Highmark Blue Cross Blue Shield Filing No: Addendum 1-DEM-99-HBCBS and Keystone Health Plan West Filing No: 2-SGR-00-KHPW--Association Groups of One Rate Factors; Rate Filing

   Highmark Blue Cross Blue Shield and Keystone Health Plan West have submitted requests for approval of rate factors to be applied to rates of groups of one for various associations in their service areas that wish to offer coverage to very small groups of one.

   The factor requested varies by filing, and its application will vary based on the rate methodology to which it is applied. The Highmark Blue Cross Blue Shield factor would apply to the approved demographic rate methodology for small groups, and is proposed at 16%. The Keystone Health Plan West factor would apply to the approved association pooled rate methodology, and is proposed at 51%. These filings were previously published for public comment at 30 Pa.B. 3361 (July 1, 2000) and 30 Pa.B. 3538 (July 8, 2000).

   A public informational hearing on these rate filings has been scheduled for: Thursday October 5, 2000, 9 a.m., The Westin William Penn, 530 William Penn Place, Smithfield and 6th Streets, Pittsburgh, PA, Ballroom, Lower Level.

   Anyone wishing to testify about these filings may contact the Office of Rate and Policy Regulation at the address and phone number within this notice to schedule to testify at this hearing. Individuals may also appear at the hearing without advance notice, and will be afforded the opportunity to testify after all individuals scheduled in advance have testified. Testimony will be limited to no more than a 10 minute presentation. The Department requests that individuals provide a written copy of their testimony the day of the hearing.

   Copies of the filings are available for public inspection by appointment, during normal business hours at both the Pittsburgh and Erie regional offices and at the Department's Offices in Harrisburg or through the Department's public information room at (717) 705-0013 or by e-mail: tpeterso@ins.state.pa.us.
