Finding

Delaware County

   Under the provisions of section 2002(b) of The Administrative Code (71 P. S. § 2002(b)), the Secretary of Transportation makes the following written finding:

   The Department of Transportation (Department) plans to replace the existing Market Street Bridge over Amtrak's Northeast Corridor line and SEPTA's R-2 line in Marcus Hook Borough and Lower Chichester Township, Delaware County. The project will require the acquisition of land from the Marcus Hook Borough park. However, the total proposed Borough Parkland area will be increased by 14 sq. meters (151 sq. feet) due to the conversion of existing highway right-of-way to parkland.

   Impacts to the park will be mitigated by the deeding of land by the Department for additional park space and the replacement of recreation equipment. The area of disturbance will be graded and grass will be planted after construction of the new structure, approach roadway widening and Maiden Lane widening.

   The Secretary has considered the environmental, economic, social and other effects of the proposed project as enumerated in section 2002 of The Administrative Code, and has concluded that there is no feasible and prudent alternative to the project as designed, and all reasonable steps have been taken to minimize the effect.

   No adverse environmental effect is likely to result from the replacement of this bridge.
