   E01-208. Encroachment. Damon Braughler, 246 Krug Road, Littlestown, PA 17340. To permit an after-the-fact relocation of 150 linear feet of an unnamed tributary to Alloway Creek (WWF) to construct a pond located south of Krug Road approximately 0.75 mile west of Hoffman Horne (Taneytown, PA Quadrangle N:  22.5 inches; W:  4.6 inches) in Mount Joy Township, Adams County. This permit was issued under § 105.13(e) ''Small Projects.'' This permit also includes 401 Water Quality Certification.

   E05-273. Encroachment. Stephen Main, 7316 Tavenner Ln., Alexandria, VA 22306. To construct and maintain an 8-foot diameter reinforced concrete pipe culvert (RCP) at the channel of Smally Spring Branch of Buffalo Run (WWF) and to fill a de minimis area of wetland less than or equal to 0.05 acre for which mitigation is not required. The location is about 3,200 feet from the Buffalo Road (LR 05028) and PA 96 intersection in the Village of Buffalo Mills (Buffalo Mills, PA Quadrangle N:  13.1 inches; W:  4.6 inches) in Harrison Township, Bedford County. This permit was issued under § 105.13(e) ''Small Projects.'' This permit also includes 401 Water Quality Certification.

   E06-527. Encroachment. Reading Fair Association, P. O. Box 13368, Reading, PA 19612. To construct and maintain a pedestrian bridge having a span of 40 feet and an underclearance of 3.6 feet across the channel of a tributary to Plum Creek (WWF) at a point approximately 900 feet downstream of County Welfare Road (Bernville, PA Quadrangle N:  1.1 inches; W:  1.6 inches) in Bern Township, Berks County. This permit was issued under § 105.13(e) ''Small Projects.'' This permit also includes 401 Water Quality Certification.

   E21-231-R. Encroachment. The McNaughton Company, Francis McNaughton, 4400 Deer Path Road, Ste. 201, Harrisburg, PA 17110. To reissue Permit No. E21-231 to The McNaughton Company to construct and maintain two outfall structures with energy dissipaters along the right bank of the Conodoguinet Creek. These outfalls have sizes of 71-inch × 47-inch and 30-inch diameter (Lemoyne, PA Quadrangle N:  22.7 inches; W:  13.76 inches) in Hampden Township, Cumberland County. This permit was issued under § 105.13(e) ''Small Projects.'' This permit also includes 401 Water Quality Certification.

   E31-100-R. Encroachment. Huntingdon County Commissioners, Courthouse, Huntingdon, PA 16652. Renewal to remove the existing structure known as the Frenh Bridge, which will include the removal of the bridge deck, steel superstructure and stone masonry abutments, and to construct and maintain County Bridge No. 1 having two clear spans of 63.4 feet each on a 70 degree skew with an underclearance of 11.5 feet across Sideling Hill Creek (HQ-CWF) on Township Road 313 (Orbisonia, PA Quadrangle N:  1.2 inches; W:  16.3 inches) in Springfield Township, Huntingdon County.

   E36-680. Encroachment. PA Dept. of Transportation, Engineering District 8-0, 2140 Herr Street, Harrisburg, PA 17103. To remove a structurally deficient structure, construct and maintain a single span prestressed concrete spread box beam bridge having a clear span of 24.5 feet on a 75 degree skew with a minimum underclearance of 8.5 feet across Stoney Run (WWF) on SR 272 Section 012 (Ephrata, PA Quadrangle N:  16.25 inches; W:  17.25 inches) in East Cocalico Township, Lancaster County. This permit was issued under § 105.13(e) ''Small Projects.'' This permit also includes 401 Water Quality Certification.

   Northcentral Region:  Water Management, Soils and Waterways, F. Alan Sever, Chief, 208 West Third St., Williamsport, PA 17701.

   E12-114. Encroachment. Borough of Emporium, 421 North Broad Street, Emporium, PA 15834. To remove a gravel bar, 125 feet long by 75 feet wide, in Driftwood Branch Sinnemahoning Creek just upstream of the railroad bridge; to remove a gravel bar, 145 feet long by 30 feet wide, in West Creek just upstream of the confluence with Driftwood Branch Sinnemahoning Creek; to remove a gravel bar, 150 feet long by 80 feet wide, in Driftwood Branch Sinnemahoning Creek just downstream of the confluence with West Creek; and to maintain six drain pipes for minor, regular maintenance at an existing dike system located on the southern boundary of the Borough of Emporium (Emporium, PA Quadrangle N:  1.5 inches; W:  16.0 inches) in the Borough of Emporium, Cameron County. This permit was issued under § 105.13(e) ''Small Projects.'' This permit also includes 401 Water Quality Certification.

   E14-355. Encroachment. David L. Nevins, P. O. Box 10414, State College, PA 16805. To construct and maintain 750 feet of stream relocation which shall be lined with a 20 mil. thick PVC liner or equivalent and to install a 76 inch by 48 inch by 53 feet oval concrete culvert pipe in an unnamed tributary to Buffalo Run located 2 miles west on Rt. 550 from the intersection with Rt. 322, turn right at the intersection of Rt. 550 and Julian Pike Road (Julian, PA Quadrangle N:  16 inches; W:  7.5 inches) in Patton Township, Centre County.

   E18-279. Encroachment. Ken Passell, Route 220, P. O. Box 792, Jersey Shore, PA 17740. To remove the existing pavilion and to construct a new pavilion 34 feet by 16 feet in the floodway of the West Branch Susquehanna River located off SR 1001 approximately 1.5 miles west of Lockport (Lock Haven, PA Quadrangle N:  4.8 inches; W:  12.3 inches) in Woodward Township, Clinton County. This permit was issued under § 105.13(e) ''Small Projects.''

   Southwest Regional Office:  Soils and Waterways Section, 400 Waterfront Drive, Pittsburgh, PA 15222-4745.

   E03-383. Encroachment. Armstrong County Industrial Development Authority, Armstrong County Department of Planning and Development, 402 Market Street, Kittanning, PA 16201-1485. To construct and maintain a 280.0-foot long, 12.0-foot × 4.0-foot concrete arch culvert in an unnamed tributary to Nicholson Run (WWF) and a 250.0-foot long, 16.0 foot × 5.0-foot concrete arch culvert in an unnamed tributary to Nicholson Run (WWF) for the purpose of providing access to the proposed Slate Lick Mixed-Use Park. The culverts are located approximately 3,000 feet and 2,400 feet upstream of the confluence with Nicholson Run (Kittanning, PA Quadrangle N:  1.2 inches; W:  16.6 inches) in South Buffalo Township, Armstrong County.

   E03-384. Encroachment. Armstrong County Industrial Development Authority, Armstrong County Department of Planning and Development, 402 Market Street, Kittanning, PA 16201-1485. To remove the existing structure and to construct and maintain a 165.0-foot long, 20.0-foot × 8.0-foot concrete arch culvert in Nicholson Run (WWF) for the purpose of providing access to the proposed Slate Lick Mixed-Use Park. The project is located on Bable Road, approximately 3,000 feet downstream of the point where S. R. 3006 crosses Nicholson Run (Kittanning, PA Quadrangle N:  1.5 inches; W:  15.6 inches) in North Buffalo Township, Armstrong County.

   E03-386. Encroachment. Armstrong County Industrial Development Authority, Armstrong County Department of Planning and Development, 402 Market Street, Kittanning, PA 16201. To place and maintain fill in 1.46 acres of PEM/PSS wetlands in the watersheds of Pine Run (HQ-TSF) and Nicholson Run (WWF) for the purpose of developing the proposed Slate Lick Mixed-Use Park. To compensate for wetlands loss, the permittee shall construct a minimum of 1.46 acres of replacement wetlands. The project is located off of Boyd Road (Kittanning, PA Quadrangle N:  1.5 inches; W:  15.6 inches) in North and South Buffalo Townships, Armstrong County.

   E02-1269. Encroachment. Seth Siegel, 908 Highlander Circle, Wexford, PA 15090. To construct and maintain a bridge having a span of 13.0 feet with an underclearance of 7.7 feet across Big Sewickley Creek (TSF) and to place and maintain fill in a de minimis area of wetlands (PEM/PSS) to provide access to applicant's property located on the east side of Spang Road, approximately 1,500 feet north from the intersection of Spang Road and Locust Road (Baden, PA Quadrangle N:  5.15 inches; W:  1.75 inches) in Marshall Township, Allegheny County.

   E65-737. Encroachment. Unity Township Board of Supervisors, 1104 Beatty County Road, Latrobe, PA 15650. To remove the existing structure and to construct and maintain a bridge having a normal clear span of 14.33 m and an underclearance of 2.45 m across Ninemile Run (WWF). The structure is located on T-896 (Schultz Lane) at a point approximately 200 feet north of its intersection with S. R. 982 (Derry, PA Quadrangle N:  3.40 inches; W:  17.17 inches) in Unity Township, Westmoreland County.

Environmental Assessment Approvals and Actions on 401 Certifications.

   EA16-003NW. Environmental Assessment. PA Department of Environmental Protection, Bureau of Abandoned Mine Reclamation, Rachel Carson State Office Building, P. O. Box 8476, Harrisburg, PA 17105-8476. To eliminate a total of 2,300 linear feet of dangerous high wall, to relocate approximately 1,300 linear feet of stream channel, to construct a 0.6 acre replacement wetland, and to eliminate four separate bodies of water (total surface area approximately 1 acre) as part of a restoration/reclamation project of an abandoned strip mine located approximately 3,200 feet northwest of the intersection of S. R. 0068 and S. R. 3004 in the Village of New Athens (Rimersburg, PA Quadrangle N:  3.6 inches; W:  6.3 inches) located in Madison Township, Clarion County.

 


SPECIAL NOTICES

Recycling Grant Awards under the Municipal Waste Planning, Recycling and Waste Reduction Act of 1988, Act 101

   The Department of Environmental Protection announces the following grants to municipalities for recycling programs under section 902 of the Municipal Waste Planning, Recycling and Waste Reduction Act (Act 101) (53 P. S. § 4000.902).

   Grant funds are used to develop and implement recycling programs. Municipalities and counties are eligible for up to 90% funding of approved recycling program costs. Municipalities considered financially distressed under the Municipalities Financial Recovery Act (53 P. S. §§ 11701.101--11701.501) are eligible to receive funding for an additional 10% of approved costs. All grant awards are predicated on the receipt of recycling fees required by sections 701 and 702 of Act 101, and the availability of moneys in the Recycling Fund.
