   The Department of Environmental Protection (Department) has taken the following actions on applications received under the Safe Drinking Water Act for the construction, substantial modification or operation of a public water system.

   Plan Description:  The Plan Update Revision calls for the upgrade and expansion of the Authority's Main Wastewater Treatment Facility from a permitted capacity of 4.5 MGD to 8.2 MGD. The Main Wastewater Treatment Facility will continue to utilize the conventional extended aeration wastewater treatment process. The Authority's West End Wastewater Treatment Facility will be abandoned. A pump station will be constructed near the existing West End Wastewater Treatment Facility Site. Wastewater from this station will be conveyed through a proposed force main to the Authority's Main Wastewater Treatment Facility for ultimate treatment and discharge.

   The Plan Update Revision's selected wastewater disposal alternative also calls for the following:  separation of 37,000 LF of combined wastewater collection system lines; verification of 17,000 LF of previously separated combined wastewater collection system lines; replacement of 24 existing combined sewer overflow (CSO) structures with new control structures and systems; construction of two new, additional CSO structures and associated control systems; and the extension of existing wastewater collection system lines to properties currently using on-lot wastewater disposal systems in the Hillside Road and Cottage Hill East areas of the City of Pottsville. Implementation of the selected wastewater disposal alternative and operation of the existing and proposed facilities will be performed by the Authority with the cooperation of the municipalities previously specified in this correspondence.

   Financing of the proposed wastewater collection, conveyance and treatment systems is to be provided by the Pennsylvania Infrastructure Investment Authority (PennVEST). The projects are to be funded over two PennVEST funding application cycles.

   Implementation of the selected wastewater disposal alternative will require an NPDES Permit for the proposed effluent discharge. This permit application must be submitted in the name of the Authority. The proposed project will also require a Water Management Part II Permit for the construction and operation of the proposed sewage facilities. This permit application must also be submitted in the name of the Authority. The Department's review has also not identified any significant environmental impacts resulting from this proposal.

   Plan Description:  The approved plan provides for sewerage collection and wastewater treatment facilities within the Borough of Glen Campbell. A 30,000 gpd sewage treatment plant is to be constructed on the north side of S.R. 0286 along Brady Run at the intersection of S.R. 0286 and S.R. 0336. Discharge from the plant will be into Brady Run, latitude 40°81`67" and longitude 78°82`11", approximately. The selection of a collection system was wastewater treatment and discharge was the only feasible alternative, due to poor soil conditions for disposal systems in the Borough of Glen Campbell. Total project cost is estimated at approximately $1.2 million. The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. Any required NPDES Permits or WQM Permits must be obtained in the name of the municipality or authority as appropriate.

The following final reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).

   Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (Act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site where one of the Act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected.

   For further information concerning the final report, contact the Environmental Cleanup Program Manager in the Department Regional Office under which the notice of receipt of a final report appears. Drake, React Environmental Services, Inc., 6901 Kingsessing Ave., Philadelphia, PA 19142, on behalf of Produce Junction, Inc., P. O. Box 108, Glenolden, PA 19036, has submitted a Final Report concerning remediation of site groundwater contaminated with solvents. The report is intended to document remediation of the site to meet Background Standards.

   Drug Emporium Plaza, City of Philadelphia, Philadelphia County. David R. Kerschner, P.G., KU Resources, Inc., One Library Place, Duquesne, PA 15110, on behalf of Empor, L.P., c/o Phil Shelton, GE Capital Real Estate, 16479 Dallas Parkway, Addison, TX 75001, has submitted a Final Report concerning remediation of site soil contaminated with PCBs, BTEX, polycyclic aromatic hydrocarbons, solvents and SVOCs; and groundwater contaminated with lead, heavy metals, BTEX, polycyclic aromatic hydrocarbons, solvents and SVOCs. The report is intended to document remediation of the site to meet Site-Specific Standards.

   Luzerne County Transportation Authority--Lead Remediation, Kingston Borough, Luzerne County. LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).

   Provisions of 25 Pa. Code § 250.8, Administration of the Land Recycling and Environmental Remediation Standards Act (Act) requires the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the remediation standards of the Act. Plans and reports required by provisions of the Act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation, concentration of regulated substances in environmental media; benefits of refuse of the property and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. A cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.
