   Plan Description: The Plan Update Revision calls for the construction of a new gravity/low-pressure wastewater collection system within the Village of Weston. A new wastewater collection system will also be constructed to serve the Black Creek Township portion of the Village of Nuremberg. Wastewater from these areas will be conveyed to a new 0.130 MGD wastewater treatment facility and pumping station to be constructed in North Union Township. The treatment facility will serve the Village of Nuremberg and the Village of Weston. The treatment facility will discharge treated wastewater to Tomhicken Creek in North Union Township. The selected wastewater disposal alternative is described in the Plan Update Revision as ''Nuremberg Alternative No. 3.'' Implementation of the selected alternative and operation of the proposed facilities will be performed by the Twin County Joint Authority (Authority).

   Financing of the proposed wastewater collection, conveyance and treatment systems is to be provided by the United States Department of Agriculture's Rural Utilities Service.

   Implementation of the selected wastewater disposal alternative will require an NPDES Permit for the proposed effluent discharge. This permit application must be submitted in the name of the Authority. The proposed project will also require a Water Management Part II Permit for the construction and operation of the proposed sewage facilities. This permit application must also be submitted in the name of the Authority. The Department's review has also not identified any significant environmental impacts resulting from this proposal.

   Plan Description: The approved plan provides for the installation of sewage collection systems for the Village of Bethel and the Village of Frystown. The plan also provides for the construction of a 40,000 gpd extended aeration treatment plant and a 25,000 gpd extended aeration treatment plant for the Village of Bethel and the Village of Frystown respectively. The plan also provides for the implementation of an OLDS management program for the Village of Schubert and for all onlot sewage disposal systems for which a repair permit has been or will be issued. The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. Any required NPDES Permits or WQM Permits must be obtained in the name of the municipality or authority as appropriate.

LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

UNDER ACT 2, 1995

PREAMBLE 2


The following final reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).

   Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (Act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site where one of the Act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected.

   For further information concerning the final report, contact the Environmental Cleanup Program Manager in the Department Regional Office under which the notice of receipt of a final report appears. If information concerning a final report is required in an alternative form, contact the Community Relations Coordinator at the appropriate Regional Office listed. The modification consists of changes to existing air pollution control equipment for their soil storage building. The changes include the replacement of the existing thermal oxidizer with a carbon absorption system. An additional limitation has been included in the permit for their process thermal oxidizer. This limit states that, ''the emissions of VOC to the atmosphere from the thermal desorption system shall be reduced by 99.9% or to a minimum of 20ppmvd as propane.'' Clean Earth of Philadelphia shall process approved types of contaminated soils and other noncombustible media excluding hazardous waste and pathological/hospital waste at a maximum rate of 85 tons per hour and 48 tons per hour on a 24-hour rolling period basis. The total contamination concentration of the contaminated soil shall not exceed 3% by weight. The hydrocarbon contamination mass feed rate shall not exceed a maximum of 2,500 pounds of VOC per hour and 1,424 pounds of VOC per hour on a 24-hour rolling period basis.
