Design Professional Selections

   The Selections Committee for the Department of General Services (Department) will meet to consider selections of Design Professionals for the following projects:

   Project No. DGS 148-1--Construction of a Fish Passageway at the Fabridam in Sunbury, Shikellamy State Park, Sunbury, Northumberland County, PA. Construction Cost: $3,850,000. The scope of work includes, but is not limited to, a fish passageway by which fish can pass from downstream of the Sunbury Fabridam to upstream of the dam. It should be constructed of concrete and have velocity control mechanisms.

   Project No. DGS 401-52--Addition to Hartline Science Center, Bloomsburg University, Bloomsburg, Columbia County, PA. Total Construction Cost: $8,243,334. The scope of work includes, but is not limited to, a four-story addition which would include teaching lab suites with prep area and storage area, student work/study/meeting room, faculty offices and research laboratories.

   Project No. DGS 410-52--Addition to and Renovation of Grant Science Center, Mansfield University, Mansfield, Tioga County, PA. Total Construction Cost: $2,063,334. The scope of work includes, but is not limited to, replacement of the roof, windows and doors. Installation of air-conditioning; modernization of the planetarium and upgrade of the large lecture hall.

   Project No. DGS 411-59--Renovation of Osburn Hall, Millersville University, Millersville, Lancaster County, PA. Total Construction Cost: $3,802,000. The scope of work includes, but is not limited to, renovation of existing classroom, technology laboratories and office space including plumbing, mechanical, electrical and structural systems. Project will address lecture space, interactive learning, observation and research space, classrooms and student study space.

   Project No. DGS 412-49--Construction of Instructional Arts Facility, Shippensburg University, Shippensburg, Cumberland County, PA. Total Construction Cost: $16,554,167. The scope of work includes, but is not limited to, construction of a 2,500 seat instructional arts facility to house both the Music and Theatre Arts academic programs. The facility will include an orchestra pit, dressing area, dance studio, music practice rooms, lecture hall, seminar rooms, laboratory classrooms, faculty offices and a black box theatre.

   Project No. DGS 415-36--Renovation of Main School Building and Nine Cottages, Scotland School for Veterans' Children, Scotland, Franklin County, PA. Construction Cost: $3,418,000. The scope of work includes, but is not limited to, replacement of windows and flooring, installation of hydraulic elevator, replacement of sewer pumps, installation of new ceiling/lighting, electrical and plumbing upgrades as well as water damage repairs to Main School Building. Proposed Cottage renovations include new roofs, ventilation systems, new shower stalls and toilet partitions, new plumbing fixtures, upgrade electric/lighting, heating system repairs and exterior masonry repair.

   Project No. DGS 583-14--Renovate/Replace Heating System in Buildings No. 1 through No. 7, Ebensburg Center, Ebensburg, Cambria County, PA. Construction Cost: $4,200,000. The scope of work includes, but is not limited to, replacement of existing hot water radiant heating--located in the floor--with a new system providing a space conditioning hot water system which will interface with the existing energy management system utilizing stand-alone controls.

   Project No. DGS 960-27--Restoration of Exterior Masonry of Main Building, PA Soldiers' and Sailors' Home, Erie, Erie County, PA. Construction Cost: $917,000. The scope of work includes, but is not limited to, renewing broken/cracked/spalled brick. Repoint window sill, cast stone band course and corner joints.

   Project No. DGS FPS--Installation of Fire Protection Systems, Pennsbury Manor, Bucks County; Conrad Weiser Homestead, Berks County; Ephrata Cloister, Lancaster County and Brandywine Battlefield Historic Park, Delaware County, PA. Combined Construction Cost: $1,200,000. The scope of work includes, but is not limited to, installation of a double interlock pre-action, dry-pipe water suppression system at each location. The system shall be fully integrated with new fire detection systems recently installed at each site.

   Project No. DGS 996-15--Upgrade Visitor Center, Washington Crossing Historic Park, Washington Crossing, Bucks County, PA. Construct Cost: $1,877,000. The scope of work includes, but is not limited to, renovation of the existing Visitor Center Building comprised of auditorium, sales area, staff and public restrooms and administrative office space. Renovations include HVAC, electrical, plumbing, fire/security and roof system. Also included is construction of additional space. (See Special Note Under Requirements and Information Section regarding Design Expertise.)

   Project No. DGS 1101-25-31-35--Storm Water Drainage, Upgrade/Replacement of Sewer Treatment Plant; Water Distribution System Upgrade, Lincoln University, Chester County, PA. Combined Construction Cost: $9,748,000. The scope of work includes, but is not limited to, drainage collection/conveyance for central area of the University to alleviate ponding/flooding problems. Prepare study of existing sanitary sewer collection/treatment system. Work includes repair/replacement of treatment plant. Evaluation of present water distribution system prior to design of improvements. Work includes all parts of water supply/distribution system.

   Project No. DGS 1101-26-33--Boiler Plant and Steam Distribution System; Steam Boiler Replacement, Lincoln University, Chester County, PA. Combined Construction Cost: $6,958,000. The scope of work includes, but is not limited to, replacement of 4,000 linear feet of steam/condensate return lines including installation of new manholes and isolation valves for each building. Evaluate entire Boiler Plant and distribution system with replacement/repair/upgrade as necessary.

   Project No. DGS 1101-28-29-30--Communications and Electrical Distribution System Replacement, Communications Infrastructure, Campus Lighting, Lincoln University, Chester County, PA. Combined Construction Cost: $5,773,000. The scope of work includes, but is not limited to, replacement of 6,000 linear feet of electrical distribution including the installation of new substations, switchgear and manholes. Replace/expand communications infrastructure for data and telecommunications; provide emergency power/UPS for data/computer systems and evaluation of system to determine systems to be repaired/replaced. Replace/expand lighting system including fixtures, wiring, site and walkway improvements.

   Project No. DGS 1574-6--Electrical System Upgrades, State Correctional Institution, Cresson, Cambria County, PA. Construction Cost: $3,630,000. The scope of work includes, but is not limited to, complete renovation of electrical system including new main switchgear, emergency generator, dual electrical feeders and transformers.

Special Note--Design Expertise

   Firms applying for Project No. DGS 996-15 should note that Archaeology may be required. Professional must retain experienced archaeologist to perform this work.

   A Project Program, prepared by the Using Agency, is available for the following projects: DGS 148-1, DGS 401-52, DGS 410-52, DGS 412-49, DGS 415-36, DGS 583-14, DGS FPS, DGS 996-15 and DGS 1574-6. Project Programs are available on the Internet by clicking on the project number in the advertisement which can be accessed through the Public Works section on the Department's home page at www.dgs.state.pa.us. Instructions for Filing Application

   Professionals will not be considered by the Selections Committee (Committee) until all of the following requirements are met.

   (a)  Signed Form 150-ASP must be filed with the Department. The signature on Form 150-ASP must be an original signature. Consultants listed on the requesting professional firm's application, Form 150-ASP shall be deemed to be designated Key Consultants. Form 150-ASP, Application For Specific Project, may be obtained upon request to the Selections Committee, Department of General Services, Room 104, 18th & Herr Streets, Harrisburg, PA 17125, (717) 783-8468. The Form 150-ASP can be downloaded from the Professional Selections Web Site of the Department's Internet home page at http://www.dgs.state.pa.us. In addition, the Form 150-ASP can be obtained via e-mail by addressing a request to: pbianchi@state.pa.us.

   (b)  The requesting professional firm shall obtain from each consultant listed in Question 9, page 4 of the requesting professional firm's application (Form 150-ASP) a signed letter of certification on the consultant's letterhead, attesting to the firm's consent to participate in the requesting professional firm's application for the specific project. Signed letters of certification from consultants are required and constitute a part of the requesting professional firm's application for the specific project. The signature on the letter of certification must be an original signature.

   (c)  The requesting professional firm must submit six copies of Form 150-ASP, Application for Specific Project, for each project herein advertised in which the firm is interested and qualified to perform. At least one of the six copies submitted must contain all original signatures. For architectural projects and, when appropriate, for engineering projects, the Professional shall supply photographs showing a maximum of two different views of each of the three relevant projects described in Question 12, Pages 7--9 of the application. The requesting professional firm or joint venture firm must be the Professional of Record for the projects described in Question 12, Pages 7--9 of the application. It is not acceptable to list work performed by Key Consultants. The identification and appropriate supportive information concerning each photograph shall include the name, project title, location, and the name of the Professional of Record. Color photo copies are acceptable, however, renderings and brochures will not be accepted in lieu of photographs. The photographs shall be attached to each copy of the application. The pages of each copy of Form 150-ASP must be stapled with photographs and consultant's letters of certification followed by the resumes of Key Personnel (listed in Question 10 and/or 11 on Pages 5 and/or 6) included as the last section of the application. Do not bind the application in any way to any other documentation. Do not bind the application in a binder of any type.

   (d)  A complete project submission, which consists of documents described in paragraphs (a), (b) and (c) above, must be received on or before the close of business (5 p.m.) Friday, March 23, 2001, and addressed to the Selections Committee, Department of General Services, Room 104, 18th & Herr Streets, Harrisburg, PA 17125. Fax applications are not acceptable.

   Project submissions must be made on the Form 150-ASP. Applications submitted on any other form are unacceptable and will not be considered by the Committee.

   (e)  The Committee may at its discretion establish interviews with any or all of the Professionals who have requested consideration for appointment as designer for the above projects. If an interview is required, the Professional will be notified by the Committee as to the date, time and location.

   (f)  Additional information, in writing, may be requested by the Committee as required.

Additional Services--Indoor Air Quality Assessment Program and Hazardous Materials

   The Professional firm selected to design a project will be expected to perform and administer, when required by the Department as Additional Services, an Indoor Air Quality Assessment Program during Building or Renovation Commissioning and the sampling, testing, inspection and monitoring for removal of any asbestos, other hazardous waste or contaminants encountered during project design or construction, unless otherwise stated in the Scope.

   The Committee encourages responses from small firms, minority firms, women-owned firms and firms who have not previously performed state work, and will consider joint ventures, which will enable them to participate in this program.

   All applications submitted are subject to review by the Committee. The Committee disclaims any liability whatsoever as to its review of the applications submitted and in formulating its recommendations for selection. All recommendations for selection made by the Committee shall be final under to Act 57 of May 15, 1998.
