Regulation No. 125-187 (# 3092)

 On March 11, 2015, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Pennsylvania Gaming Control Board (Board). This rulemaking amends 58 Pa. Code Chapter 659a. The proposed regulation was published in the March 21, 2015 Pennsylvania Bulletin with a 30-day public comment period. The final-form regulation was submitted to the Commission on June 22, 2016.

 This rulemaking changes the name of Asia Poker to Fortune Asia Poker and adds two additional side wagers to the game, the Insurance and Progressive Payout Wagers. In addition, the regulation includes dealing procedures, layout requirements, ranking of hands for the additional side wagers and payout odds.

 We have determined this regulation is consistent with the statutory authority of the Board (4 Pa.C.S. §§ l202(b)(30) and 13A02(1) and (2)) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

Regulation No. 18-460 (# 3065)

 On July 8, 2014, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Department of Transportation (Department). This rulemaking amends 67 Pa. Code Chapter 105. The proposed regulation was published in the July 19, 2014 Pennsylvania Bulletin with a 30-day public comment period. The final-form regulation was submitted to the Commission on July 13, 2016.

 This rulemaking removes outdated speed-timing device references and updates the Department's regulations to account for new technologies, tools and techniques in the field of speedometer testing and calibration.

 We have determined this regulation is consistent with the statutory authority of the Department (75 Pa.C.S. §§ 3368 and 6103) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

 On July 13, 2015, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Environmental Quality Board (EQB). This rulemaking amends 25 Pa. Code Chapter 129. The proposed regulation was published in the August 8, 2015 Pennsylvania Bulletin with a 67-day public comment period. The final-form regulation was submitted to the Commission on July 15, 2016.

 This regulation adds reasonably available control technology (RACT) requirements and RACT emission limitations for the control of volatile organic compound emissions from miscellaneous metal parts surface coating processes, miscellaneous plastic parts surface coating processes and pleasure craft surface coatings.

 We have determined this regulation is consistent with the statutory authority of the EQB (35 P.S. § 4005(a)(1) and (8)) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

This rulemaking amends 25 Pa. Code Chapter 129. The proposed regulation was published in the August 8, 2015 Pennsylvania Bulletin with a 67-day public comment period. The final-form regulation was submitted to the Commission on July 15, 2016.

 This regulation adds reasonably available control technology (RACT) requirements and RACT emission limitations for the control of volatile organic compound emissions from automobile and light-duty truck assembly coating operations and heavier vehicle coating operations, as well as related cleaning activities.

 We have determined this regulation is consistent with the statutory authority of the EQB (35 P.S. § 4005(a)(1) and (8)) and the intention of the General Assembly.  On September 22, 2015, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Environmental Quality Board (EQB). This rulemaking amends 25 Pa. Code Chapter 109. The proposed regulation was published in the October 3, 2015 Pennsylvania Bulletin with a 60-day public comment period. The final-form regulation was submitted to the Commission on July 15, 2016.

 This final-form rulemaking amends the EQB's regulations to incorporate federal requirements needed to obtain primary enforcement authority for the Revised Total Coliform Rule.

 We have determined this regulation is consistent with the statutory authority of the EQB (35 P.S. § 721.4(a)) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

 On September 23, 2015, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Environmental Quality Board (EQB). This rulemaking amends 25 Pa. Code Chapters 87, 88 and 90. The proposed regulation was published in the October 3, 2015 Pennsylvania Bulletin with a 30-day public comment period. The final-form regulation was submitted to the Commission on July 15, 2016.

 This rulemaking incorporates Federal remining requirements relating to statistical methods for determining pollution baseline and compliance monitoring for pre-existing discharges at remining operations.

 We have determined this regulation is consistent with the statutory authority of the EQB (35 P.S. § 691.5, 52 P.S. §§ 1396.4(a) and 1396.4b) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.
