   Notices of invitations for bids and requests for proposals on State contracts for services and commodities for which the bid amount is reasonably expected to be over $10,000, are published in the State Contracts Information Section of the Pennsylvania Bulletin prior to bid opening date. Information in this publication is intended only as notification to its subscribers of available bidding and contracting opportunities, and is furnished through the Department of General Services, Vendor Information and Support Division. No action can be taken by any subscriber or any other person, and the Commonwealth of Pennsylvania is not liable to any subscriber or any other person, for any damages or any other costs incurred in connection with the utilization of, or any other reliance upon, any information in the State Contracts Information Section of the Pennsylvania Bulletin.    EFFECTIVE JULY 1, 1985, A VENDOR'S FEDERAL IDENTIFICATION NUMBER (NUMBER ASSIGNED WHEN FILING INCOME TAX DOCUMENTS) OR SOCIAL SECURITY NUMBER IF VENDOR IS AN INDIVIDUAL, MUST BE ON ALL CONTRACTS, DOCUMENTS AND INVOICES SUBMITTED TO THE COMMONWEALTH.

   Act 266 of 1982 provides for the payment of interest penalties on certain invoices of "qualified small business concerns". The penalties apply to invoices for goods or services when payments are not made by the required payment date or within a 15 day grace period thereafter.
   Act 1984-196 redefined a "qualified small business concern" as any independently owned and operated, for-profit business concern employing 100 or fewer employees. See 4 Pa.Code § 2.32. The business must include the following statement on every invoice submitted to the Commonwealth: "(name of business) is a qualified small business concern as defined in 4 Pa. Code 2.32."
   A business is eligible for payments when the required payment is the latest of:
      The payment date specified in the contract.
      30 days after the later of the receipt of a proper invoice or receipt of goods or services.
      The net payment date stated on the business' invoice.
   A 15-day grace period after the required payment date is provided to the Commonwealth by the Act.

The Office of General Counsel has prepared a manuscript, the Health Laws of Pennsylvania (Manuscript), which will serve as a desk reference for all lawyers who practice health law, health care providers and facilities, and government officials. The Manuscript, which is the first of its kind, is intended to provide a starting point for lawyers with health law questions. The focus of the Manuscript is the statutes and regulations of the Commonwealth, with some references to Federal law and case law for the sake of clarity or completeness. Through this Invitation to Publish (ITP), the Office of General Counsel is seeking proposals from vendors interested in publishing the Manuscript. The Manuscript consists of approximately 300 single-sided pages printed on 8.5" × 11" bond paper. All of the text is available on 3.5" diskettes in Microsoft Word. The Manuscript must be published in a format that permits periodic updates. A minimum of 200 complimentary copies must be provided to the Office of General Counsel as well as other discounted copies if required. Interested parties may obtain a copy of the ITP by sending a written request to Howard Burde, Esq., Deputy General Counsel, by mail at the Office of General Counsel, 333 Market Street, 17th Floor, Harrisburg, PA 17101 or by fax at (717) 772-9187.
