Draft Action Plan for Community Development Block Grant—Disaster Recovery; 2013 Allocation

 There is a public comment period to review the draft Action Plan prepared by the Commonwealth for Fiscal Year 2013 Community Development Block Grant—Disaster Recovery (CDBG-DR) funds. The public comment period is from August 10, 2013, through August 19, 2013.

 The United States Department of Housing and Urban Development (HUD) issued a notice 78 FR 32262 (May 29, 2013) which awarded $29,986,000 of additional CDBG-DR funds to the Commonwealth to be administered by the Department of Community and Economic Development (Department). The notice published at 78 FR 32262 requires the Commonwealth to notify and provide its citizens an opportunity to comment and provide input on the draft Action Plan and/or any substantial amendment to the Action Plan.

 The purpose of the additional CDBG-DR program provides for the purpose of assisting recovery in the most impacted and distressed areas declared a major disaster in 2011 or 2012. The allocations for this funding were based on a review of the impacts from Presidentially-declared disasters that occurred in 2011 or 2012 (excluding Hurricane Sandy) and estimates of remaining unmet need. These funds are separate and distinct from the annual allocation of CDBG funds.

 The draft Action Plan and supporting documentation is available for a 7-day public comment period and can be viewed on the Department's web site under the CDBG-DR section at http://www.newpa.com/community/documents-publications/cdbg-dr. The draft is also made available to the Tri-County Branch of the Pennsylvania Association of the Blind for transfer to electronic media. The text is available to hearing-impaired persons by means of the Department's web site at the link listed previously. A translation into Spanish is also available on the Department's web site. The final version of the Action Plan will be submitted to HUD no later than September 3, 2013.

 Persons who would like to provide written comment on the draft Action Plan may send those comments to Mary J. Comments must be received before 5 p.m. on August 19, 2013.
