 On September 27, 2010, David A. Rogers, license no. RS291662, of Philadelphia, Philadelphia County, had his license revoked based on his making a substantial misrepresentation regarding a competing offer that did not exist, failing to deal honestly and in good faith with respect to representation to the buyer's agent that there was a bona fide competing offer for the property when in fact the competing offer had been fabricated, engaging in conduct during a real estate transaction by fabricating a written offer to purchase property to increase the purchase price of his own property, which demonstrates bad faith, dishonesty, untrustworthiness or incompetency, by knowingly being a party to a material false or inaccurate representation in a writing, regarding a real estate transaction, in which he is acting in representative capacity by fabricating a written offer to purchase the property in order to increase the purchase price of his own property.

 This final order represents the State Real Estate Commission's (Commission) final decision in this matter. It may be appealed to the Commonwealth Court of Pennsylvania by the filing of a petition for review with that court in accordance with the Pennsylvania Rules of Appellate Procedure. Individuals who take an appeal to the Commonwealth Court must serve the Commission with a copy of their petition for review. The Commission contact for receiving service of the appeals is the previously-named Commission counsel.
