SEWAGE FACILITIES ACT PLAN APPROVAL

   Plan Description:  The plan provides for an approval granted February 23, 2001 as a revision to the Official Plan of Logan Township, Blair County. Project involves development of the Logan Town Centre comprising 67 acres of the 306 acre site. Projected sewage flow of 50,000 GPD is tributary to the Brush Run Interceptor, with ultimate treatment at the Hollidaysburg Regional Waste Water Treatment Plant. The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. Any required NPDES Permits or WQM Permits must be obtained in the name of the municipality or authority as appropriate.

LAND RECYCLING AND ENVIRONMENTAL REMEDIATION UNDER ACT 2, 1995

PREAMBLE 2


The following final reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).

   Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (Act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site where one of the Act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or non-residential exposure factors, a description of the remediation performed, and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected.

   For further information concerning the final report, please contact the Environmental Cleanup Program Manager in the Department of Environmental Protection Regional Office under which the notice of receipt of a final report appears. If information concerning a final report is required in an alternative form, contact the Community Relations Coordinator at the appropriate Regional Office listed. The report is intended to document remediation of the site to meet Statewide Health, Background and Site-specific Standards.

LAND RECYCLING AND ENVIRONMENTAL REMEDIATION UNDER ACT 2, 1995

The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).

   Provisions of 25 Pa. Code § 250.8, Administration of the Land Recycling and Environmental Remediation Standards Act (Act) requires the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the remediation standards of the Land Recycling and Environmental Remediation Standards Act. Plans and reports required by provisions of the Act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation, concentration of regulated substances in environmental media; benefits of refuse of the property and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. A cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

Jacenty Serwik, Urban Engineers, Inc., 530 Walnut St., 14th Floor, Philadelphia PA 19106, on behalf of Island Development & Realty, Inc., New York, NY, has submitted a Remedial Investigation Report concerning the remediation of site soil contaminated with BTEX and polycyclic aromatic hydrocarbons and site groundwater contaminated with solvents, BTEX, and polycyclic aromatic hydrocarbons. The report was approved by the Department on February 6, 2001.

   Parkesburg Manufactured Gas Plant Site, PECO Energy Co., Parkesburg Borough, Chester County. Frederick C. Gloeckler, PECO Energy, 2301 Market St., S21-2, Philadelphia PA 19101, on behalf of PECO Energy Co., has submitted a Cleanup Plan concerning the remediation of site soil and groundwater contaminated with heavy metals, BTEX and polycyclic aromatic hydrocarbons. The report was approved by the Department on February 26, 2001.

   Former Friendship Automotive, Gunnar Properties, Inc., Caln Township, Chester County. James H. Mulry, P.G., Mulry & Cresswell Environmental, Inc., 1691 Horseshoe Pike, Suite 1, Glenmoore PA 19343, on behalf of Gunnar Properties, Inc., 399 E. Market St., West Chester PA 19380, has submitted a Baseline Remedial Report concerning remediation of site soil contaminated with lead, BTEX, MTBE and naphthalene and site groundwater contaminated with BTEX, MTBE and naphthalene. The report was approved by the Department on February 27, 2001.

   Former Ennis Oil & Burner Service Terminal, Chester Heights, Delaware County. Charlene R. Drake, ReAct Environmental Services, Inc., 6901 Kingsessing Ave., Philadelphia PA 19142, on behalf of James R. and David Ennis Partnership, Route 1 and Valleybrook Rd., Chester Heights PA 19017, has submitted a Final Report concerning remediation of site soil contaminated with benzene, and site groundwater contaminated with lead, benzene, Dichloroethane 1, 2 and ethylene dibromide. The report demonstrated attainment of the Statewide Health Standard and was approved by the Department on February 28, 2001.

   Northeast Region: Environmental Cleanup Program Manager, 2 Public Square, Wilkes-Barre, PA 18711-0790.

   Eugene Lecher Property, Great Bend Township, Susquehanna County. David R. Crowther, Project Manager, Hydrocon Services, Inc., 2945 South Pike Avenue, Allentown, PA 18103 submitted a Final Report (on behalf of his client, Eugene Lecher, RD 1, Susquehanna, PA 18821) concerning the remediation of site soils and groundwater found or suspected to have been contaminated with kerosene. The report documented attainment of the Statewide health standard and was approved on February 27, 2001.

   Primages Property (203 Charles Street), Coopersburg Borough, Lehigh County. All Phase Environmental Services, Inc, 131 Technology Drive, Bethlehem, PA 18015 submitted a Final Report (on behalf of their client, Paul Chernay, 7483 South Main Street, Coopersburg, PA 18036) concerning the remediation of site soils contaminated with no. 2 fuel oil and waste oil. The report documented attainment of the Statewide health standard and was approved on February 28, 2001.

   Southcentral Region: Environmental Cleanup Program Manager, 909 Elmerton Avenue, Harrisburg, PA 17110.

   PPL Distribution Pole 40258S26257 (Site 115), City of Lancaster, Lancaster County. PPL Generation, LLC, Two North Ninth Street, Allentown, PA 18101-1179 submitted a Final Report concerning the remediation of site soils contaminated with PCBs. The Final Report demonstrated attainment of the Statewide health standard and was approved by the Department on February 21, 2001.

   Adele M. Keech Estate, Berwick Township, Adams County. Herbert Rowland & Grubic, 116 Baltimore Street, Gettysburg, PA 17325 on behalf of Adele M. Keech Estate, c/o Allfirst Bank, Executor, 213 Market Street, Harrisburg, PA 17105 submitted a combined remedial investigation and final report concerning the remediation of site soils and groundwater contaminated with BTEX and PHCs. The report demonstrated attainment of a combination of the Statewide health and site-specific standards, and was approved by the Department on February 22, 2001.

   Penn Fuel Gas, Inc., Shippensburg Borough, Cumberland County. Key Environmental, Inc., 1200 Arch Street, Suite 200, Carnegie, PA 15106 on behalf of Penn Fuel Gas, submitted a remedial investigation report concerning the remediation of site soils and groundwater contaminated with lead, BTEX, PAHs and phenolic compounds. The report was approved by the Department on February 22, 2001.

   F. W. Woolworth Mid Atlantic Distribution Center, East Cocalico Township and Denver Borough, Lancaster County. Atlantic Environmental Solutions, Inc., 95 Hudson Street, Hoboken, NJ 07030, on behalf of First Industrial Realty Trust, Inc., 2780 Commerce Drive, Suite 100, Middletown, PA 17057, and Venator Group Facilities Services, 313 Manatee Avenue West, Bradenton, Florida 34205-8842, submitted a final report concerning the remediation of site soils and groundwater contaminated with BTEX and PHCs. The final report demonstrated attainment of the Statewide health standard, and was approved by the Department on February 27, 2001.

   Northcentral Region: Environmental Cleanup Program Manager, 208 West Third Street, Williamsport, PA 17701.

   Potter County Redevelopment Authority-Northern Site, Coudersport Borough, Potter County. Moody & Associates, Inc. on behalf of its client Potter County Redevelopment Authority, 8 East 7th Street, P. O. Box 312, Coudersport, PA 16915, has submitted a Baseline Environmental Report concerning the remediation of site soil contaminated with lead, heavy metals and solvents. The Baseline Environmental Report was disapproved by the Department on March 2, 2001.

   Dollar Bazaar-Rock Shaddock, Sayre Borough, Bradford County. Op-Tech Environmental Services, Inc., on behalf of its client Rock Shaddock, 128 Desmond Street, Sayre, PA 18840, has submitted a Final Report concerning the remediation of site soil contaminated with solvents, BTEX, PHCs and PAHs. The Final Report demonstrated the attainment of the Statewide Health Standard and was approved by the Department on March 5, 2001
