Chapter 22 of 66 Pa.C.S. (relating to Natural Gas Choice and Competition Act), effective July 1, 1999, requires the Pennsylvania Public Utility Commission (Commission) to convene stakeholders and explore avenues to encourage increased competition in the natural gas supply market. See 66 Pa.C.S. § 2204(g) (relating to implementation). On September 12, 2013, the Commission issued an Order at Docket No. I-2013-2381742 initiating the Investigation of Pennsylvania's Retail Natural Gas Supply Market to facilitate improvements and encourage competition for the benefit of consumers in this Commonwealth.
In a Tentative Order adopted at its August 21, 2014, public meeting at this docket number, the Commission summarized comments filed in response to the Commission's September 12, 2013 Order, disposed of some issues, identified additional issues, and sought comments on any issues or market enhancements that had not already been discussed in this investigation.
Upon review of the comments to the August 21, 2014 Tentative Order, the Commission issues this Final Order, wherein the Commission outlines its priorities and finalizes specific action plans, including the establishment of working groups and the intent to propose regulations on specific issues. The Commission also establishes deadlines for requests to participate in the investigation and deadlines for comments on two specific issues. The Commission's Office of Competitive Markets Oversight will continue working with stakeholders and evaluating the issues in order to improve the retail natural gas supply market.
