2013 Action Plan Amendment

 The Department of Community and Economic Development (Department) proposes to amend the Commonwealth's Action Plan for Federal Fiscal Year (FFY) 2013 and the Program Year that started on January 1, 2013. The 2013 Action Plan is an update of the Commonwealth's Consolidated Plan for FFY 2009-2013.

 The 2013 Action Plan updates documents previously submitted to the United States Department of Housing and Urban Development (HUD). These documents include the nonhousing community development plan and any changes that the Department may have implemented concerning the HUD programs administered by the Commonwealth. The Federal programs administered by the Department are the Community Development Block Grant (CDBG), HOME Investment Partnerships, Emergency Solutions Grant (ESG), Housing Opportunities for People with AIDS (HOPWA), Neighborhood Stabilization Program and Community Development Block Grant—Disaster (CDBG-DR). This plan was submitted to HUD's Philadelphia Field Office on January 15, 2013, and may be found on the Department's web site at http://www. newpa.com/webfm_send/2928.

 This notice is to inform the citizens, local governmental officials and interested organizations of this Commonwealth that a minor amendment is being made to the 2013 Action Plan as submitted. This amendment does not constitute a substantial amendment as described in the Commonwealth of Pennsylvania's Citizen Participation Plan to Develop the Consolidated Plan and Related Documents. This has been determined because the amendment only identifies the actual allocations for the HUD funded programs, as they are listed. There is no change in priorities of the programs listed, the goal statements or method of distribution of HUD funds.

Amendment

 On May 29, 2013, HUD's Community Planning and Development Office announced the formula funding allocations for 2013. This announcement identified the actual funding amounts the 2013 Formula Grants received by the Commonwealth, will realize. The amounts listed in the original Action Plan were estimates based on the previous year's allocations. The following is the actual 2013 Formula Funding Allocations for the Commonwealth, along with the difference each grant realizes based on the original Action Plan's estimates.

 * Amount is anticipated to be reduced by $1,213,800 due to a repayment to HUD for an activity found to be ineligible during a 2012 monitoring. This leaves an actual amount to be allocated to activities at $37,656,307.

 ** The new amount in this amendment is for a second allocation of funding for the CDBG Disaster Recovery Program. The original amount listed will continue to be allocated as indicated in its Action Plan of July 13, 2012. The additional allocation will have its own Substantial Action Plan which will be submitted to HUD by September 1, 2013.
