Climate Change Impacts Assessment Report; Notice of Availability

[45 Pa.B. 5558]
[Saturday, September 5, 2015]

The Department of Environmental Protection (Department) announces the availability of the 2015 Climate Change Impacts Assessment Update (Update). Section 3 of the Pennsylvania Climate Change Act (71 P. S. § 1361.3) requires the Department to update and publish a report on the potential impact of climate change in this Commonwealth every 3 years. The report must provide:

 • Scientific predictions regarding changes in temperature and precipitation patterns and amounts.

 • The potential impact of climate change on human health, the economy and the management of economic risk, forests, wildlife, fisheries, recreation, agriculture and tourism.

 • Economic opportunities created by the potential need for alternative sources of energy, climate-related technologies, services and strategies, carbon sequestration, capture and utilization of fugitive greenhouse gas emissions and other mitigation strategies.

The Update was prepared by the Pennsylvania State University's Environment and Natural Resources Institute and provides an overview of the potential impacts of global climate change in this Commonwealth over the next century, including specific impacts on climate sensitive sectors and the global economy. The report shows that this Commonwealth has undergone a long-term warming of more than 1° Celsius over the past 110 years and projects that this warming trend will continue at an accelerated rate.

The Department is specifically seeking feedback on any potential climate change impacts that were not included in the Update and recommendations for climate change adaptation measures that should be prioritized for future climate change impacts.

The Department will accept comments on the Update through November 4, 2015. Comments submitted by facsimile will not be accepted. All comments, including comments submitted by e-mail, must include the originator's name and address. Commentators are encouraged to submit comments using the Department's online eComment tool at www.ahs.dep.pa.gov/eComment. Written comments should be submitted to Department of Environmental Protection, Policy Office, Rachel Carson State Office Building, P. O. Box 2063, Harrisburg, PA 17105-2063, ecomment@pa.gov.

The Update is available on the Department's web site at www.dep.state.pa.us (select ''Climate Change'') or through the eComment tool previously listed. Questions regarding this report update should be directed to Mark Brojakowski, Climate Change Program Manager, mbrojakows@pa.gov.
