15-0150: The Vanguard Group, Inc. (1401 West Valley Rd, Wayne, PA 19087) On August 12, 2015, for operation of seven (7) existing diesel-fired emergency generator sets. Six (6) are rated at 1,850 brake horsepower (bhps), while the remaining one (1) is rated at 1,490 bhps for a total electrical production capacity of 9.39 megawatts at their facility in Tredyffrin Township, Chester County. The plan approval is for a non-Title V, State-Only facility. These units will be used to provide back-up electrical power to the various buildings during utility power outages and/or electrical infrastructure maintenance. These units will not be used for peak shaving or for sale of electricity to the electrical grid. The facility is applying to operate each engine a maximum of 500 hours in any 12 consecutive month period, or 1,120 hours as an aggregate for all engines at the site. Potential emissions (in tons/year) shall not exceed the following: 24.93 (NOx), 0.73 (NMHC), 5.71 (CO), 0.42 (SO2) and 0.73 (PM). The plan approval will include monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

43-363A: Pennex Aluminum Company (93 Werner Road, Greenville, PA 16125-9499) on August 17, 2015 effective August 31, 2015, has issued a plan approval extension for the operation of two (2) melting furnaces, a hold furnace, two (2) homogenizing furnaces, and three (3) billet saws. 46-00081: Markel Corp. (435 School Lane, Plymouth Meeting, PA 19462) On August 18, 2015, for the Synthetic Minor Operating Permit in Plymouth Township, Montgomery County. This facility manufactures fluoro- polymer tubing and coated wire, plastic tubing, coated fiberglass sleeves, and specialty tubing products. Major sources of emissions from this facility are 16 extruders, a boiler and an emergency generator. The VOC emissions from 16 extruders will be controlled by a Regenerative Thermal Oxidizer (RTO) with 98% destruction efficiency. A Catalytic Oxidizer with 95% destruction efficiency will be used as a back-up for the RTO to control emissions from 10 horizontal extruders. The boiler is subject to 40 CFR Part 63 Subpart JJJJJJ. The emergency generator is subject to 40 CFR Part 63 Subpart ZZZZ. The original Title V operating permit No. 46-00081 and plan approval No. 46-0081C have been incorporated into this operating permit. With this permit issuance, the facility has changed their status from Title V to Synthetic Minor. The facility is subject to site level VOC emissions limit of 24.99 TPY. The permit contains monitoring, recordkeeping, reporting, and work practice standards designed to keep the facility operating within all applicable air quality requirements.

46-00142: Custom Processing Services, LLC (461 State Street, East Greenville, PA 18041) On August 21, 2015, for renewal of a State-Only Operating Permit manufacturing treated minerals in East Greenville Borough, Montgomery County. This Operating Permit contains all applicable state and federal regulations applicable to the facility including emission limitations, operating restrictions, work practice, monitoring, and recordkeeping requirements designed to keep the facility operating within all applicable air quality requirements.

42-00154: Bradford Regional Medical Center (116 Interstate Pkwy, Bradford, PA 16701-1036), on August 12, 2015, issued a renewal of the State Only Operating Permit for the two gas-fired boilers (with #2 oil for back up fuel) and two diesel fired emergency generators at the Hospital located in the City of Bradford, McKean County. The facility is a Natural Minor. The boilers are rated at 16.74 mmbtus/hr and 20.3 mmbtus/hr, respectively. The 100 kWs generator is subject to the requirements of 40 CFR 60 Subpart IIII—Stationary Compres-sion Ignition Internal Combustion Engines. Plan Revision Approval under the Municipal Waste Planning, Recycling and Waste Planning, Recycling and Waste Reduction Act of 1988, Act 101

 The Department of Environmental Protection (Department) approved the Centre County Municipal Waste Management Non-Substantial Plan Revision (''Revision'') on August 21, 2015. The Revision provides capacity assurance for the processing and disposal of municipal waste that is expected to be generated within Centre County for the next ten years. Key features of the Revision include municipal waste generated in the county can be taken to the Dale Summit Transfer Station located in College Township or to several designated disposal sites and options for recycling.

The Mahanoy Township Authority (MTA) is proposing the MTA—Lofty Dam Rehabilitation and Meter Replacement Project.
