STATE CONTRACTS INFORMATION
DEPARTMENT OF GENERAL SERVICES

   Act 266 of 1982 provides for the payment of interest penalties on certain invoices of "qualified small business concerns". The penalties apply to invoices for goods or services when payments are not made by the required payment date or within a 15 day grace period thereafter.
   Act 1984-196 redefined a "qualified small business concern" as any independently owned and operated, for-profit business concern employing 100 or fewer employees. See 4 Pa.Code § 2.32. The business must include the following statement on every invoice submitted to the Commonwealth: "(name of business) is a qualified small business concern as defined in 4 Pa. Code 2.32."
   A business is eligible for payments when the required payment is the latest of:
      The payment date specified in the contract.
      30 days after the later of the receipt of a proper invoice or receipt of goods or services.
      The net payment date stated on the business' invoice.
   A 15-day grace period after the required payment date is provided to the Commonwealth by the Act.

RFP-10030026 Architectural Services to construct student apartments: Services required will include all design, bid preparation, bid participation and construction observation and closeout responsibilities. Services include but are not limited to appropriate architectural, engineering and consulting for this project. The site is adjacent to the western side of the University's main campus. The apartment complex will be expected to be 4 story wood-framed constructions. The apartment complex will have between 400 and 550 beds typically in apartments with 4 single bedrooms and 2 bathrooms and single bedrooms with 3 bathrooms. In addition, a community building will be constructed for common meeting space and mail facilities potentially with apartments above the common areas. OSM 17(7004)101.1 Mine Subsidence Control Project, Owens Cemetery. The principal items of work and approximate quantities include 236 linear feet of overburden drilling and casing, steel or PVC, 142 linear feet of four-inch (4") air rotary drilling, 230 linear feet of furnishing and installing four-inch (4") nominal steel or PVC injection casing, sealing 12 boreholes, supply, delivery, and injection of grout material that includes 1,860 bags of cement, 620 tons of flyash, and 20 tons of stone. IN-856 WMD Facilities, Renovations to Walsh This project is for renovations to Walsh Hall to create a Weapons of Mass Destruction Degree Program Facility. OVR RFP 2004-2 The Office of Vocational Rehabilitation (OVR) will award one grant to provide for the planning, coordination, and implementation of a Statewide Independent Living Training program. The grantee will provide a minimum of two trainings per year to staff and customers of the seventeen (17) Centers for Independent Living in PA, OVR personnel, and others as appropriate. Eligible applicants are individuals, for-profit or non-profit organizations, governmental agencies with experience in providing training services and demonstrable experience with the needs of persons with disabilities. Athletic Weight Training Facility Millersville University of PA of the State System of Higher Education - Request for Information (RFI): The purpose of this Request for Information (RFI) is to obtain information for the planning phase of a pre-engineered facility at Millersville University. The information obtained will be used to develop a bid packet for the actual construction of the facility. This facility will be an athletic weight room, approximately 5,000 SF, with bathrooms and possibility a locker room. The University has scheduled the construction for summer 2004.
