 1) a temporary road crossing using a timber mat bridge, two 6 inch flex steel gas lines, one 24 inch gasline, one 16 inch steel waterline, and one electric/fiber optic line impacting 147 linear feet of Wendell Run (EV, MF) and 3243 square feet of the adjacent palustrine emergent (PEM) wetland (White Pine PA Quadrangle 41°25`45"N 77°12`26"W).

 The project will result in 147 linear feet of temporary stream impacts and 0.07 acres of temporary wetland impacts all for the purpose of installing a natural gas and water pipelines with associated access roadways for Marcellus well development.

EROSION AND SEDIMENT CONTROL

Public Hearing Notice and Notice of Intent to
Issue a Hazardous Waste Permit

 The Commonwealth of Pennsylvania, Department of Environmental Protection (DEP) intends to issue to World Resources Company, Inc. (WRC) a Solid Waste Management Act Permit. This permit is a renewal of the permit to operate a Hazardous Waste storage and treatment facility. The Norwegian Township World Resources Company facility, located in Schuylkill County, Pennsylvania, is a treatment and storage facility for the production of non-ferrous and precious metal concentrate products from the recycling of residual and hazardous electroplating wastewater treatment sludges F006 and F019 residuals and solutions, D002, D004-D010, F007-F009. Concentrates are sold internationally to the smelting and refining industry as direct substitute for conventional metal ore concentrates.

 The public will be given forty-five (45) days to comment on the draft permit, issued January 27, 2012 and prepared under the Solid Waste Management Act. The comment period will begin on January 30, 2012 and will end on March 14, 2012. Any person interested in commenting on the application or draft permit must do so within this comment period.  All persons wishing to comment on any of the permit conditions or permit application should submit the comments in writing to the Department of Environmental Protection (DEP), Waste Management Program, 2 Public Square, and Wilkes-Barre, PA 18701-1915; Attention William Tomayko, Regional Solid Waste Manager. Comments should include all reasonably available references, factual grounds and supporting materials.

 A public hearing is scheduled for February 28, 2012 from 6:00—8:00 PM. The hearing will be held at the Schuylkill Intermediate Unit School located at 17 Maple Ave., Mar Lin, 17951 for the purpose of accepting public written or oral statement or data regarding this draft permit. The public hearing will be held on the Departm2ent of Environmental Protection's draft permit for Hazardous Waste storage and treatment.

 When making a determination regarding the issuance of a hazardous waste permit to World Resources Company, Inc., the Department of Environmental Protection will consider all written comments received during the comment period, and oral or written statements received during the public hearing, the requirements of the hazardous waste regulations of 25 Pa. Code Chapter 260—270 and the Department of Environmental Protection's permitting policies.

Notice of Public Hearing for the NPDES Permit Application for Stormwater Discharges Associated with Construction Activities Submitted by

 The Department of Environmental Protection (DEP) will hold a public hearing to accept comments on a National Pollutant Discharge Elimination System (NPDES) permit application for the discharge of stormwater associated with construction activities submitted by Mr. Lewis Martin. Mr. Martin is proposing to disturb 8.24 acres for the purpose of constructing two poultry houses at his property located in West Pennsboro Township, Cumberland County. The proposed facility is located within the Big Spring Creek watershed.

 The hearing will be held on Tuesday, March 6, 2012, from 7 to 9 p.m. at the Cumberland County Conservation District office, 310 Allen Road, Carlisle, PA 17013.

 During the public hearing, individuals will have an opportunity to present up to five minutes of oral testimony regarding the proposal. Written comment will also be accepted and can be mailed to Valerie Marx at DEP's South-central Regional Office, 909 Elmerton Ave., Harrisburg, PA 17110 through the close of business March 21, 2012. DEP will provide a written response to all significant testimony or written comment provided during the public hearing and public comment period. The Department will consider all comments in review of the application.

Abandoned Mine Land Construction Contract

Moshannon District Mining Office: 186 Enterprise Drive, Philipsburg, PA 16866, 814-342-8200

RES Coal LLC, GFCC No. 14-10-01, Hale #2 Operation, Rush Township, Centre County (Moshannon Creek—Upper West Branch Watershed): A no-cost construction contract has been awarded to RES Coal, LLC that will result in the reclamation of approximately 9.4 acres of abandoned mine land, the reclamation of 900-feet of abandoned highwall, the daylighting and reclamation of 2.7 acres of abandoned underground mines and the recovery of approximately 20,575 tons of remaining coal reserves. The site will be reclaimed and regraded to approximate original contour. Alkaline addition in the form of waste lime will be added to the mining area. A total of at least 6,500 tons of alkaline waste lime will placed on the site. The estimated value of the reclamation work is $175,700 which will be done at no cost to the Commonwealth. The site is located approximately 1/2 mile northeast of Hale on lands formerly mined and subsequently abandoned by Elliot Coal Mining Company, Inc., in the late 1960's. Blasting has been approved as part of the reclamation activities. Refuse reprocessing is prohibited at the site.
