LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

UNDER ACT 2, 1995

PREAMBLE 3


The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101—6026.907).

 Section 250.8 of 25 Pa. Code and administration of the Land Recycling and Environmental Remediation Standards Act (act) require the Department to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the remediation standards of the act. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. Plans and reports required by the act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A work plan for conducting a baseline remedial investigation is required by the act for compliance with selection of a special industrial area remediation. The baseline remedial investigation, based on the work plan, is compiled into the baseline environmental report to establish a reference point to show existing contamination, describe proposed remediation to be done and include a description of existing or potential public benefits of the use or reuse of the property. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

 For further information concerning the plans and reports, contact the environmental cleanup program manager in the Department regional office under which the notice of the plan or report appears. If information concerning a final report is required in an alternative form, contact the community relations coordinator at the appropriate regional office. The 90 day Final report demonstrated attainment of the Statewide Health Standard and was approved by the Department on November 1, 2012.

Sposito Associates, has submitted a Final Report on behalf of his client Gordon Williams, PO Box AA 23372, US Route, Hallstead, PA 18822, concerning the remediation of soil from diesel fuel due to an accident caused by a water tanker truck striking a tree after leaving the roadway. The report documented attainment of the Residential Statewide Health Standard for soil and was approved on January 28, 2013. The report was originally submitted within 90 days of the release.

Hollenback Well Pad, Forks Hill Road, Franklin Township, Susquehanna County, Dawn Washo, Resource Environmental, 36 Taylor Lane, Montrose, PA 18801 has submitted a Final Report, (on behalf of her client, Cabot Oil & Gas Corporation, 5 Penn Center West, Suite 401, Pittsburgh, PA 15276, concerning the remediation of soil found to have been impacted by brine. The report documented attainment of the Residential Statewide Health Standard for soils and was approved on January 22, 2013. The report was originally submitted within 90 days of the release.

Sheridan Residence, 3650 Walt Whitman Lane, Hanover Township, Northampton County, Jeremy Bolyn, Environmental Maintenance Co., Inc., has submitted a Final Report on behalf of his client, Mr. Larry Sheridan, 3650 Walt Whitman Lane, Bethlehem, PA 18017, concerning the remediation of soil found to have been impacted by No. 2 fuel oil as a result of an overfill of approximately 35 gallons of fuel oil that leaked a concrete basement floor. The report documented attainment of the Residential Statewide Health Standard for soil and was approved on January 17, 2013.

Drugas Property, 324 Beech Ridge Drive, Tobyhanna Township, Monroe County, Richard Trimpi, Trimpi Associates, Inc., has submitted a Final Report (on behalf of his client, Ms. Jennifer Lewis, daughter to Ruth Drugas, owner, 187 19th Avenue, Brick, NJ 08724), concerning the remediation of soil and groundwater due to a release of kerosene as a result of vandalism to an aboveground storage tank. The report was submitted to document attainment of the Residential Statewide Health Standard for soil and groundwater and was approved on January 23, 2013.

3088 Dunchurch Drive, Lehman Township, Pike County, James P. Cinelli, Liberty Environmental, Inc., has submitted a Final Report on behalf of his client, Courtney Green, GMAC ResCap, 2711 North Haskell Avenue, Suite 900, Dallas, Texas, (serving Bank of New York Foreclosure), concerning the remediation of soil from a spill of used motor oil which occurred in the crawlspace of the residence. The report documented attainment of the Residential Statewide Health Standards for soil and was approved on January 30, 2013.

Southcentral Region: Environmental Cleanup and Brownfields Program Manager, 909 Elmerton Avenue, Harrisburg, PA 17110.

Former Corning Frequency Control Plant 2, 100 Watts Street, Mount Holly Springs, PA 17065, Borough of Mount Holly Springs, Cumberland County. Weston Solutions, Inc., 1400 Weston Way, PO Box 2653, West Chester, PA 19380, on behalf of Corning Incorporated, HP-ME-03-83, Corning, NY 14831 and Vectron International, Inc., 100 Watts Street, Mount Holly Springs, PA 17065, submitted a Remedial Investigation and Risk Assessment Report concerning remediation of site soils contaminated with VOCs and chlorinated solvents. The site will be remediated to the Site-Specific standard. The Report was approved by the Department on February 1, 2013.

Helene Master Property, 75 Bernville Road, Robesonia, PA 19551, Heidelberg Township and Borough of Robesonia, Berks County. Liberty Environmental, Inc., 50 North Street, 5th Floor, Reading, PA 19601, on behalf of Residuary Trust u/w of Helene Master, David Rick, Trustee, 2650 Westview Drive, Wyomissing, PA 19610, submitted a Final Report concerning remediation of site soils and groundwater contaminated with leaded and unleaded gasoline from regulated and unregulated underground storage tanks. The Final Report demonstrated attainment of the Residential Statewide Health and Site Specific Standards, and was approved by the Department on January 31, 2013.

Southwest Region: Environmental Cleanup & Brown-field Development Program Manager, 400 Waterfront Drive, Pittsburgh, PA 15222-4745

Pennzoil Quaker-State Bulk Plant, Tunnel Avenue & Traverse Street, Stoneycreek Township, Cambria County. Brent Graybill, USACE, 10 South Howard Street, Baltimore MD 21201, on behalf of the Department of Defense and Potter Township, Beaver County, 206 Mowry Road, Monaca, PA 15061 submitted a Final Report concerning the site remediation of soil contamination associated with this formerly used defense site (FUDS). The Final Report demonstrated attainment of the residential statewide health standard for soil and was approved by the Department on January 31, 2013.

Northcentral Region: Environmental Cleanup Program Manager, 208 West Third Street, Williamsport, PA 17701

Cohen Auto Parts Property, Athens Township, Bradford County. TOGEMCO Stone, Inc., 615 South Main Street, Athens, PA 18810 on behalf of TOGEMCO Stone, Inc. has submitted a Baseline Environmental Report (BER) concerning the remediation of site soil contaminated with metals, volatile and semi-volatile organic compounds. The BER outlines the cleanup liability for the site under the Special Industrial Area Standard. The BER was approved by the Department on November 27, 2012.

This facility also includes a 5.5 MMscfd dehydrator and 100 bbl produced water tank.

GP3-32-00426: Penn Run Quarry, 456 Weston Road, Penn Run, PA 15765 on January 29, 2013, to allow the installation and operation of one (1) portable 4043T Impact Crusher rated at 300 tph, one (1) portable 516 T Spyder Screen rated at 300 tph, three (3) Conveyors each rated at 300 tph, and one (1) Vibratory Screen Spyder 516T rated at 300 tph at their Portable Non-Metallic Mineral Crushing Plant located in Cherryhill Township, Indiana County, PA.

GP9-32-00426: Penn Run Quarry, 456 Weston Road, Penn Run, PA 15765 on January 29, 2013, to allow the installation and operation of one (1) Caterpillar diesel engine rated at 480 bhp and one (1) Cummins diesel engine rated at 170 bhp at their Portable Non-Metallic Mineral Crushing Plant located in Cherryhill Township, Indiana County, PA.

GP5-03-00979B: Snyder Brothers, Inc. (90 Glade Drive, PO Box 1022, Kittanning, PA 16201) on January 31, 2013, to authorize the increased throughput of an existing tri-ethylene glycol dehydrator (including reboiler) rated for 20 mmscf/day of natural gas at the Mushroom Mine Compressor Station in West Franklin Township, Armstrong County. A total of two compressor engines are authorized for operation at this site.

GP5-03-00205C: Range Resources—Appalachia, LLC (100 Throckmorton, Suite 1200, Fort Worth, TX 76102) on January 31, 2013, to renew the authorization for operation of an existing Caterpillar Compressor Engine, rated at 145 bhp and an existing storage tank of 300 gallons capacity at their Kimmel Compressor Station in Cowanshannock Township, Armstrong County.

GP5-32-00421: Mountain Gathering, LLC (810 Houston Street, Suite 2000, Fort Worth, TX 76102) on January 24, 2013, to construct and operate sources and controls associated with a natural gas production facility at their Campbell Compressor Station in South Mahoning Township, Indiana County.

GP5-30-00193A: CNX Gas Co. LLC (200 Evergreen Drive, Waynesburg, PA 15370) on January 31, 2013, to install a catalyst and to continue operation of the previously authorized 220 bhp Caterpillar G3306TA natural gas-fired compressor engine at Compressor Station No. 8 in Gilmore Township, Greene County.

GP2-20-288B: Suburban Heating Oil Partners, LLC (16717 State Hwy 198, Saegertown, PA 16433) on January 30, 2013, to operate a 20,000 gallon storage tank, Tank ID # 769108 (BAQ-GPA/GP-2) in Hayfield Township, Crawford County.

09-0176B: Metal Improvement Co., LLC (3434 State Road, Bensalem, Pennsylvania 19020) on January 30, 2013, to modify operating conditions and physical configurations of control devices including five scrubbers and chemical fume suppressant as well as methods of operation of existing sources currently operating under State Only Operating Permit No. 09-00176 at 450 Winks Lane, Bensalem Township, Bucks County. The facility is synthetic minor for VOC. This proposed project will not increase previously permitted emissions. The previously permitted chromium anodizing tanks are subject to 40 CFR Part 63, National Emission Standards for Hazardous Air Pollutants for Source Categories, Subpart N, National Emission Standards for Chromium Emissions from Hard and Decorative Chromium Electroplating and Chromium Anodizing Tanks. The Plan Approval will contain additional monitoring, recordkeeping, and operating conditions designed to keep the facility operating within the allowable emissions and all applicable air quality requirements.

15-0041B: Eastern Shore Natural Gas Company—Daleville Compressor Station (604 Street Road, Cochranville, PA 19330) on January 30, 2013, to expand their facility in Londonderry Township, Chester County. The proposed expansion will entail the following:

 • Retiring three existing compressor units (Sources 031, 032, and 033)

 • Installation of oxidation catalyst pollution control systems on two existing units (Sources 034 and 035)

 • Installation of two new natural gas-fired reciprocating internal combustion engine compressor units equipped with oxidation catalyst pollution control systems

 • Expanding the existing auxiliary building to accommodate a new motor control and station control center

 • Installation of up to four natural gas-fired heaters

 The facility is a state only, Synthetic Minor facility. The existing permit limits the emissions of nitrogen oxides (NOx) from the facility to less than or equal to 24.9 tons per year on a 12-month rolling sum basis.

 The provisions of this plan approval will subsequently be incorporated into a State Only Operating Permit through an administrative amendment in accordance with 25 Pa. Code § 127.450. The Plan Approval will contain recordkeeping requirements and operating restrictions designed to keep the facility operating within all applicable air quality requirements.

The facility processes cocoa beans and cocoa nibs to create cocoa powder, cocoa butter, and chocolate liquor for utilization in the food industry. As a result of potential emissions of volatile organic compounds (VOCs), the facility is a major stationary source as defined in Title I, Part D of the Clean Air Act Amendments, and is therefore subject to the Title V permitting requirements adopted in 25 Pa. Code Chapter 127, Subchapter G. As shown in a recent stack test, the inlet gases to the regenerative thermal oxidizer may at contain low concentrations of VOCs, so the efficiency of the thermal oxidizer may not reach 98 percent as permitted. The regenerative thermal oxidizer does reduce VOC emissions to less than 20 ppmdv, as methane (6 ppmdv, as propane), which corresponds to a mass emission rate of 0.09 pound VOC per hour (0.39 ton VOC per year). Language was added to the Title V Operating Permit reflecting the reduction of VOC emissions below these levels. Frequency of monitoring and recording pressure drops across baghouses were changed from daily to weekly due to data provided by the facility showing little or no changes in pressure drop across each baghouse from week to week. The changes to condition in the permit do not reflect any change in air emissions from this facility.

09-00122: Arkema, Inc.—Altuglas International (100 Route 413, Bristol, PA 19007) on January 30, 2013, for a renewal of the Title V Operating Permit in Bristol Township, Bucks County. The initial permit was issued on 6-7-2007 and will expire on 6/30/2012. The facility manufactures a variety of acrylic molding resins that are used as the raw material in a variety of applications (i.e., lighting applications, tail light lenses, faucet handles, etc.).  The facility contains air contamination sources consisting of two 1,745 MMBTU/hour combustion gas turbines (CGT), operating in combined cycle with a 589 MMBTU/hour duct burner and heat recovery steam generator following each CGT, one 30.6 Btu/hour auxiliary boiler, one 265-bhp, diesel firewater pump engine, one 489-bhp, diesel emergency generator engine, and cooling towers . The nominal electrical generation capacity of each CGT system is 310 MW. The turbines are equipped with dry, low NOx combustors. Turbine exhaust gases are treated with selective catalytic reduction (SCR) for NOx control, and an oxidation catalyst for VOC and CO control. This facility has the potential to emit the following type and quantity of pollutants: 313 tons per year of PM10, 296 tons per year of NOx, 581 tons per year of CO, 90 tons per year of VOC, 128 tons per year of SO2, 9.6 tons per year of formaldehyde, 166 tons per year of ammonia, and 2,282,000 tons of CO2e greenhouse gases. No equipment or emission changes are being approved by this action.

 The Department of Environmental Protection (Department) approved the Municipal Waste Management Substantial Plan Revision (''Revision'') for the county of Clearfield on January 28, 2013. The Revision includes flow control of municipal waste to the privately owned Veolia Greentree Landfill located in Elk County and the Wayne Township Landfill located in Clinton County.
