Availability of Technical Guidance

 Technical guidance documents are available on the Department of Environmental Protection's (Department) web site at http://www.elibrary.dep.state.pa.us. The ''Technical Guidance Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final technical guidance documents are posted. The ''Technical Guidance Draft Documents'' heading is the link to the Department's draft technical guidance documents.

Ordering Paper Copies of Department Technical Guidance

 The Department encourages the use of the Internet to view and download technical guidance documents. When this option is not available, persons can order a paper copy of any of the Department's draft or final technical guidance documents by contacting the Department at (717) 783-8727.

 In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

Changes to Technical Guidance Documents

 Following is the current list of recent changes. Persons who have questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.

Final TGD: New Guidance

DEP ID: 580-0100-001. Title: Accident Reporting Requirements. Description: The purpose of this guidance is to outline guidelines relative to the reporting of accidents/incidents at underground bituminous coal mine sites. Underground bituminous coal mining is highly specialized, technical and complex, and requires frequent review, refinement and improvement of standards to protect the health and safety of miners. It is the purpose of the Bituminous Coal Mine Safety Act (act) (52 P. S. §§ 690-101—690-708) to use the full extent of the Commonwealth's powers to protect the lives, health and safety of miners and others in and about underground bituminous mines, and to enable the Commonwealth to respond as necessary and appropriate to accidents and other emergencies at underground bituminous coal mines. It is the policy of the Department for mine operators to report all accidents as both generally defined and specifically delineated in the act and to encourage mine operators to report unanticipated incidents if there is any doubt that it may fall within the scope of an ''accident'' as that term is defined in section 104 of the act (52 P. S. § 690-104) and used in section 109 of the act (52 P. S. § 690-109). Notice of availability of the interim final guidance was published at 39 Pa.B. 5276 (September 5, 2009), with provision for a 30-day public comment period that ended on October 5, 2009. The Department received comments on the draft technical guidance document, which did not result in modifications to the final technical guidance. A comment and response document was developed that includes a summary of the comments received and the modifications that were made to the document. The comment and response document is available, in addition to the final guidance, on the Department's web site.
