Nutrient Credit Trading Program; Certification and Inter-Basin Trading Requests

 The Department of Environmental Protection (Department) provides notice of the following requests that have been submitted under the Nutrient Credit Trading Program (Trading Program). See 25 Pa. Code § 96.8 (relating to use of offsets and tradable credits from pollution reduction activities in the Chesapeake Bay Watershed), published at 40 Pa.B. 5790 (October 9, 2010).

Credit Certification Requests

 The following requests are being reviewed by the Department. The Department will accept written comments on these proposed pollutant reduction activities for 30 days.

Activity Description
Valley Joint Sewer Authority. (Bradford County) (NPDES
Permit No. PA-0043681)
This certification request is for nutrient reduction credits to be generated from the pollutant reduction activity of the township's installed wastewater treatment process.

Inter-Basin Trading Request

 The Department has received a request under the Trading Program for use of credits generated in a river basin other than the river basin in which the credit user is located. See 25 Pa. Code § 96.8, published at 40 Pa.B. 5790.

St. Thomas Township Authority (Franklin
County) (NPDES
Permit No. PA0081001)
This request is to allow St. Thomas Township Authority to purchase credits from the Susquehanna Basin. St. Thomas wishes to purchase credits from New Oxford Municipal Authority.

Written Comments

 Interested persons must submit written comments on these requests by Monday, September 22, 2014. The Department will accept comments submitted by e-mail, but comments submitted by facsimile will not be accepted. A return name and address must be included in each e-mail transmission.
