STATE CONTRACTS INFORMATION
DEPARTMENT OF GENERAL SERVICES

   Act 266 of 1982 provides for the payment of interest penalties on certain invoices of "qualified small business concerns". The penalties apply to invoices for goods or services when payments are not made by the required payment date or within a 15 day grace period thereafter.
   Act 1984-196 redefined a "qualified small business concern" as any independently owned and operated, for-profit business concern employing 100 or fewer employees. See 4 Pa.Code § 2.32. The business must include the following statement on every invoice submitted to the Commonwealth: "(name of business) is a qualified small business concern as defined in 4 Pa. Code 2.32."
   A business is eligible for payments when the required payment is the latest of:
      The payment date specified in the contract.
      30 days after the later of the receipt of a proper invoice or receipt of goods or services.
      The net payment date stated on the business' invoice.
   A 15-day grace period after the required payment date is provided to the Commonwealth by the Act.

RFP PASSHE-QAR-2005-1 The Pennsylvania State System of Higher Education (System), through the Office of the Chancellor, expects to centrally contract with 2 or more firms to be available on an as-needed basis to perform Quality Assurance Reviews of Construction Plans and Specifications (QA Reviews and Related Services) for projects that will occur throughout the System. Proposers shall be current and experienced providers of the types of services desired and shall have proven and documented methodologies, procedures, and checklists for the performance of the types of services desired. The System includes the Commonwealth's 14 state-owned universities located throughout Pennsylvania, Dixon University Center in Harrisburg, and various branch campuses and other facilities operated by the Universities. Anticipated work includes reviews for various projects undertaken by the System and its Universities associated with the construction and renovation of higher education facilities. WC 843 West Chester University of Pennsylvania of the State System of Higher Education is issuing Request for Proposal WC 843 - Custodial Management Services. The University is seeking technical expertise and management resources to improve custodial productivity, cost effectiveness and service level of its custodial department while accomplishing the above in the timeframe necessary to meet the management needs of West Chester University. The University wishes to retain the services of a management company immediately, under the overall direction and control of the Interim Executive Director of Facilities Management. The successful contractor will manage the day-to-day custodial operations; consult with West Chester University as to how to improve custodial operations and develop custodial policies; improve custodial service responsiveness and identify and provide programs to achieve quality service. A mandatory Pre-Proposal Conference will be held on August 31, 2005 at 3:00 p.m. in the Philips Board Room at 700 South High Street, West Chester, PA. Parking is available at the Sharpless Street Parking Garage. The purpose of this Pre-Proposal Conference is to clarify any questions or issues concerning this Request for Proposal. RGA #2006-RSSE Regional Summer Schools of Excellence (RSSE) programs must target gifted and/or talented youth in elementary, middle and/or secondary levels. They must be enrichment programs offering curriculum activities not ordinarily available in local schools during the school year. The programs may concentrate on a single discipline, an integration of discipline, or be multidisciplinary in scope. Eligible RSSE grant applications are: intermediate units; school districts (serving student in more than one district, except in large cities); colleges or universities; not for profit regional chapters or councils for the arts; culture and/or educational organizations; or consortia of two or more of the above. Applicants may apply for grants to launch new programs or expand or update existing programs. This grant is highly competitive.
