STATE CONTRACTS INFORMATION
DEPARTMENT OF GENERAL SERVICES

   Act 266 of 1982 provides for the payment of interest penalties on certain invoices of "qualified small business concerns". The penalties apply to invoices for goods or services when payments are not made by the required payment date or within a 15 day grace period thereafter.
   Act 1984-196 redefined a "qualified small business concern" as any independently owned and operated, for-profit business concern employing 100 or fewer employees. See 4 Pa.Code § 2.32. The business must include the following statement on every invoice submitted to the Commonwealth: "(name of business) is a qualified small business concern as defined in 4 Pa. Code 2.32."
   A business is eligible for payments when the required payment is the latest of:
      The payment date specified in the contract.
      30 days after the later of the receipt of a proper invoice or receipt of goods or services.
      The net payment date stated on the business' invoice.
   A 15-day grace period after the required payment date is provided to the Commonwealth by the Act.

OSM 56(0775)102.1 Abandoned Mine Reclamation Project, Listie South. The principal items of work and approximate quantities include 1,750 linear feet of subsurface drain, 141,000 cubic yards of grading, 14 acres of seeding and 2,585 trees for planting. This project issues on January 30, 2004 and bids will be opened on February 24, 2004 at 2:00 p.m. Payment in the amount of $10.00 must be received before bid documents will be sent. This project is financed by the Federal Government under the authority given it by P.L. 95-87 dated August 3, 1977, ''The Surface Mining Control and Reclamation Act of 1977,'' and is subject to that Law and to the Federal Grant for this project.

01-500-2004 Request For Information: Severity Adjustment Systems. In order to ensure that the Pennsylvania Health Care Cost Containment Council adopts and maintains both scientifically credible and cost-effective methodology to collect and disseminate data collecting provider quality and effectiveness, the Council is issuing a Request For Information on severity adjustment systems/methodologies. The purpose of this RFI is to obtain information on risk adjustment/severity adjustment systems that would allow the Council to analyze the performance, reliability, operational-cost, and financial viability of these systems with regard to meeting the Council's data collection and reporting requirements. KUFR-0011 Kutztown University is seeking qualified firms for an open-ended requirements contract to perform Environmental Hazard Abatement as needed in support of on-going construction projects.
