   Notices of invitations for bids and requests for proposals on State contracts for services and commodities for which the bid amount is reasonably expected to be over $10,000, are published in the State Contracts Information Section of the Pennsylvania Bulletin prior to bid opening date. Information in this publication is intended only as notification to its subscribers of available bidding and contracting opportunities, and is furnished through the Department of General Services, Vendor Information and Support Division. No action can be taken by any subscriber or any other person, and the Commonwealth of Pennsylvania is not liable to any subscriber or any other person, for any damages or any other costs incurred in connection with the utilization of, or any other reliance upon, any information in the State Contracts Information Section of the Pennsylvania Bulletin.    EFFECTIVE JULY 1, 1985, A VENDOR'S FEDERAL IDENTIFICATION NUMBER (NUMBER ASSIGNED WHEN FILING INCOME TAX DOCUMENTS) OR SOCIAL SECURITY NUMBER IF VENDOR IS AN INDIVIDUAL, MUST BE ON ALL CONTRACTS, DOCUMENTS AND INVOICES SUBMITTED TO THE COMMONWEALTH.

   Act 266 of 1982 provides for the payment of interest penalties on certain invoices of "qualified small business concerns". The penalties apply to invoices for goods or services when payments are not made by the required payment date or within a 15 day grace period thereafter.
   Act 1984-196 redefined a "qualified small business concern" as any independently owned and operated, for-profit business concern employing 100 or fewer employees. See 4 Pa.Code § 2.32. The business must include the following statement on every invoice submitted to the Commonwealth: "(name of business) is a qualified small business concern as defined in 4 Pa. Code 2.32."
   A business is eligible for payments when the required payment is the latest of:
      The payment date specified in the contract.
      30 days after the later of the receipt of a proper invoice or receipt of goods or services.
      The net payment date stated on the business' invoice.
   A 15-day grace period after the required payment date is provided to the Commonwealth by the Act.

Effective October 1, 2001, the Department of General Services website, www.dgs.state.pa.us (under "Bidding Opportunities"), will be the official site for public notice of Commonwealth executive and independent agency contracting opportunities for supplies, services and construction over $10,000. All public notices of invitations for bids and requests for proposals for those procurements which are under the policy control of the Department of General Services shall be published electronically at the Department of General Services website. Until September 30, 2001, these notices will appear in both the Pennsylvania Bulletin and the Department of General Services website. After September 30, 2001, Commonwealth executive and independent agencies will be given the option of including notices of contracting opportunities in the Pennsylvania Bulletin. 021105 In need of 5 secondary containment tanks various locations Centre County. Secondary containment Tank--Carbon Steel Bands with galvanized hardware or Equivalent. To be used around Salt Brine Containers. Diameter 14'0''/sidewall height 60'' / Volume (full to top) 5500 gallons. Tank package to include: top angle or web is attached to round out tank. Concrete is drilled (through holes in base angled) to provide for stainless steel anchors. Tank is wedged (raised) slightly to provide access to drill and clean holes. Butyl rubber is placed under base angle to outer portion of the bottom angle. Stainless steel anchors are epoxies into concrete. After epoxy sets up, a bead of Sika sealant is run under the inner portion of the bottom of the base angle. Tank is lowered onto concrete base and angle is bolted to stainless steel anchors and torque for proper seal. A bead of Sika sealant is placed around the inside base perimeter of tank and filleted to 45 bead for additional seal. Sealant must cure approx. 10 days at 70F or full strength. Tank is then cleaned and ready for use.
