Box 32, Route 87 South, Mehoopany, PA 18629) On June 12, 2017 for the modification of one existing line, known as Line MK85, which currently converts only a single ply product, to add the capability to convert a two-ply product. This project is known internally as ''Project MK85.'' The existing converting line that will be modified is one of 23 existing converting lines at the Facility collectively identified as Source ID CV1-Converting Fugitive Emissions, as listed in the Facility's Title V Operating Permit (TVOP) No. 66-00001 in Washington Township, Wyoming County.

PA 66-00001L: Procter and Gamble Company (P.O. Box 32, Route 87 South, Mehoopany, PA 18629) On June 12, 2017 for the installation of one new diaper line at the Mehoopany, Pennsylvania Facility (Facility). The new diaper line that will be installed will produce diapers at similar speeds and using a similar diaper formula as other lines that are currently operating at the Facility. There are currently 18 existing diaper lines at the Facility permitted under Source ID DP18—(Upon issuance of this plan approval there will be 19 total diaper lines and the source will be re-designated as DP19) Diaper Operations in Washington Township, Wyoming County.

Box 1396, Houston, TX 77251-1396) on June 6, 2017, was issued a significant modification to Title V operating permit 41-00001 for their Station 520 located in Mifflin Township, Lycoming County. The purpose of the significant modification was to incorporate the provisions and requirements contained in the company's approved RACT II plan for the facility in accordance with 25 Pa. Code §§ 129.96—129.100. The Title V operating permit contains all applicable regulatory requirements including monitoring, recordkeeping and reporting conditions.

The proposed permit contains applicable requirements for emission limitations, work practice standards, testing, monitoring, recordkeeping, and reporting standards used to verify facility compliance with Federal and State air pollution regulations.

62-00185: Mauser USA LLC (304 Main Avenue, Warren, PA 16365-2157) the Department issued the State Only Operating Permit on June 6, 2017 for the metal drum manufacturing facility located in the City of Warren, Warren County. The sources at the facility include four (4) spray booths, three (3) curing ovens, two (2) silk screen stations, a roll coating line, a natural gas fueled emergency generator, solvent cleanup activities and miscellaneous natural gas combustion. The permit contains emission restrictions, testing, monitoring, recordkeeping, reporting, work practice, and additional requirements from plan approval 62-185A to ensure compliance with the Clean Air Act and the Air Pollution Control Act. The engine is subject to 40 CFR 63 Subpart ZZZZ pertaining to NESHAPs for Reciprocating Internal Combustion Engines. The potential emissions from the facility are 10 TPY NOx, 8.0 TPY CO, 5.0 TPY PM10, 41.0 TPY VOCs, and 5.0 TPY HAPs. The GHG (CO2e) emissions are 10,205 TPY. The facility is a natural minor. The authorization also combined the change of ownership from Berenfield Containers.

 The City of Philadelphia, Air Management Services (AMS) reissued a Minor State Only Operating Permit for the following facility:

OP16-000040: HP Hood (10975 Dutton Street, Philadelphia, PA 19154) for the operation of a hospital facility in the City of Philadelphia, Philadelphia County. The facility's air emission sources include a 33.6 MMBtu/hr No. 2 oil- and natural gas-fired boiler, a 33.5 MMBtu/hr natural gas-fired boiler, and a 0.84 MMBtu/hr natural gas-fired boiler.

 The City of Philadelphia, Air Management Services (AMS) issued a Minor State Only Operating Permit for the following facility:

OP16-000028: vXchnge PA, LLC (1500 Spring Garden Street, Philadelphia, PA 19130) for the operation of a hospital facility in the City of Philadelphia, Philadelphia County. The facility's air emission sources include three (3) diesel-fired 2,500 kW diesel emergency generators.

 The City of Philadelphia, Air Management Services (AMS) reissued a Minor State Only Operating Permit for the following facility:

S15-015: Jeanes Hospital (7600 Central Avenue, Philadelphia, PA 19111) for the operation of a hospital facility in the City of Philadelphia, Philadelphia County. The facility's air emission sources include: two (2) natural gas-fired 304 HP boilers, one (1) No. 4 oil-fired 304 HP boiler, one (1) 750 kW diesel emergency generator (EG), three (3) 400-75 kW emergency generators, and one (1) 125 kW natural gas-fired emergency generator.

15-00112: MH Devon Park, LLC (466 Devon Park Drive, Wayne, PA 19087) On June 5, 2017 for an administrative amendment to the State Only Operating Permit for the facility located in Tredyffrin Township, Chester County. The administrative amendment reflects: 1) a change in the owner/operator from Merck Sharp & Dohme, Corp. to MH Devon Park, LLC; 2) a change in the Responsible Official from Steven Mongiardo to Joseph Linaugh; and 3) a change in the Permit Contact from Brian Saparito to Raymond Rafferty. No other changes have been made to the operating permit.

23-00003: Monroe Energy, LLC (4101 Post Road, Trainer, PA 19061) On June 5, 2017 for Trainer refinery in Trainer Borough, Delaware County. The operating permit was modified to address the incorporation of the Department's RACT Phase II regulations found in 25 Pa. Code §§ 129.96—129.100. These RACT revisions will be submitted to EPA for review and approval to be added to the State implementation plan.

07-05001F: Appvion Inc. (100 Paper Mill Road, Roaring Spring, PA 16673) on June 6, 2017, for the pulp and paper manufacturing facility located in Roaring Spring Borough, Blair County. The Title V permit underwent a minor modification to 1.) impose a 2.7 tpy VOC cap on Source 110 Lime Slaker, 2.) incorporate the applicable presumptive RACT requirements of 25 Pa. Code §§ 129.96—129.100 for the facility, 3.) make various minor administrative corrections to the permit, such as source throughputs, source and group numbering and condition referencing. As part of this action, DEP also approved Appvion's petition for use of an alternative source test for Source 036 Power Boiler 3, to demonstrate RACT 2 compliance.

08-00025: Richards Funeral Home, Inc. (502 North Keystone Ave., South Waverly, PA 18840) on June 6, 2017, was issued a revised State-Only operating permit to incorporate the terms and conditions of Plan Approval 08-00025A for their Northern Bradford Crematory facility located in South Waverly Borough, Bradford County. The revised State-Only operating permit contains all applicable regulatory requirements including monitoring, recordkeeping and reporting conditions.


De Minimis Emissions Increases Authorized under 25 Pa. Code § 127.449.

36-05014: Alumax Mill Products, Inc. (1480 Manheim Pike, Lancaster, PA 17601-3152) Pursuant to 25 Pa. Code § 127.449(i), this Pennsylvania Bulletin Notice is for the de minimis emissions increase of 0.26 tpy PM10, 0.02 tpy SOx, 1.30 tpy CO, 0.88 tpy NOx, & 0.19 tpy VOC, resulting from the proposed installation of a third natural gas fired sow dryer in Manheim Township, Lancaster County. This is the first de minimis emissions increase at the facility during the term of the current operating permit.

Requests Proposals for Municipal Solid Waste Disposal and/or Processing Capacity
Wyoming County Board Of Commissioners, Tunkhannock, PA

 In accordance with 25 Pa. Code Chapter 272.225 Municipal Waste Planning Recycling and Waste Reduction (as amended December 22, 2000), the Board of Commissioners of Wyoming County has determined that additional waste disposal or processing capacity for municipal solid waste (MSW), including construction/demolition (C/D) waste and sewage sludge generated within the County is required for a period covering the next ten years. The Wyoming County Board of Commissioners is hereby soliciting proposals for disposal capacity for MSW generated in Wyoming County, PA with contract approval and execution anticipated by October 2017.

 The Request for Proposals (RFP.) will be available from the Wyoming County Chief Clerk on or after Monday, June 12, 2017. There is a $50 fee for printed copies. All proposals must be made on and inclusive of the required Proposal Forms and be in accordance with the Requirements for Submitting Proposals contained in the Request for Proposals. Proposers may withdraw their proposal at any time prior to the scheduled closing time for receipt of proposals. The Wyoming County Board of Commissioners reserves the right to reject any or all proposals, to waive any irregularities and/or information in any proposal and to make an award in any manner, consistent with applicable laws, which is deemed to be in the best interest of the County.

 The Wyoming County Office of the Chief Clerk will receive sealed proposals until 3:00 p.m., Prevailing Time on Wednesday, July 12, 2017. The Proposer is required to submit two (2) hard copies, each executed in blue ink and labeled ''original,'' and two (2) separate electronic media, (CD-ROMs or Flash Drives) each with a copy of the proposal in MS Word or pdf format. The proposals must be packaged, sealed, and clearly labeled to show the statement ''Proposal Disposal Capacity'' and the name and address of the Proposer.
