Availability of Technical Guidance

   Technical guidance documents are available on the Department of Environmental Protection's (Department) website at www.depweb.state.pa.us (DEP Keywords: Technical Guidance). The ''Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final technical guidance documents are posted. The ''Draft Technical Guidance'' heading is the link to the Department's draft technical guidance documents.

   The Department will continue to revise its nonregulatory documents, as necessary, throughout 2007.

Ordering Paper Copies of Department Technical Guidance

   The Department encourages the use of the Internet to view and download technical guidance documents. When this option is not available, persons can order a paper copy of any of the Department's draft or final technical guidance documents by contacting the Department at (717) 783-8727.

   In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

Changes to Technical Guidance Documents

   Following is the current list of recent changes. Persons who have questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.

Interim Final Technical Guidance

   DEP ID: 560-5000-001. Title: Mine Drainage Treatment Trust Real Property Disposition Guidelines. Description: This guidance document describes the process to be followed when real property held in a mine drainage treatment trust is to be liquidated, including guidelines for the trustee and the Department to follow in the management and liquidation of real property assets in a treatment trust. The guidance applies to all existing and future mine drainage treatment trusts established to fund the long-term treatment of postmining discharges. Written comments: The Department is seeking comments on interim final technical guidance #560-5000-001. Interested persons may submit written comments on this interim final technical guidance document by August 6, 2007. Comments submitted by facsimile will not be accepted. The Department will accept comments submitted by e-mail. A return name and address must be included in each e-mail transmission. Written comments should be submitted to Joseph G. Draft Technical Guidance

   DEP ID: 270-0810-005. Title: Guidance Document for the Pennsylvania Clean Vehicles (PCV) Program. Description: The PCV Program, 25 Pa. Code Chapter 126, Subchapter D (relating to Pennsylvania clean vehicles program), and requires that all new automobiles and light duty trucks (8,500 lbs GVWR or less)(collectively referred to herein as light-duty vehicles) for model year 2008, and subsequent model years, are those certified by the California Air Resources Board (CARB). The PCV program also requires automakers, for each model year, to comply with average fleet emissions of nonmethane organic gasses from all of their subject vehicles offered for sale within this Commonwealth for that model year. Additionally, the PCV program requires certain vehicle recall and warranty provisions consistent with the California Low Emissions Vehicle program. This document will provide implementation and operation guidance to automobile manufacturers, dealers, title issuing agents and the general public entities affected by the PCV program.
