Right-to-Know Law; Statement of Policy

 Under section 502(a)(2) of the Right-to-Know Law (65 P. S. § 67.502(a)(2)), as enacted February 14, 2008 (P. L. 6, No. 3), the Legislative Reference Bureau (Bureau) is charged with designating the open-records officer of each legislative service agency other than the Senate and the House of Representatives. This statement of policy adds the Independent Fiscal Office and updates contact information for several nonadjudicative legislative service agencies. The Bureau, under section 504(a) of the Right-to-Know Law (65 P. S. § 67.504(a)), amends § 31.2 (relating to open-records officers) to read as set forth in Annex A.

Effective Date

 This statement of policy is effective upon publication.

§ 31.2. Open-records officers.

 (a) Designation.

 (1) Under section 502(a)(2) of the law (65 P. S. § 67.502(a)(2)), the Bureau will coordinate with each nonadjudicative legislative service agency to do one of the following:

 (i) Accept the nonadjudicative legislative service agency's designation of the open-records officer.

 (ii) Designate the head of the nonadjudicative legislative service agency as the open-records officer.

 (2) The designations under paragraph (1) are as follows:

 (i) The Bureau's designation is set forth in § 31.12 (relating to contact information).
