Availability of Technical Guidance

   Technical guidance documents are on DEP's website (www.dep.state.pa.us) at the Public Participation Center page. The ''July 2001 Inventory'' heading is the Governor's list of nonregulatory guidance documents. The ''Final Documents'' heading is the link to a menu of the various DEP bureaus and from there to each bureau's final technical guidance documents. The ''Draft Technical Guidance'' heading is the link to DEP's draft technical guidance documents.

   DEP will continue to revise its nonregulatory documents, as necessary, throughout 2001.

Ordering Paper Copies of DEP Technical Guidance

   DEP encourages the use of the Internet to view guidance documents. When this option is not available, persons can order a bound paper copy of the latest inventory or an unbound paper copy of any of the final documents listed on the inventory by calling DEP at (717) 783-8727.

   In addition, bound copies of some of DEP's documents are available as DEP publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

Changes to Technical Guidance Documents

   Following is the current list of recent changes. Persons who have any questions or comments about a particular document should call the contact person whose name and phone number is listed with each document. Changes to Existing Technical Guidance Identification Numbers--Division of Storage Tanks

   In response to Departmental reorganization approved in March 2001, the Division of Storage Tanks was transferred from the Bureau of Watershed Conservation to the Bureau of Land Recycling and Waste Management (BLRWM). As a result of this reorganization, it is necessary to transfer those technical guidance documents under the Division of Storage Tanks to the BLRWM's technical guidance document inventory. To accomplish this task, the first three digits of each document's identification number will simply be changed from ''393'' to ''257.'' The remaining 7 digits of the document's identification number do not have to be changed and will remain the same. These documents are on DEP's website (www.dep.state.pa.us) at the Public Participation Center page, see Final Technical Guidance, BLRWM.

Draft Technical Guidance

   DEP ID: 254-5400-001 Title: Best Management Practices for Storage, Processing or Disposal of Land-Clearing, Grubbing and Excavation Wastes Description: The Commonwealth's Municipal Waste Regulations, amended and published as final on December 23, 2000, retained the permit exemption for activities relating to the use of waste from land clearing, grubbing and excavation, including trees, stumps and vegetative materials. However, due to problems associated with mismanagement of these materials, the final regulations include mandatory implementation of best management practices (BMPs).

   This manual discusses the BMPs that should be followed for the storage, processing and disposal of land clearing, grubbing and excavation wastes, including the environmental concerns that precipitated the need for these practices. The performance-based BMPs vary depending on the location, size and ultimate disposition of the clearing, grubbing and excavation wastes. Anticipated Effective Date: February, 2002 This document is now available for a 60-day public comment period.
