STATE CONTRACTS INFORMATION
DEPARTMENT OF GENERAL SERVICES

   Act 266 of 1982 provides for the payment of interest penalties on certain invoices of "qualified small business concerns". The penalties apply to invoices for goods or services when payments are not made by the required payment date or within a 15 day grace period thereafter.
   Act 1984-196 redefined a "qualified small business concern" as any independently owned and operated, for-profit business concern employing 100 or fewer employees. See 4 Pa.Code § 2.32. The business must include the following statement on every invoice submitted to the Commonwealth: "(name of business) is a qualified small business concern as defined in 4 Pa. Code 2.32."
   A business is eligible for payments when the required payment is the latest of:
      The payment date specified in the contract.
      30 days after the later of the receipt of a proper invoice or receipt of goods or services.
      The net payment date stated on the business' invoice.
   A 15-day grace period after the required payment date is provided to the Commonwealth by the Act.

6000058321 The Engineering and Construction Management System (ECMS) was implemented to automate PENNDOT's design, bidding and construction processes. The ECMS system recently underwent a technology refresh that updated both system hardware and software. The ECMS system has experienced short periods of unscheduled downtime that the department has deemed to be unacceptable. The objective of this statement of work is to reduce the level of system downtime by implementing system redundancy. The department is requesting a technical resource to evaluate the current project's architecture, develop recommendations for system redundancy and assist in the testing and implementation of those recommendations. Required skill set of Technical Resource: must have a full understanding of failover capabilities for both web and database scenarios and server availability indexes and how to manipulate them; must have in-depth knowledge of troubleshooting redirect issues and cluster statistics setup and monitoring; must have familiarity with all pertinent notes.ini settings. Overall, the individual(s) should have recent hands-on experience at a functional level that resulted in a successful implementation of redundancy for an enterprise application. Required Deliverables: evaluation of current system architecture; develop recommendation for implementing redundancy; participate in failure scenario testing of redundancy; assist in creating a detailed implementation plan; assist in implementation of redundancy; document all hardware and software configuration changes.

Collective #: CN00011202 This contract will provide the manpower, equipment, and incidental guide rail material for the installation of approximately 15,000 linear feet of strong post guide rail. All guide rail material will be supplied by the Department except for the bolts, nuts, washers, rotating brackets, connection plates, anchor bolts, concrete for the end treatments, and end anchorages. The Contractor will pick up and deliver the material to various worksites, while the Department shall be responsible for any grading of shoulder stabilizations, prior to the placement of the guide rail by the Contractor. 62-0080 West Chester University of Pennsylvania of the State System of Higher Education is soliciting sealed bids in the Construction Procurement Office, 201 Carter Drive, Suite 201, West Chester University, West Chester, PA 19383 for Project 62-0080 - Addition and Renovations - Lawrence Dining Facility. Work included under this project consists of a two-story addition to the existing Lawrence Dining Facility on the campus of West Chester University in West Chester, Pennsylvania. The project contains several food service venues with related seating areas; convenience store, student lounge area and office suite and includes minor alterations to the existing Lawrence Hall and related site work.
