Director Sought for the Independent Fiscal Office

 The members of the Pennsylvania Independent Fiscal Office Selection and Organization Committee, established by Act 120 of 2010, are accepting applications from any individual interested in serving as director of the Independent Fiscal Office.

 The director, who shall be appointed to a term of six years, will be responsible for establishing the office, hiring personnel, and carrying out the duties of the office which include preparing revenue estimates, providing an annual assessment of the state's fiscal condition, developing performance measures for programs and departments, analyzing tax and revenue proposals submitted by the governor, establishing a web site, and analyzing various elements of state law impacting state finances. Additional detail regarding the duties of the director can be found in Act 120 of 2010.

 The Selection and Organization Committee has established the following criteria to guide the process of choosing the IFO's first director.

 The ideal candidate:

 • Must be willing to work full-time at the State Capitol in Harrisburg.

 • Holds an advanced degree in a field such as economics, public finance, management or other area that emphasizes quantitative analysis.

 • Has professional experience related to public sector budget processes or public financial management.

 • Has a proven ability to manage functions such as:

   • Interpretation and analysis of financial data, accounts and system processes.

   • Quantitative modeling techniques to develop state revenue and budget projections.

   • Evaluation of performance of public policy programs to improve the effective and efficient use of taxpayer dollars through performance measures.

   • Submission of an operational budget request.

 • Exhibits exceptional communication skills; specifically demonstrates that he or she will be able to communicate with the General Assembly, the press and the public.

 • Has experience in managing personnel, policies and other issues and in submitting an operational budget request.

 • Is knowledgeable about federal and state funding sources.

 • Has experience in reviewing and analyzing government budgets and tax policies.

 • Has integrity and good moral character and passes a standard executive-level background check.

 • Will work to ensure diversity in hiring practices.

 The salary for this position, which will be determined by the Selection and Organization Committee pursuant to the final 2011-12 state budget, shall be commensurate with the qualifications and experience of the selected candidate.

 The bipartisan, bicameral Selection and Organization Committee includes the President Pro Tempore of the Senate, the Speaker of the House, the four caucus floor leaders, and the four Appropriations Committee chairs.

 The appointment of a director shall be made without regard to political affiliation and solely on the basis of fitness to perform the duties of the office based on the qualifications listed above.
