Availability of Technical Guidance

 Technical guidance documents are available on the Department of Environmental Protection's (Department) web site at http://www.elibrary.dep.state.pa.us. The ''Technical Guidance Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final technical guidance documents are posted. The ''Technical Guidance Draft Documents'' heading is the link to the Department's draft technical guidance documents.

Ordering Paper Copies of Department Technical Guidance

 The Department encourages the use of the Internet to view and download technical guidance documents. When this option is not available, persons can order a paper copy of any of the Department's draft or final technical guidance documents by contacting the Department at (717) 783-8727.

 In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

Changes to Technical Guidance Documents

 Following is the current list of recent changes. Persons who have questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.

Final Technical Guidance Document

DEP ID: 562-5900-001. Title: Surface Mine Accident Investigations. Description: The purpose of this guidance is to outline a standard operating procedure for the Department's role in investigating accidents which cause serious injury or death; and in investigating nonreportable accidents that had the potential to cause bodily injury on surface mine sites. The guidance was revised to update the investigation procedures and to include the reporting and investigation of nonreportable accidents on surface mine sites. Notice of availability of the proposed guidance was published at 42 Pa.B. 7343 (December 1, 2012), with provision for a 30-day public comment period that ended on December 31, 2012. The Department received comments on the draft technical guidance document, which resulted in modifications to the final technical guidance. A comment and response document was developed that includes a summary of the comments received and the modifications that were made to the document. The comment and response document is available, in addition to the final guidance, on the Department's web site, at the site provided previously.
