INDUSTRIAL WASTE AND SEWERAGE WASTEWATER

   The Department of Environmental Protection (Department) has taken the following actions on previously received permit applications and requests for plan approval.

   Persons aggrieved by this action may appeal, under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514) and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administrative Agency Law), to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, P. O. Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483. TDD users may contact the Board through the Pennsylvania Relay Service, (800) 654-5984. Appeals must be filed with the Environmental Hearing Board within 30 days of receipt of written notice of this action unless the appropriate statute provides a different time period.    WQM Permit No 4101402, Sewerage, Michael E. Hughes, Gateway Store & Restaurant, 5198 Route 87 Highway, Williamsport, PA 17701.

   This proposed facility is located in Plunkett Creek Township, Lycoming County.

   Description of Proposed Action/Activity: New Sewage. The applicant is applying for authorization to construct and operate wastewater treatment facilities. All will be located in the same building. Dual treatment trains will serve residential and restaurant. This permit covers the Outfall.

   WQM Permit No 1401406, Sewerage, State College Sewer Authority, 118 South Fraser Street, State College, PA 16801.

   This proposed facility is located in State College Borough, Centre County.

   Description of Proposed Action/Activity: New Sewage. Replacement of storm and sanitary sewer lines on Holly Alley from Clover Alley to University Drive. The existing gravity sanitary lines will be replaced with new PVC lines maintaining the same trench and grade as the existing sewers.

Republic Technologies International, L.L.C., 1001 Main Street, Gate 3, Johnstown, PA 15909 is authorized to discharge from a facility located at the Johnstown Plant, Franklin Borough, Cambria County to receiving waters named Little Conemaugh River (Outfalls 001, 002, 003, 101, 114, 900-903), Peggy's Run (Outfalls 110, 120, 130, 140, 122, 132), Conemaugh River (302A-C, 303A, 305A, 305B, 306, 307, 307A-C).

Box 247, Somerset, PA 15001 is authorized to discharge from a facility located at Siemons Lakeview Manor Estate Nursing Home STP, Somerset Township, Somerset County to receiving waters named East Branch Coxes Creek.

APPROVALS TO USE NPDES AND/OR OTHER GENERAL PERMITS

   The following parties have submitted: (1)  Notices of Intent (NOIs) for Coverage Under (1)  General NPDES Permits to Discharge Wastewater into the Waters of the Commonwealth. The approval for coverage under these general NPDES permits is subject to applicable effluent limitations. Monitoring, reporting requirements and other conditions set forth in the general permit: (2)  General Permits for Beneficial Use of Sewage Sludge or Residential Septage by Land Application in Pennsylvania; (3)  General NPDES Permit Authorizing the Discharge of Stormwater Associated with Construction Activities to Waters of the Commonwealth; (4)  Notification for First Use Application of Sewage Sludge.

   The approval of coverage for land application of sewage sludge or residential septage under these general permits is subject to pollutant limitations, pathogen and vector attraction reduction requirements, operational standards, general requirements, management practices and other conditions set forth in the respective permit. The Department of Environmental Protection approves the following coverage under the specific General Permit.

   The EPA Region III Administrator has waived the right to review or object to this permit action under the waiver provision 40 CFR 123.23(d).

   The application and related documents, effluent limitations, permitting requirements and other information are on file and may be inspected and arrangements made for copying at the contact office noted.
