Beneficial Use of Waste Foundry Sand; Renewal of General Permit WMGR019

   Under the regulatory authority of 25 Pa. Code § 287.611 (relating to authorization for general permit) of the residual waste regulations and the statutory authority of the Solid Waste Management Act (35 P. S. §§ 6018.101--6018.1003), the Department of Environmental Protection (Department) is proposing a General Permit for the processing and beneficial use of waste foundry sand.

   This proposed General Permit will provide for the beneficial reuse of waste foundry sand as a material in construction, as an ingredient in concrete and asphalt manufacturing and as a soil additive or soil substitute. Proposed WMGR019 will reduce the amount of waste foundry sand being disposed of in landfills by providing a mechanism to divert the waste to a more productive, beneficial use. This General Permit will consolidate and streamline the provisions of two existing general permits, by combining the various potential end uses under one permit employing a common set of operating conditions.

   Comments concerning the General Permit should be directed to Cuong Vu, Division of Municipal and Residual Waste, Bureau of Waste Management, Rachel Carson State Office Building, P. O. Box 8472, Harrisburg, PA 17105-8472, (717) 787-7381. Public comments must be received by July 5, 2007.
