LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

The following final reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).

   Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (Act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site where one of the Act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or non-residential exposure factors, a description of the remediation performed, and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected.

   For further information concerning the final report, please contact the Environmental Cleanup Program Manager in the Department of Environmental Protection Regional Office under which the notice of receipt of a final report appears. If information concerning a final report is required in an alternative form, contact the Community Relations Coordinator at the appropriate Regional Office listed. LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).

   Provisions of 25 PA Code § 250.8, Administration of the Land Recycling and Environmental Remediation Standards Act (Act) requires the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the remediation standards of the Land Recycling and Environmental Remediation Standards Act. Plans and reports required by provisions of the Act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation, concentration of regulated substances in environmental media; benefits of refuse of the property and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. A cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or non-residential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

   For further information concerning the plans and reports, please contact the Environmental Cleanup Program Manager in the Department of Environmental Protection Regional Office under which the notice of the plan or report appears. If information concerning a final report is required in an alternative form, contact the Community Relations Coordinator at the appropriate Regional Office listed.    The Department has received the following final reports:

   Northeast Region: Environmental Cleanup Program Manager, 2 Public Square, Wilkes Barre, PA 18711-0790, (570) 826-2511.

   Moen of Pennsylvania, Pine Grove Township, Schuylkill County. ENSR, 35 Nagog Park, Acton, MA 01720 submitted a Final Report (on behalf of its client, Moen of PA, Rt. 645 and Roberts Road, Pine Grove, PA 17963-0098) concerning the characterization and/or remediation of site soils, groundwater, surface water, and sediments found or suspected to have been contaminated with solvents (chlorinated volatile organic compounds). The report documented attainment of the site-specific standard and was approved on January 9, 2001.

   PPL Electric Utilities Corporation--Former Honesdale Manufactured Gas Plant, Honesdale Borough, Wayne County. PPL, Environmental Management Division, 2 North Ninth Street, Allentown, PA, 18101-1179 submitted a Final Report concerning the characterization and/or remediation of site soils and groundwater found or suspected to have been contaminated with polycyclic aromatic hydrocarbons and BTEX (benzene, toluene, ethylbenzene and xylene) compounds. The report demonstrated attainment of the site-specific standard, and was approved on January 4, 2001.

   Southeast Region: Environmental Cleanup Program Manager, Lee Park, Suite 6010, 555 North Lane, Conshohocken, PA 19428, (610) 832-6000.

   Cognis Corp. Ball Field Property, Lower Gwynedd Township, Montgomery County. Janet A. Welp, HydroScience, Inc., 607 Washington Street, Reading PA 19601, has submitted a Final Report concerning remediation of site soil contaminated with heavy metals, solvents, BTEX and polycyclic aromatic hydrocarbons. The final report demonstrated attainment of Site-Specific Standards and was approved by the Department on December 19, 2000.

   Champion Development Corp., Whitaker Ave. Site, City of Philadelphia, Philadelphia County. Brian Holtzhafer, Hydrocon Services, Inc., 2945 South Pike Avenue, Allentown PA 18103, has submitted a Final Report concerning remediation of site soil contaminated with lead, heavy metals and polycyclic aromatic hydrocarbons. The report demonstrated attainment of the Statewide Health Standard and was approved by the Department on December 29, 2000.

   Levitz Furniture Facility, Middletown Township, Bucks County. Jeffrey Stein, ATC Associates, 8989 Herrmann Drive, Suite 300, Columbia MD 21045, has submitted a combined Remedial Investigation/Final Report concerning remediation of site groundwater contaminated with lead, heavy metals, solvents, BTEX, petroleum hydrocarbons and polycyclic aromatic hydrocarbons. The report demonstrated attainment of the Site-specific Standards and was approved by the Department on January 11, 2001.

PPL Generation LLC, Two North Ninth Street, Allentown, PA 18101-1179 has submitted a final report concerning the remediation of site soils contaminated with PCBs. The final report demonstrated attainment of the Statewide health standard, and was approved by the Department on December 5, 2000.

   Defense Depot Aircraft Maintenance Shop Closure Site, Fairview Township, York County. Defense Distribution Depot Susquehanna PA, 2001 Mission Drive, Suite 1, New Cumberland, PA 17070-5002 has submitted a remedial investigation report, baseline risk assessment report and a cleanup plan concerning remediation of site soils and groundwater contaminated with solvents. The reports were disapproved by the Department on December 7, 2000.

   Former Camp Hosiery Facility, City of Reading, Berks County. Camp L.P., 1801 North 12th Street, Reading, PA 19605, Greater Berks Development Fund, P. O. The final report demonstrated attainment of the Statewide health standard, and was approved by the Department on December 21, 2000.

   Pillowtex Site, Hanover Borough, York County. EPSYS Corporation, 1414 North Cameron Street, Suite A, Harrisburg, PA 17103 and Redevelopment Authority of the County of York, 144 Roosevelt Avenue, Suite 100, York, PA 17404 have submitted a Final Report concerning remediation of site soils and groundwater contaminated with PCBs, lead, heavy metals, pesticides, BTEX, and PAHs. The final report demonstrated attainment of the Statewide Health standard, and was approved by the Department on January 11, 2001.

   New Cumberland Substation (decommissioned), New Cumberland Borough, Cumberland County. PPL Generation LLC, Two North Ninth Street, Allentown, PA 18101-1179 has submitted a final report concerning the remediation of site soils contaminated with PCBs. The final report demonstrated attainment of the Statewide health standard, and was approved by the Department on January 11, 2001.

   Oley Industries, formerly Eastern Machine Products, City of Reading, Berks County. Oley Industries, Inc., 426 South Aubrey Street, Allentown, PA 18105 and HydroScience, Inc., 607 Washington Street, Reading, PA 19601 have submitted a combined remedial investigation and final report concerning remediation of site soils contaminated with heavy metals, solvents, BTEX, PHCs, and PAHs, and groundwater contaminated with solvents. The report did not demonstrate attainment of a combination of the Statewide health and site-specific standards, and was disapproved by the Department on January 11, 2001.

   Former ELCO USA Site, Smithfield Township, Huntingdon County. Vincent Uhl Associates, Inc., P. O. Box 93, Washington Crossing, PA 18977 and AVX Corporation, P. O. Box 867, Myrtle Beach, SC 29578 have submitted a remedial investigation report and cleanup plan concerning the remediation of site soils, groundwater, surface water and sediment contaminated with heavy metals, solvents and BTEX. The report was approved by the Department on December 18, 2000.

   All American Truck Plaza Carlisle, Middlesex Township, Cumberland County. Hydrocon Services, Inc., 2945 South Pike Avenue, ''Allentown, PA 18103 and All American Truck Plazas, Inc., Box 302, Bethel, PA 19507 have submitted a final report concerning the remediation of site sites contaminated with BTEX and PAHs. The final report demonstrated attainment of the Statewide health standard, and was approved by the Department on December 19, 2000.

   Permit No. PAD002312791.  Sunoco, Inc. (R&M), Margaret and Bermuda Streets, Philadelphia, PA 19137, was issued a RCRA Part B permit for the ten-year renewal of hazardous waste storage operations at their Frankford Plant located in the City of Philadelphia. (previous permittee/applicant). The permit was issued by the Southeast Regional Office on January 4, 2001.
