Technical Assistance Grants Through the Growing Greener Program

   As part of the second year of the Department of Environmental Protection's (DEP's) Growing Greener Program, applications are now being accepted for technical assistance grants. The Environmental Stewardship and Watershed Protection Act authorizes the DEP to make grants available for technical assistance to eligible organizations involved in implementing watershed conservation efforts. These grants will meet the growing need for technical assistance from the increasing number of organizations interested in watershed protection.

   Technical assistance grants will provide funding to local nonprofit organizations and other eligible Growing Greener grantees who, in turn, will provide needed technical assistance to watershed groups and others who are pursuing eligible Growing Greener activities. These technical assistance providers, through supporting other private and public watershed conservation organizations, will facilitate the use of Growing Greener grants as well as other resources.

   Eligible applicants include: 1) counties, municipalities and municipal authorities; 2) county conservation districts; 3) watershed organizations recognized by DEP and established to promote local watershed conservation efforts in an identified watershed; 4) educational institutions and 5) other authorized organizations, including nonprofit entities involved in research, restoration, rehabilitation, planning, acquisition, development, education or other activities which further the protection, enhancement, conservation, preservation or enjoyment of Pennsylvania's environmental, conservation, recreation or similar resources.

   The DEP is soliciting technical assistance in the following areas: 1) legal counsel; 2) data management; 3) program management; 4) engineering; and 5) scientific expertise. Technical assistance in one or more of these areas must be provided throughout at least one of Pennsylvania's three major river basins (Delaware, Susquehanna and Ohio). Proposals will be selected based on the applicant's ability to provide the needed types of technical assistance, to adequately cover at least an entire major river basin, to generate sustainable technical assistance, to provide assistance to most of the eligible environmental organizations in the applicable river basins, to provide assistance tailored specifically to the nature and scope of the work involved as well as other factors described in the detailed guidance that accompanies the application form. Detailed information on the types of technical assistance needed is provided in the application package.

   The deadline for submitting technical assistance grant applications to the DEP Grants Center is November 17, 2000. A technical assistance grant workshop is planned at the Pennsylvania Watersheds/Growing Greener Conference on October 14, 2000, at the Penn Stater Conference Center in State College.
