Availability of Technical Guidance

   Technical guidance documents are on the Department of Environmental Protection's (Department) website (www.dep.state.pa.us) at the Public Participation Center page. The ''January 2003 Inventory'' heading is the Governor's list of nonregulatory guidance documents. The ''Final Documents'' heading is the link to a menu of the various Department bureaus and from there to each bureau's final technical guidance documents. The ''Draft Technical Guidance'' heading is the link to the Department's draft technical guidance documents.

   The Department will continue to revise its nonregulatory documents, as necessary, throughout 2003.

Ordering Paper Copies of Department Technical Guidance

   The Department encourages the use of the Internet to view guidance documents. When this option is not available, persons can order a bound paper copy of the latest inventory or an unbound paper copy of any of the final documents listed on the inventory by calling the Department at (717) 783-8727.

   In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

Changes to Technical Guidance Documents

   Following is the current list of recent changes. Persons who have any questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.

Interim Technical Guidance--Substantive Revisions to Technical Guidance

   DEP ID: 550-2100-008. Title: Interim Policy for NPDES Permits for Stormwater Discharges Associated with Construction Activities at Oil and Gas Wells. Description: The interim guidance provides instruction for determining when an NPDES permit is needed for a stormwater discharge associated with construction activities at an oil and gas well. The original guidance was effective March 17, 2001. On December 20, 2002, the Environmental Protection Agency issued new guidance on common plan of development and final stabilization. In turn, this interim guidance was prepared, revising the original document to be consistent with these new guidelines, and to recognize the difference between oil and gas producing states and the size of typical drilling units in this Commonwealth. Draft Technical Guidance--Substantive Revision

   DEP ID: 362-0300-007. Title: Alternate Systems Guidance. Description: The Alternate Systems Guidance applies to the siting, design and construction of alternate onlot sewage treatment systems proposed under the requirements of 25 Pa. Code § 73.72 (relating to alternate sewage systems). The Department periodically updates this technical guidance to revise existing information and to provide current technical standards for other alternate systems. The currently proposed revision adds a new listing for aerobic tank systems, expands the approved uses of the CO-OP RFS III system and makes editorial changes intended to improve the readability and accuracy of the document.
