Weatherization Assistance Program Proposed State Plan; Public Hearing

 The Department of Community and Economic Development (Department) will hold a public hearing at 3 p.m. on Wednesday, May 14, 2014, in PUC Hearing Room 2, Plaza Level, Commonwealth Keystone Building, 400 North Street, Harrisburg, PA. The purpose of this hearing is to receive comments on the proposed Pennsylvania 2014-2015 annually appropriated United States Department of Energy Weatherization Assistance Program Plan (regular plan).

 The 2014-2015 regular plan will authorize the current 2014-2015 formula-based distribution of funds with the continuation of Performance Standards and Metrics. The specific performance goals include production, quality of the work product, prompt, accurate and complete reporting, and compliance with program standards and regulations.

 The State Plan also focuses on a Quality Work Plan requirement as per the United States Department of Energy's (DOE) implementation of the Standard Work Specifications for the weatherization workforce and Quality Control Inspection certifications. In addition, all weatherized units must have Quality Control Inspections before being reported to DOE as completed. There is a continued national focus on Weatherization Plus Health efforts where coordination of other health and safety, lead-abatement and housing rehab are coordinated locally with weatherization services.

 Copies of the 2014-2015 regular plan may be obtained beginning May 2, 2014, by contacting the Department of Community and Economic Development, Center for Community Services, Commonwealth Keystone Building, 400 North Street, 4th Floor, Harrisburg, PA 17120, (717) 425-7597 or it can be downloaded from the Department's web site at www.newpa.com.

 Written comments may be submitted to Lynette Praster, Director, Center for Community Services, Commonwealth Keystone Building, 400 North Street, 4th Floor, Harrisburg, PA 17120 until 5 p.m. on May 14, 2014.
