Finding

Cambria County

   Pursuant to the provisions of 71 P. S. Section 2002(b), the Secretary of Transportation makes the following written finding:

   The Department of Transportation plans to replace the existing Gallitzin Railroad Bridge carrying SR 1013 over the Norfolk Southern Railroad in the Borough of Gallitzin, Cambria County. The existing Gallitzin Railroad Bridge is a contributing element to the National Register eligible Gallitzin Borough Historic District. This project will require the acquisition of 0.30 ha (0.74 acre) from the approximately 12.0 ha (29.5 acre) Gallitzin Borough Historic District.

   Information describing the project together with the associated environmental analysis is contained in the Categorical Exclusion Evaluation/Section 2002 Evaluation that was prepared for this project.

   Based upon studies, there is no prudent and feasible alternative to the use of property from the National Register eligible Gallitzin Borough Historic District, and the removal of the contributing element (Gallitzin Railroad Bridge).

   I have considered the environmental, economic, social, and other effects of the proposed project as enumerated in Section 2002 of the Administrative Code, and have concluded that there is no feasible and prudent alternative to the project as designed, and all reasonable steps have been taken to minimize such effects.

   No adverse environmental effect is likely to result from the replacement of this bridge.
