NATIONAL POLLUTION DISCHARGE ELIMINATION SYSTEM (NPDES) PERMITS

NPDES APPLICATIONS

PART I PERMITS

   Under the Federal Clean Water Act and The Clean Streams Law, the following parties have applied for an NPDES permit or to renew their current permit to discharge controlled wastewaters into the waters of this Commonwealth or to conduct other activities required by the NPDES permit. For renewal applications listed in Section I, the Department of Environmental Protection (Department) has made a tentative determination to reissue these permits for 5 years subject to effluent limitations and monitoring and reporting requirements in their current permits, with appropriate and necessary updated requirements to reflect new and changed regulations and other requirements. For all new permit applications, renewal application with major changes or applications for permits not waived by EPA, the Department, based upon preliminary reviews, also made a tentative determination of proposed effluent limitations and other terms and conditions for the permit applications listed in Section II. These determinations are published as proposed actions for comments prior to taking final actions.

   Unless indicated otherwise, the EPA Region III Administrator has waived the right to review or object to this proposed permit action under the waiver provision 40 CFR 123.24(d).

   Persons wishing to comment on the proposed permit are invited to submit a statement, to the office noted before the application within 30 days from the date of this public notice. Comments received within this 30-day comment period will be considered in the formulation of the final determinations regarding this application. The comments should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held if the responsible office considers the public response significant. Following the comment period, the Department's Water Management Program Manager will make a final determination regarding these applications. Notice of this final determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to the Environmental Hearing Board.

   The renewal application, including proposed effluent limitations and special conditions, is available on file. For new permit applications, information submitted with the applications is available on file. The information may be inspected and arrangements made for copying at the office indicated before the application.

For the purpose of evaluating effluent requirements for TDS, NO2--NO3, fluoride and phenolics, the existing/proposed downstream potable water supply considered during the evaluation is the Parker City Water System on the Allegheny River located at Parker City, approximately 27.06 miles below point of discharge.

For the purpose of evaluating effluent requirements for TDS, NO2--NO3, fluoride and phenolics, the existing/proposed downstream potable water supply considered during the evaluation is the New Kensington Municipal Water Company on the Allegheny River located at New Kensington, approximately 70 miles below point of discharge.

The nearest downstream public water supply intake for Dauphin Consolidated is located on Susquehanna River, approximately 40 miles downstream. The discharge is not expected to affect the water supply.

The nearest downstream public water supply intake is the City of Baltimore, located on the Susquehanna River approximately nine miles downstream. The discharge is not expected to affect the water supply.

   Description of Proposed Activity:  Discharge of treated sewage from the Village of Germania.

   The receiving stream, Germania Branch of Kettle Creek, is in the State Water Plan watershed 9-B (Kettle Creek) and is classified for: Exceptional Value-Cold Water Fishery. The nearest proposed downstream public water supply intake, for the City of Lock Haven, is to be located on the West Branch Susquehanna River, 75 miles below the point of discharge.

   The proposed effluent limits for Outfall 001 are based on a design flow of 0.015 MGD.

   1.  Provide ultraviolet disinfection and sand filtration prior to discharge.

   PA 02284 51, CAFO 0291, Barry Parthemer, R. D. 2, Box 1025, McClure, PA 17841.

   This existing facility is located in West Beaver Township, Snyder County.

   Description of existing activity:  This farm operation raises dairy animals, swine and poultry. Manure is utilized on a corn and rye rotation, as well as application on hay and pasture ground. A total of 1,172.9 acres is available for nutrient application from 1,915 Animal Equivalent Units (AEUs).

   The receiving stream, Ulsh Gap Run, is in the State Water Plan watershed 6A and is classified for: High Quality-Cold Water Fishes.

   The proposed effluent limits for the operation/activity include: except for the chronic or catastrophic rainfall events defined as over the 25 year/24 hour rain storms, the CAFO general permit is a nondischarge NPDES permit. Where applicable, compliance with 40 CFR Federal effluent limitation guidelines is required. The general permit requires no other numeric effluent limitations and compliance with Pennsylvania Nutrient Management Act and the Clean Stream Law constitutes compliance with the State narrative water quality standards.

   PA 0008451, Industrial Waste SIC, 4911, Sunbury Generation, LLC, 1088 Springhurst Drive, Green Bay, WI 54304-5495.

   This facility is located in Monroe Township, Snyder County.

   This proposed action is for renewal of the NPDES permit for the industrial waste discharges from this Steam Electric Generating Facility.

   The receiving streams, Susquehanna River and Rolling Green Run, are in the State Water Plan watershed # 6-A and are classified for: warm water fishes, aquatic life, water supply and recreation. The nearest downstream public water supply intake is for Dauphin Consolidated Water Company located on the Susquehanna River approximately 50 miles below the points of discharge.

   The proposed effluent limits for Outfall 030 to the Susquehanna River are based on a design flow of 318 MGD.
