Proposed Exchange of Subsurface Oil, Gas and Mineral Rights

   The Department of Conservation and Natural Resources (Department), acting through the Bureau of Forestry (Bureau), and John Young of Ithaca, NY, are proposing to negotiate an exchange of subsurface oil, gas and mineral interests in Potter County.

   The Bureau is proposing to acquire from John Young nine tracts of oil, gas and mineral rights in East Fork District, Wharton, Summit and Sylvania Townships. These interests comprise a total of approximately 4,284 net acres beneath current State forest lands.

   In return, the Bureau proposes to convey to John Young three tracts of oil, gas and mineral rights in Pike, Ulysses and West Branch Townships, comprising a total of approximately 3,975 net acres. The current surface ownership is privately held.

   As is the policy of the Department, the public is notified of this proposed exchange. A 30-day period for public inquiry or comment will begin April 19, 2004, and end May 18, 2004. Oral or written comments or questions concerning this proposed exchange should be addressed to Daniel A. Devlin, Chief, Forest Resource Planning and Information Division, Bureau of Forestry, P. O. Box 8552, Harrisburg, PA 17105-8552, (717) 787-2105. Oral and written comments will become part of the official document used in the final decision process.

   If, in the duration of the 30-day comment period, a significant amount of public concern develops, the Secretary of the Department may schedule a public informational meeting.
