PUBLIC WATER SUPPLY (PWS) PERMITS

 Under the Pennsylvania Safe Drinking Water Act (35 P. S. §§ 721.1—721.17), the following parties have applied for PWS permits to construct or substantially modify public water systems.

 Persons wishing to comment on permit applications are invited to submit statements to the office listed before the application within 30 days of this public notice. Comments received within this 30-day comment period will be considered in the formulation of the final determinations regarding an application. A comment should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held after consideration of comments received during the 30-day public comment period.

 Following the comment period, the Department will make a final determination regarding the proposed permit. Notice of this final determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to the Environmental Hearing Board.

 The permit application and related documents are on file at the office listed before the application and available for public review. Arrangements for inspection and copying information should be made with the office listed before the application.

LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

UNDER ACT 2, 1995
PREAMBLE 1


Acknowledgment of Notices of Intent to Remediate Submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101—6026.907)

 Sections 302—305 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P. S. §§ 6026.302—6026.305) require the Department to publish in the Pennsylvania Bulletin an acknowledgment noting receipt of Notices of Intent to Remediate. An acknowledgment of the receipt of a Notice of Intent to Remediate is used to identify a site where a person proposes to, or has been required to, respond to a release of a regulated substance at a site. A person intending to use the background standard, Statewide health standard, the site-specific standard or intend to remediate a site as a special industrial area shall file a Notice of Intent to Remediate with the Department. A Notice of Intent to Remediate filed with the Department provides a brief description of the location of the site, a list of known or suspected contaminants at the site, the proposed remediation measures for the site and a description of the intended future use of the site. A person who demonstrates attainment of one or a combination of cleanup standards or receives approval of a special industrial area remediation identified under the act will be relieved of further liability for the remediation of the site for contamination identified in reports submitted to and approved by the Department. Furthermore, the person shall not be subject to citizen suits or other contribution actions brought by responsible persons not participating in the remediation.

 Under sections 304(n)(1)(ii) and 305(c)(2) of the act, there is a 30-day public and municipal comment period for sites proposed for remediation using a site-specific standard, in whole or in part, and for sites remediated as a special industrial area. This period begins when a summary of the Notice of Intent to Remediate is published in a newspaper of general circulation in the area of the site. For the following site, proposed for remediation to a site-specific standard or as a special industrial area, the municipality, within which the site is located, may request to be involved in the development of the remediation and reuse plans for the site if the request is made within 30 days of the date specified as follows. During this comment period, the municipality may request that the person identified as the remediator of the site develop and implement a public involvement plan. Requests to be involved and comments should be directed to the remediator of the site.

 For further information concerning the content of a Notice of Intent to Remediate, contact the environmental cleanup program manager in the Department regional office listed before the notice. If information concerning this acknowledgment is required in an alternative form, contact the community relations coordinator at the appropriate regional office.  The Department has received the following Notices of Intent to Remediate:

Northeast Region: Eric Supey, Environmental Cleanup and Brownfields Program Manager, 2 Public Square, Wilkes-Barre, PA 18701-1915.

Marston Property, 104 Bone Ridge Road, Paupack Township, Wayne County, Thomas Hippensteal, Envirosearch Consultants, Inc., has submitted a Notice of Intent to Remediate on behalf of his client, Mr. Charles Marston, 301 Green Road, Berwyn, PA 19312, concerning the remediation of soil found to have been impacted by #2 fuel oil, released from an aboveground storage tank due to vandalism. The applicant proposes to remediate the site to meet the Residential Statewide Health Standards for soil. The intended future use of the site is residential.

 A summary of the Notice of Intent to Remediate was published in The Wayne Independent on September 7, 2013.

DETERMINATION OF APPLICABILITY FOR RESIDUAL WASTE GENERAL PERMITS


Determination of Applicability for General Permit Received Under the Solid Waste Management Act (35 P. S. §§ 6018.101—6018.1003); the Municipal Waste Planning, Recycling and Waste Reduction Act (53 P. S. §§ 4000.101—4000.1904); and Residual Waste Regulations for a General Permit to Operate Residual Waste Processing Facilities and/or the Beneficial Use of Residual Waste Other Than Coal Ash.

This DOA application was determined to be administratively complete on September 25, 2013.

AIR QUALITY

PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS
NEW SOURCES AND MODIFICATIONS

 The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the public. This approach allows the owner or operator of a facility to complete and submit permitting documents relevant to its application one time, affords an opportunity for public input and provides for sequential issuance of the necessary permits.

 The Department received applications for Plan Approvals or Operating Permits from the following facilities.

 Copies of these applications, subsequently prepared draft permits, review summaries and other support materials are available for review in the regional office listed before the applications. Persons interested in reviewing the application files should contact the appropriate regional office to schedule appointments.

 Persons wishing to receive a copy of a proposed Plan Approval or Operating Permit shall indicate interests to the Department regional office within 30 days of the date of this notice and shall file protests or comments on a proposed Plan Approval or Operating Permit within 30 days of the Department providing a copy of the proposed documents to persons or within 30 days of its publication in the Pennsylvania Bulletin, whichever comes first. Interested persons may also request that hearings be held concerning a proposed Plan Approval or Operating Permit. A comment or protest filed with the Department regional office shall include a concise statement of the objections to the issuance of the Plan Approval or Operating Permit and relevant facts which serve as the basis for the objections. If the Department schedules a hearing, a notice will be published in the Pennsylvania Bulletin at least 30 days prior the date of the hearing.

43-152C: JMC Steel Group—Wheatland Tube Mill Street Facility (134 Mill Street, Sharon, PA 16146) for reactivation of a coating line at their facility in the City of Sharon, Mercer County.


Intent to Issue Plan Approvals and Intent to Issue or Amend Operating Permits under the Air Pollution Control Act and 25 Pa. Code Chapter 127, Subchapter B. These actions may include the administrative amendments of an associated operating permit.

46-0020J: Superior Tube Company, Inc. (3900 Germantown Pike, Collegeville, PA 19426) to revise the hydrofluoric acid emissions limit from 0.54 lb/hr to 1.13 lb/hr of existing pickling operation controlled by a mist eliminator located in Lower Providence Township, Montgomery County. There will be no change in other air pollutant emissions due to this modification. This facility is a Title V facility. The Plan approval will contain record keeping and operating restriction designed to keep the facility operating within the allowable emissions and all applicable air quality requirements.

46-0142C: Custom Processing Services, LLC (461 State Street, East Greenville, PA 18041) for installation of a milling machine with a baghouse as control device for the PM emissions in Montgomery County. The company provides customized grinding, milling, blending, and drying services of various mineral products. The pollutant of concern is particulate matter. The Plan Approval and Operating Permit will include monitoring, record keeping and reporting requirements designed to address all applicable air quality requirements.

40-00005A: UGI Development Co. (390 Route 11, Hunlock Creek, PA 18621) for modification to the operating parameters of the following facility in Hunlock Township, Luzerne County:

 • Two GE LM6000 PC-Sprint CTGs (designated as Units 5 and 6).

 • Two (2) supplementary natural gas-fired HRSGs with separate exhaust stacks, one for each Combustion Turbine (''CT'')

 The emissions are controlled by carbon monoxide (''CO'') oxidation catalyst and selective catalytic reduction (''SCR'') systems.

 The source main emissions for the facility are NOx, CO, and VOC. The facility limits for these pollutants will not change due to the modifications being made to the operational parameters of the turbines or the HRSGs duct burners.

 The Plan Approval and Operating Permit will contain additional recordkeeping and operating restrictions designed to keep the facility operating within all applicable air quality requirements. Also, the company shall be required to monitor and record emissions on a continuous basis by use of a Continuous monitoring System Additionally, PSD and NSR applicability is not triggered for these modifications as the emission increases are minimal.

 This facility is a Title V facility. The plan approval will include all appropriate testing, monitoring, recordkeeping and reporting requirements designed to keep the operations within all applicable air quality requirements.

48-00004A: Essroc Italcementi Group (Route 248 and Easton Road, Nazareth, PA 18046) for modification of their Kiln No. 1 air pollution control devices to comply with 40 CFR Part 63 Subpart LLL at their facility in Lower Nazareth Township, Northampton County.

 In accordance with 25 Pa. Code §§ 127.44(a) and 127.45(a), the Department of Environmental Protection (DEP) has received and intends to issue a Plan Approval to Essroc Italcementi Group (Route 248 and Easton Road, Nazareth, PA 18046) for their facility located in Lower Nazareth Township, Northampton County. This Plan Approval No. 48-00004A will be incorporated into a Title V Permit through an administrative amendment at a later date.

 Plan Approval No. 48-00004A is for the installation of an activated carbon injection system as a supplemental mercury control, improvements to the existing dust collector (Source ID 203), installation of a dry scrubber to control emissions of SO2, and Kiln No. 1 stack partial reconstruction. The current emission limits for this source will not change as a result of this modification. The Plan Approval will contain additional recordkeeping, testing and operating restrictions designed to keep the facility operating within all applicable air quality requirements. The facility currently has a Title V Operating Permit No. 48-00004. This plan approval will, in accordance with 25 Pa. Code § 127.450, be incorporated into the Title V Operating Permit through an administrative amendment at a later date.

 Copies of the application, DEP's analysis and other documents used in the evaluation of the application are available for public review during normal business hours at Air Quality Program, 2 Public Square, Wilkes-Barre, PA 18711.

 Any person(s) wishing to provide DEP with additional information, which they believe should be considered prior to the issuance of this permit, may submit the information to the address shown in the preceding paragraph. Each written comment must contain the name, address and telephone number of the person submitting the comments, identification of the proposed permit No. 48-00004A and a concise statement regarding the relevancy of the information or objections to the issuance of the permit.

 A public hearing may be held, if the Department of Environmental Protection, in its discretion, decides that such a hearing is warranted based on the comments received. All persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper or the Pennsylvania Bulletin or by telephone, where DEP determines such notification is sufficient. 06-05077C: Can Corp. of America (326 June Avenue, Blandon, PA 19510) for replacing the No. 4 Sheet Coater oven with a new oven and installation of a new oxidizer to control the exhaust from the No. 4 Sheet Coater at the Can Corporation of America in Maidencreek Township, Berks County.

 In accordance with 25 Pa. Code §§ 127.44(a) and 127.45(a), the Department of Environmental Protection (DEP) has receivedan application and intends to issue a Plan Approval to the abovementioned company for the abovementioned project. This plan approval may be incorporated into the company's facility-wide permit via an administrative amendment at a later date.

 Plan Approval #06-05077C is for replacing the #4 Sheet Coater (Source 106) oven with a new oven, installation of a new oxidizer to control the exhaust of Source 106 and installation of a stack for the new oxidizer. The company shall be subject to and comply with 25 Pa. Code § 123.21 Sulfur Compound Emissions. The Plan Approval and Operating permit will contain additional recordkeeping and operating restrictions designed to keep the facility operating within all applicable air quality requirements. The expected actual air emissions from the proposed project are 3.1 tpy of NOx, 2.6 tpy of CO, 0.1 tpy of PM and 6.6 tpy of VOCs.

 Copies of the application, DEP's analysis and other documents used in the evaluation of the application are available for public review during normal business hours at Air Quality Program, 909 Elmerton Avenue, Harrisburg, PA 17110.

 A person may oppose the proposed plan approval, or may provide the Department with additional information to consider in its review, by filing a written protest with the Department at the address listed above. Each written comment must contain the name, address and telephone number of the person submitting the comments, identification of the proposed permit by the permit number listed above and a concise statement regarding the relevancy of the information or objections to the issuance of the permit.

 A 30-day comment period, from the date of publication of this notice in the Pennsylvania Bulletin, will exist for the submission of comments or protests.

The air contaminant emissions from Source P211 will be controlled by a set of panel filters (Control Device C321). This is a State Only (Synthetic Minor) facility for which an operating permit has been issued.

 The Department's review of the information contained in the application submitted by VT Hackney, Inc., indicates that the source will comply with all applicable air quality requirements pertaining to air contamination sources and the emission of air contaminants, including the fugitive air contaminant emission requirement of 25 Pa. Code § 123.1, the particulate matter emission limitation of 25 Pa. Code § 123.13, the sulfur oxide emission limitation of 25 Pa. Code § 123.21 and the visible emission limitation of 25 Pa. Code § 123.41. Additionally, the Department has determined that the proposed facility satisfies best available technology (BAT) requirements pursuant to 25 Pa. Code §§ 127.1 and 127.12 as well as the requirements of 25 Pa. Code § 129.52—Surface Coating Process. Pursuant to the requirements of BAT, the volatile organic compounds (VOC) emissions from Source P321 shall not exceed 6.92 tons in any 12 consecutive month period. The plan approval, if issued, will subsequently be incorporated into State Only (Synthetic Minor) operating permit SMOP 41-00019 via an administrative amendment in accordance with 25 Pa. Code § 127.450 at a later date.

 Based on the findings above, the Department proposes to issue a plan approval with annual emission restrictions for the spray booth as well as monitoring, recordkeeping and work practice requirements to verify compliance with the annual emission restrictions.

 In addition to the emission limitations above, the following is a summary of the types of conditions the Department intends to place in Plan Approval 41-00019A to ensure compliance with applicable Federal and State regulatory requirements including the best available technology requirements of 25 Pa. Code §§ 127.1 and 127.12.

 Recordkeeping requirement of the comprehensive daily records of all volatile organic compound-containing, volatile hazardous air pollutant-containing and acetone-containing materials used in, or associated with the use of Source P321.

 Work practice requirements to operate in accordance with the manufacturer's recommendations and good air pollution control practices to limit the emission of VOCs and particulate matter.

 The potential air contaminate emissions from the spray booth will be 2.45 tons per year (tpy) for NOx, 3.29 tpy for CO, 6.92 tpy for VOC, 0.02 tpy for sulfur oxide, 0.26 tpy for particulate matter (PM) including PM-10 and PM-2.5 and 3,160 tpy for carbon dioxide equivalent (CO2e).

 Potential to emit from this proposed facility is calculated to be 17.70 tons of particulate matter (PM), 6.50 tons of particulate matter less than 10 or 2.5 microns in diameter (PM10/PM2.5), 0.48 ton of manganese (Mn), and 0.50 ton of total metallic hazardous air pollutants (HAP). Air emissions from this proposed slag processing and metal recovery facility have been aggregated with the nearby Beaver Valley Slag, Inc. and Beaver Valley Asphalt Corporation facilities' emissions for regulatory applicability purposes. Potential to emit from all three facilities combined is calculated to be 71.62 tons of nitrogen oxides (NOx), 63.47 tons of carbon monoxide (CO), 68.71 tons of PM, 27.3 tons of PM10/PM2.5, 16.52 tons of sulfur dioxide (SO2), less than 13.97 tons of volatile organic compounds (VOC), 1.53 tons of Mn, and less than 15.56 tons of total HAP. Facility throughput will be limited to not exceed 2,400,000 tons of slag processed through the crushing/screening lines and 672,000 tons of slag processed through the jig plant per year. Best available technology (BAT) for the proposed air contamination sources is the installation and use as necessary of water sprays on processing equipment, pressurized water truck and road sweeper for stockpile and roadway control, tarping of loaded trucks, and proper maintenance and operation. The authorization is subject to State regulations including 25 Pa. Code §§ 123.1, 123.2 and 123.31. Plan Approval has been conditioned to ensure compliance with all applicable rules. This includes throughput limitations, monitoring, recordkeeping, reporting, and work practice conditions. Once compliance with the Plan Approval is demonstrated, the applicant will subsequently apply for a State Only Operating Permit in accordance with Pa. Code Title 25 Subchapter F.

This is a Title V facility. The public notice is required for sources required to obtain a Plan Approval in accordance with 25 Pa. Code § 127.44. This plan approval will, in accordance with 25 Pa. Code § 127.450 or § 127.505, be incorporated into the State Only operating permit at a later date.

 Plan approval No 62-017U is for the modification of plan approval 62-017R for the inclusion of particulate matter emission limits that include both condensable and filterable emissions. This project will result in projected actual emissions of 111.8 tpy for PM/PM10/PM2.5. This Plan Approval will contain emission restriction, testing, recordkeeping, work practice standard and additional requirement conditions, which will satisfy the requirements of 25 Pa. Code § 127.12b (pertaining to plan approval terms and conditions) and will demonstrate Best Available Technology (BAT) for the source including, but are not limited to, the following:

 • The emissions shall not exceed the following:

 • The total PM/PM10/PM2.5 emissions (filterable & condensable) shall not exceed 25.52 #/hr and 111.8 tpy based on a consecutive 12-month period.

 • The filterable PM/PM10/PM2.5 emissions shall not exceed 9.37 #/hr (9 #/kbbls) and the condensable PM/PM10/PM2.5 emissions shall not exceed 16.15 #/hr (15.5 #/kbbls).

 • Within twelve (12) to eighteen (18) months prior to the expiration of the facility operating permit, a stack test for total PM (both filterable and condensable), PM10 (both filterable and condensable), and PM2.5 (both filterable and condensable) shall be performed in accordance with the provisions of Chapter 139.

 • All conditions from plan approval 62-017R and operating permit 62-00017 remain in effect unless modified in this plan approval.

 • The permittee shall update the AIMs Inventory for PM/PM10/PM2.5 to include both filterable and condensable emissions. The update should include year 2007 to the present. If applicable, the permittee shall revise their AIMs Emission Fee submittals for those same years.

 The subject facility has actual emissions of 26.2 tpy of NOx, 22.1 tpy of CO, 53.6 tpy of PM and 14.3 tpy of VOCs. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. 32-00330: Amfire Mining Co., LLC (One Energy Place, Latrobe, PA 15650) to operate a coal preparation plant, known as the Ondo Mine Coal Preparation Plant, in Brush Valley Township, Indiana County.

 The facility contains air contamination sources consisting of a screen, conveyer, storage piles, plant roads, and a 400-bhp emergency diesel engine. Raw coal throughput of the facility is limited to 1,250,000 tons per year. Facility emissions are 24.6 tons per year of PM10 and 3.1 tons per year of NOx. The facility is limited to a maximum opacity from any processing equipment of 20 percent. Sources at the facility are subject to 40 CFR 60, Subpart Y—Standards of Performance for Coal Preparation, Processing Plants and 40 CFR Part 63 Subpart ZZZZ—National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion as well as state requirements. The permit includes emission limitations, and operational, monitoring, testing, reporting and recordkeeping requirements for the facility.

Sources at the facility are subject to 40 CFR 60, Subpart Y—Standards of Performance for Coal Preparation, Processing Plants and 40 CFR Part 63 Subpart ZZZZ—National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion as well as state requirements. The permit includes emission limitations, and operational, monitoring, testing, reporting and recordkeeping requirements for the facility.

26-00057: Matt Canestrale Contracting, Inc.—Labelle Site (1035 Labelle Rd, La Belle, PA 15450) for operation of a barge unloading and transferring operation to support the reclamation area on top of the hill adjacent to the unloading/loading area located in Luzerne Township, Fayette County. Coal ash and FGD sludge are being used as a capping material on the coal refuse pile to reduce infiltration and to provide a buttress for long-term stability. In accordance with 25 Pa. Code §§ 127.424 and 127.425 the Department of Environ-mental Protection (DEP) has received an application and is providing public notice that it intends to issue a renewal Air Quality Operating Permit for the above mentioned facility.

 The subject facility consists of two docks for barge unloading, two excavators each with a clamshell and an area for truck/rail transshipping with front loaders. One dock/ excavator is considered primary, but both docks can be used at the same time. The rate of unloading the barges is limited by the number of trucks available. Barges are unloaded and material is transported to the reclamation area on the hill behind the barge unloading area. The trucks transporting the material cross one public road from the barge unloading area to reclamation area. The facility provided potential emission calculations based on 416,000 tons of material handled per 12 month period and AP-42 Emission Factors. Operating approximately ten hours a day and five days a week, the potential emissions are calculated to be 23.9 tons per year PM10. This includes the potential emissions from transferring material from barge to truck, haul roads, truck unloading, wind erosion and bulldozing.

 The proposed authorization is subject to State and Federal Regulations. The permit includes operational requirements, monitoring requirements, and recordkeeping requirements as follows:

 1. The Owner/Operator shall test the moisture content of each material received on barge at least once per week. Records of the sample tests shall be maintained in a log on-site. The Owner/Operator may request a reduction in the frequency of the moisture content sample testing, in writing, provided there are no observations by the Department of any inconsistent test samples from the previous six month period.

 2. The Owner/Operator shall conduct a daily survey of the facility during daylight hours while the facility is operating to ensure compliance with the fugitive emission and malodor restrictions in 25 Pa. Code §§ 123.1, 123.2 and 123.31. If any fugitive emissions or malodors in violation of § 123.1, § 123.2 or § 123.31 are apparent, the permittee shall take immediate corrective action to eliminate them.

 3. The Owner/Operator shall maintain a daily record of all fugitive emission and odor surveys performed. The records shall include the date, time, name and title of the observer, whether fugitive emissions or malodors were observed and any corrective action. Records shall be kept on-site for a minimum of five years and made available to the Department.

 4. The Owner/Operator shall maintain a daily log of material delivered to the facility, inventory on hand, and material shipped from the facility.

 5. The Owner/Operator shall operate and maintain all sources at this facility in accordance with 25 Pa. Code § 127.444.

 6. All trucks carrying material with a moisture content of less than 5 percent by weight are required to be tarped.

 7. The Owner/Operator shall notify the Department at least 5 days in advance of handling materials at the facility that have not been previously handled or approved by the Department. The Owner/Operator shall await the Department's written approval prior to accepting any new material.

 8. The drop height from the front-end loaders and clamshell buckets being used to transfer and load material into trucks shall be kept as short as possible to minimize fugitive emissions.

 9. The facility shall not handle materials with a moisture content of less than 5 percent by weight under excessively windy conditions, where the force of the wind contributed to the generation of fugitive dust.

 10. All unpaved in-plant roads shall be watered on a preventative basis. Other methods of dust control must be used when the weather conditions make the watering of unpaved roads hazardous.

 11. All in-plant roads shall be maintained to prevent particulate matter from becoming airborne in accordance with 25 Pa. Code §§ 123.1 and 123.2

 12. A set vehicle pattern shall be established and maintained for vehicles entering and exiting the facility.

 13. In accordance with 25 Pa. Code § 123.1(c), the Owner/Operator shall promptly remove earth or other material from paved roads.

 14. An operable water truck must be maintained on-site at all times.

 15. The Department may require additional controls (water sprayers, paving, conveyor covers, etc.) based on evaluation of the operation after inspection and determination that existing controls are not adequate for controlling fugitive emissions.

 Copies of the application, DEP's analysis and other documents used in the evaluation of the application are available for public review during normal business hours at the Department's Southwest Regional Office, 400 Waterfront Drive, Pittsburgh, PA 15222. Appointments for scheduling a review must be made by calling 412-442-4000.

 Any person may submit comments, a request for the Department to hold a public hearing, or a protest to the operating permit or a proposed condition thereof, by filing such submissions in writing with the Department at the Southwest Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments.

 All requests for a public hearing, and all protests to a proposed action, shall be filed with the Department within 30 days of the date that notice of the proposed action was published under 25 Pa. Code § 127.424 (relating to public notice). A protest must include the name, address and telephone number of the person filing the protest, identification of the proposed permit issuance being opposed (Operating Permit 26-00057) and a concise statement of the objections to the permit issuance and the relevant facts upon which the objections are based.

 A public hearing may be held in accordance with 25 Pa. Code § 127.429, if the Department, in its discretion, decides that such a hearing is warranted based on the information received. If a public hearing is held, all persons who have properly filed a protest under 25 Pa. Code § 127.426 may appear and give testimony. The applicant, the protestant and other participants will be notified of the decision to hold a hearing (and the time, place and purpose of such hearing) by publication in the newspaper or by the Pennsylvania Bulletin, or by telephone, where the Department determines such notification by telephone is sufficient.

24-00131: SGL Carbon Corp.—St. Marys Plant (900 Theresia Street, P. O. Box 1030, St. Marys, PA 15857) to issue a Natural Minor Operating Permit to this carbon and graphite manufacturing facility in St. Marys Borough, Elk County. The facility was previously a major source of VOC emissions but has since sold off several of the major VOC emitting sources. The potential emissions from this facility are now below the major source thresholds with the following ton per year (TPY) totals.

 PM10 = 3.6 TPY, SOx = 0.0 TPY, NOx = 2.4 TPY, VOCs = 6.1 TPY, CO = 2.0 TPY, TSP = 0.0 TPY, Cl = 0.2 TPY, and HCl = 0.2 TPY.

 With the potential emissions well below major source thresholds, this facility now qualifies for and is being issued a Natural Minor Operating Permit.
