GP5-63-00934C: MarkWest Liberty Midstream and Resources, LLC (1515 Arapahoe Street Tower 2, Suite 700, Denver, CO 80202-2126) on August 11, 2011, to account for the existing oxidation catalysts on all existing compressor engines, account for the operation of a single dehydrator and 0.75 MMBtu/hr reboiler, and to increase natural gas throughput of their dehydrator to 40 MMscf/day at their Godwin Compressor Station, located in Canton Township, Washington County. The facility is a major facility due to its potential to emit of particulate matter less than 10 microns in diameter. Therefore, the facility is subject to the Title V Operating Permit requirements adopted in 25 Pa. Code Chapter 127, Subchapter G. The facility is also subject to the Compliance Assurance Monitoring Rule (CAM) found in 40 C.F.R. Part 64. Appropriate permit conditions to address the applicable CAM requirements have been included in the permit.

This action is a renewal of the State Only Operating Permit. The initial permit was issued on 6-30-2006. The permit is for the operation of their 4-ton batch asphalt consisting of a hot oil heater, cyclone, baghouse, and stack. The permit will include monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

15-00122: Kennett Square Specialties, LLC, (556 E. South Street, P. O. Box 652, Kennett Square, PA 19348) On August 8, 2011, for issuance of an initial State Only Synthetic Minor Operating Permit to operate a spent shiitake mushroom growth media fired boiler rated at 9.6 MM Btu/hr (boiler) at the Kennett Square Specialties mushroom substrate and spawn production facility located at 556 E. South Street, Kennett Township, Chester County. Plan Approval, 15-0122A is being incorporated into the facility's initial operating permit, 15-00122. This Operating Permit shall include monitoring and recordkeeping requirements to ensure that this facility complies with all applicable air quality regulations.

09-00214: Haddon Window LLC. (1211 Ford Rd, Bensalem, PA 19020-4518) On August 8, 2011, for operation of a door painting facility in Bensalem Township, Bucks County. This action is to issue a new operating permit, number 09-00214, based on plan approval 09-0214. There are operational limitations (operation hours, as well as throughput) in place to ensure compliance with the applicable regulations. Particulate matter emissions will be controlled by a single bank of panel filters that are designed to capture 90% of the overspray.
