a 10,000 square foot wetland, and a rock lined discharge channel to Little Hefren Run approximately 180 feet upstream of the confluence of Little Hefren Run and Toms Run. This project will also utilize a temporary road crossing of Toms Run (EV, stocked trout, wild trout) with a bridge having a single span of 0 feet (bank to bank). The project is located approximately 500 feet northwest of the confluence of Little Hefren Run and Toms Run in Cooks Forest State Park (Cooksburg, PA Quadrangle N: 20.9 inches; W: 15.7 inches) located in Farmington Township, Clarion County.

   The Department of Environmental Protection (Department) has taken the following actions on previously received permit applications and requests for plan approval and has issued the following significant orders.

   Persons aggrieved by this action may appeal, under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514), and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administrative Agency Law), to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, P. O. Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483. TDD users may contact the Board through the Pennsylvania Relay Service, (800) 654-5984. Appeals must be filed with the Environmental Hearing Board within 30 days of receipt of written notice of this action unless the appropriate statute provides a different time period. Approvals to Use NPDES and Other General Permits

   The following parties have submitted (1) Notices of Intent (NOIs) for coverage under General NPDES Permit(s) to discharge wastewater into the surface waters of this Commonwealth; (2) NOIs for coverage under General Permit(s) for Beneficial Use of Sewage Sludge or Residential Septage by Land Application in Pennsylvania; or (3) Notifications for First Land Application of Sewage Sludge.

   The approval of coverage for land application of sewage sludge or residential septage under these general permits is subject to pollutant limitations, pathogen and vector attraction reduction requirements, operational standards, general requirements, management practices and other conditions set forth in the respective general permit. The Department of Environmental Protection has reviewed the First Land Application of Sewage Sludge for the following sites and determined that the sites are suitable for land application of sewage sludge.

   The EPA Region III Regional Administrator has waived the right to review or object to this permit action under the waiver provision:  40 CFR 123.24.

   The application and related documents, effluent limitations, permitting requirements and other information are on file and may be inspected and arrangements made for copying at the contact office noted.

Plan revision approval granted July 15, 1999 under the Pennsylvania Sewage Facilities Act (35 P. S. §§ 750.1--750.20).

   Regional Office:  Water Management Program Manager, Southcentral Region, 909 Elmerton Avenue, Harrisburg, PA 17110.

   Location:  East Earl Township, Lancaster County, 1241 Division Highway, East Earl, PA 17519.

   The proposed development is located on the northeast side of Sheep Hill Road (T-803), approximately 364 feet south of S. R. 0322, East Earl Township, Lancaster County.

   The approved project consists of a 56 lot residential subdivision. Lot 55 has an existing dwelling and Lot 56 is proposed for a pump station which will be designed to treat the proposed flows. The total sewage flows of 22,000 gallons per day (gpd) of wastewater will be conveyed by the East Earl Township Sewer Authority and treated by the Earl Township Sewage Treatment Plant.

   Any required NPDES permits or WQM permits must be obtained in the name of the municipality or authority.

   Project Description:  The approved Act 537 update revision calls for construction of a new extended aeration type wastewater treatment facility to replace the overloaded, dilapidated sewage treatment plant currently serving the Borough and a portion of Greenwood Township. The new facility will be designed to treat 250,000 gallons per day of wastewater, if agreement can be reached with the White Pines Landfill Corporation for treatment of 50,000 gallons per day of pretreated leachate from their residual waste landfill located in Pine Township. If agreement is not reached with White Pines, then the new Millville facility will be sized to treat 200,000 gallons per day of wastewater from the existing Millville and Greenwood Township service areas.

   The new facility will be designed to accept septage for treatment. The approved plan also calls for replacement of a leaky collection line on Main Street in the Borough. Discharge from the treatment facility will continue to be to Little Fishing Creek.

   The Department's review of the sewage facilities update revision has not identified any significant negative environmental impacts resulting from this proposal.

LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

The following final reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).

   Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.

   For further information concerning the final report, contact the Environmental Cleanup Program Manager in the Department's Regional Office under which the notice of receipt of a final report appears.
