Availability of Technical Guidance

   Technical guidance documents are on the Department of Environmental Protection's (Department) website: www.dep.state.pa.us (DEP Keyword: Participate). The ''Current Inventory'' heading is the Governor's list of nonregulatory guidance documents. The ''Final Documents'' heading is the link to a menu of the various Department bureaus and from there to each bureau's final technical guidance documents. The ''Draft Technical Guidance'' heading is the link to the Department's draft technical guidance documents.

   The Department will continue to revise its nonregulatory documents, as necessary, throughout 2005.

Ordering Paper Copies of Department Technical Guidance

   The Department encourages the use of the Internet to view guidance documents. When this option is not available, persons can order a bound paper copy of the latest inventory or an unbound paper copy of any of the final documents listed on the inventory by calling the Department at (717) 783-8727.

   In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

Changes to Technical Guidance Documents

   Following is the current list of recent changes. Persons who have questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.

Final Guidance

   DEP ID:  257-0900-011. Title:  Storage Tank Modification and Maintenance Issues. Description:  This guidance document specifies the classification of various storage tank system modification and maintenance activities and when certified inspectors/installers are required. Notice of availability of the draft substantive revisions to the document were published at 35 Pa.B. 2691 (April 30, 2005) under the Document ID No. 393-0900-011. Comments were accepted on the document from April 30, 2005, through May 31, 2005. The Department received comments on the draft substantive revisions, which are addressed in the final guidance document. Interim Final Guidance

   DEP ID:  392-0900-001. Title:  Nutrient and Sediment Reduction Credit Trading Interim Final Policy and Guidelines. Description:  This guidance provides interim policy and guidelines for the trading of nutrient and sediment reduction credits. The purpose of the appendix is to provide additional program specific information regarding the use and incorporation of nutrient trading in the Chesapeake Bay watershed. Additional appendix documents will follow as trading is implemented Statewide. Written Comments:  Interested persons may submit written comments on this interim final technical guidance document by November 18, 2005. Comments submitted by facsimile will not be accepted. The Department will accept comments submitted by e-mail. A return name and address must be included in each e-mail transmission. Written comments should be submitted to the Department of Environmental Protection, Water Planning Office, P. O. Draft Technical Guidance:

   DEP ID:  274-0300-005. Title:  Applicability Determination for Continuous Source Monitoring Manual Revision No. 8. Description:  This guidance document applies to the owners of monitored sources that must comply with the requirements of 25 Pa. Code § 139.102(3) (relating to references), which are identified and described in the Department's Continuous Source Monitoring Manual--Revision No. 8 (Manual) (DEP ID 274-0300-001). The guidance document proposes the applicability of requirements specified in the Manual, including the dates in which certain industrial and utility sources are required to install, operate, and maintain monitoring systems to continuously monitor emissions of key pollutants and/or operational parameters to demonstrate compliance with emission standards or operational criteria. Note:  The Manual is currently open for public comment. See 35 Pa.B. 5052 (September 10, 2005). The Department will accept comments on the Manual until October 25, 2005. Written Comments: Interested persons may submit written comments on this draft technical guidance document by October 31, 2005. Comments submitted by facsimile will not be accepted.
